REQUEST FOR EXPRESSIONS OF INTEREST Georgia KAKHETI CONNECTIVITY IMPROVEMENT PROJECT Project ID : P173782 Loan No : 9361-GE Assignment Title : Individual Consultant for Preparation of Resettlement Action Plan Compliance Report Reference No . KCIP/CS/ICS-13 The Government of Georgia has received financing from the World Bank toward the cost of the Kakheti Connectivity Improvement Project and intends to apply part of the proceeds for consulting services. The Roads Department of the Ministry of Infrastructure of Georgia (RDMRDI) now invites eligible Individual Consultants ("Consultants") to express their interest in providing the following services: Individual Consultant for Preparation of Resettlement Action Plan Compliance Report. Interested Consultants should provide information demonstrating that they have the required qualifications and relevant experience to perform the Services. The CVs of the candidates should cover the requested information. The objectives of the assignment are to: Conduct an independent assessment of RAP implementation and verify compliance with ESS5, the approved RAP, applicable national legislation, and project-specific agreements. Verify that compensation and assistance entitlements have been delivered in full and at replacement cost (as applicable) and prior to the commencement of works on affected assets/land. Assess whether livelihood restoration and support measures (including for severely affected and vulnerable households) have been implemented and are effective. Assess the functionality and performance of the Grievance Redress Mechanism (GRM), including accessibility, timeliness, transparency, and satisfaction with resolutions. Confirm that consultation, disclosure and engagement commitments have been met and that affected persons have been adequately informed (including regarding the GRM and undersigned agreements). Proven track record of conducting independent compliance audits/assessments for land acquisition and resettlement. Experience with survey design, statistical sampling, and socio-economic outcome assessment. Demonstrated capacity to undertake fieldwork in Georgia and produce reports in English and Georgian. The period of the consultancy services shall be 8 weeks and the remuneration will be Lump sum. Note: The Road Department reserves it's right to verify submitted references and use obtained information for evaluation purposes. (As per Procurement Plan): TCTC-GATE/CS/QCBS-01 Georgia has received financing from the World Bank (WB) towards the cost of the Trans-Caspian Transport Corridor - Georgia Accessibility and Transport Enhancement Project (TCTC-GATE) and intends to apply part of the proceeds to payments for goods, works, and related services and consulting services to be procured under this project. The Project is co-financed by Asian Infrastructure Investment Bank (AIIB). The financing agreement with AIIB is being processed and will be concluded in due course. The consulting services ("the Services") include the SUPERVISION OF CONSTRUCTION WORKS FOR BADIAURI-CHALAUBANI (LOT 4) AND CHALAUBANI - BAKURTSIKE (LOT 5) ROAD SECTIONS OF TBILISI-BAKURTSIKHE-LAGODEKHI (KAKHETI) HIGHWAY. The proposed road sections form part of the Tbilisi-Bakurtsikhe-Lagodekhi (Azerbaijan Border) international highway and constitute a major transit corridor connecting Tbilisi to the Kakheti region and onward to north-western Azerbaijan. The Badiauri-Chalaubani road section (Lot 4) is a four-lane divided motorway that starts at Chainage (Ch.) 52+540, immediately after the Badiauri Interchange of Lot 3, and ends at Ch. 75+100 beyond the planned Chalaubani Interchange. The total length of this section is approximately 21.7 km, with a design speed of 120 km/h. The Chalaubani-Bakurtsikhe road section (Lot 5) is a four-lane divided motorway that starts at Ch. 75+100 and ends at Ch. 84+217.05, with the driving lanes separated by a double-sided concrete barrier. This section begins after the new Chalaubani Interchange, has a total length of approximately 9.1 km, and is designed for a speed of 100 km/h. The primary objectives of the consulting services ("the Services") are as follows: (i) to review the detailed designs (ii)Function as the Engineer in administering the civil works contracts for Lot 4 and Lot 5 (hereinafter "the Contract") and execution of all rights and responsibilities of the Engineer in accordance with the Conditions of the Contract (FIDIC Red Book Second edition 2017, reprinted 2022); (iii) Comprehensive supervision of project implementation activities carried out by the Contractors to ensure compliance with the drawings, technical specifications and various stipulations contained in the contract documents, with high standards of quality assurance in supervision and in the execution of works; (iv) Advice the Client on all matters concerning the contract management and support the Client to have the works completed within the stipulated time for completion and cost to the extent possible.
