SPECIFIC PROCUREMENT NOTICE Invitation for Bids (IFB) Project: Greater Accra Resilient and Integrated Development Project Contract title: Improvement Works at Alajo Drain Country: Ghana Credit No.: IDA-64100 RFB No: GH-MWH-219660-CW-RFB Issued on: September 19, 2026 The Government of Ghana has received financing from the World Bank toward the cost of the Greater Accra Resilient and Integrated Development Project and intends to apply part of the proceeds toward payments under the contract for the Improvement Works at Alajo Drain . For this contract, the Borrower shall process the payments using the Direct Payment disbursement method, as defined in the World Bank's Disbursement Guidelines for Investment Project Financing. The Ministry of Works, Housing and Water Resources invites sealed bids from eligible contractors for the improvement works at Alajo drain. The works involve two main interventions: The construction of a covered reinforced concrete culvert parallel to the Eastern Railway Line ( Railway drain ), aiming to improve flood management in the Alajo urban area. The new infrastructure consists of a 1,596-meter-long rectangular box culvert with internal dimensions of 5.00m by 2.00m, designed with a constant invert slope of 0.3% to ensure optimal hydraulic performance and prevent water stagnation. The proposed drain alignment passes through densely urbanized areas, cultivated plots, and near existing structures, requiring the relocation or demolition of some buildings, careful excavation work including vertical sheet piling and retaining walls where needed, as well as connections with secondary drainage. Special attention is given to the crossing under the Eastern Railway Line, where the culvert will be placed at a depth of 1.4 meters to prevent interference with the rail infrastructure. The culvert discharges into the Odaw River with an outfall designed at a 45-degree angle to the river flow. Secondary drainage connections are included, with inspection manholes spaced every 50 meters and fitted with sediment traps and grates to manage solid waste. Additional protective works include, especially in proximity to agricultural land. The refurbishment/reconstruction of primary/secondary channels of the Alajo Urban Drainage Network . The Alajo urban area has a surface of around 270 hectares and it is enclosed by the existing railway at the North side, by the Onyasia drain at the East side and by the Nsawam road at the West side. The main Odaw river flows within that area, bounding the Alajo area on the West side. The confluence between the Odaw and Onyasia is located at the southern limit of this area, at Caprice. The existing drains consist of open/covered rectangular concrete sections, varying in size from 0.4m (width) x 0.4m (height) for the smallest drains to 1.5m (width) x 1.5m (height) for the largest ones. The slope of these drains ranges from 0.2% to 1.5%, except in a few cases where the slope approaches zero. The current drainage network is insufficient, as many existing drains are in poor condition or completely absent in some areas. The new designed drain network consists of rectangular cast-in-situ concrete box culverts, with dimensions ranging from 1.0m (width) x 1.0m (height) to 2.0m (width) x 1.5mm (height). Installation of flap gates at each new outlet in the main channels and inspection manholes are included in the scope of work, along with the complete reinstatement of roads affected by construction. The project is scheduled for completion within 18 months and includes site preparation works, excavation, concrete construction, steel fittings, backfilling, and reinstatement of affected road and pedestrian infrastructure. The intervention foresees the realization of a lowered excavated floodplain area in direct communication with the Odaw river, with embankment works limited to the regularization of the existing western bank of the river and existing ground level. The proposed scheme foresees a pond that can be used for frequent rainfall events and is characterised by the following elements: earthfill embankments; terrain excavation to reach a minimum elevation of 28 m asl inside the pond (existing ground level varies approximately between 31 m and 33m asl); one reinforced concrete weir (spillway) that connects the pond to the river and can work as inlet and outlet structure, located in a section downstream of the confluence of the Odaw tributary; Reinforced concrete outlet box culvert; access roads. Bidding will be conducted through I nternational Competitive Procurement using Request for Bids (RFB) as specified in the World Bank's "Procurement Regulations for IPF Borrowers- Procurement in Investment Projects Financing" 7th Edition, September 2025 ("Procurement Regulations"), and is open to all eligible Bidders as defined in the Procurement Regulations. Bids will be evaluated in accordance with the evaluation process set out in the bidding documents.
