Request for Expressions of Interest (Consulting Services - Selection of Firms) People's Republic of China World Bank Loan Hainan Project for Prevention, Preparedness and Response to Emerging Infectious Diseases (Global One Health Hainan Demonstration Project) Loan No.: 9084-CN Procurement No.: 0733-26094508 Assignment Name: Consulting Services for Capacity Building of One Health Seed Talents and Thematic Advanced Training in Hainan Province Contract No.: HN-FC-100 The Government of the People's Republic of China has received a loan from the World Bank toward the cost of the World Bank Loan Hainan Project for Prevention, Preparedness and Response to Emerging Infectious Diseases (Global One Health Hainan Demonstration Project), and intends to apply part of the proceeds of this loan to payments for consulting services. The consulting services (hereinafter referred to as the "Services") mainly include: (i) summarizing the previous training activities and organizing relevant materials; (ii) organizing expert technical workshops and developing expert consensus; (iii) designing thematic course systems and preparing training materials; (iv) organizing thematic advanced training programs; (v) conducting training effectiveness evaluations; and (vi) conducting external expert reviews and finalizing the consensus documents. The detailed scope of consulting services is provided in the Terms of Reference (TOR). The estimated total input for this consulting service is 17 person-months, and the expected duration of the consulting service is 6 months after the signing and effectiveness of the contract. The Terms of Reference (TOR) for this consulting service are attached to this Request for Expressions of Interest. Hainan Provincial Disease Control Bureau (hereinafter referred to as the "Client") now invites eligible consulting firms ("Consultants") to express their interest in providing the Services. Interested Consultants should provide relevant supporting documents in accordance with the following requirements. The Expression of Interest (i.e., the proposal submission) shall include at least the following: 1A brief introduction of the Consulting Firm, including its organizational structure, staffing arrangements, etc. 2A Power of Attorney, identification documents of the legal representative and the authorized representative. If the Consultant is a joint venture, a Joint Venture Agreement shall also be provided (in a format prepared by the Consultant). 3The Consulting Firm shall provide a copy of its relevant business license or Certificate of Legal Person of Public Institution. 4If the Consultant is a state-owned enterprise or public institution, it shall provide the Articles of Association of the company/institution and the audited financial audit report and financial statements for the year 2025 (including, at a minimum, the balance sheet, cash flow statement, and income statement/profit and loss statement), or the "internal financial statements of the institution" for 2025, or the final account report approved by the competent authority, or other equivalent supporting documents. 5The Consultant shall have successfully completed at least three similar consulting service contracts or projects related to the design and implementation of talent training in the health sector during the past five years (from January 1, 2021 to the deadline for submission of documents). The amount of each contract or project shall be no less than RMB 300,000, and at least one of the contracts or projects shall include work related to the development of a training system or competency framework.
