World Bank Loan Hainan Project for Prevention, Preparedness and Response to Emerging Infectious Diseases (Global One Health Hainan Demonstration Project) Procurement of Storage Equipment for Hainan Provincial Wastewater Monitoring Sample Repository (Contract No.: HN-G-80) Invitation for Bids Date: October 19, 2026 Bid No.: 0733-26093912 1The Government of the People's Republic of China has received a loan from the World Bank toward the cost of the World Bank Loan Hainan Project for Prevention, Preparedness and Response to Emerging Infectious Diseases (Global One Health Hainan Demonstration Project), and intends to apply part of the proceeds of this loan to payments under the contract for Procurement of Storage Equipment for Hainan Provincial Wastewater Monitoring Sample Repository (Contract No.: HN-G-80). 2CITIC International Tendering Co., Ltd. (the Procurement Agent), entrusted by Hainan Provincial Disease Control Bureau (the Purchaser), now invites eligible and qualified bidders to submit sealed bids for the following Goods and Related Services: Contract No. HN-G-80 Contract Title Procurement of Storage Equipment for Hainan Provincial Wastewater Monitoring Sample Repository Main Types and Quantities of Goods Sample management system, -196°C fully automatic liquid nitrogen storage tank, -80°C fully automatic freezer, fully automatic pipetting and aliquoting workstation, and other equipment and related services. For details, please refer to Section VI: Schedule of Requirements of the Bidding Document. Delivery Period Within 90 calendar days from the date of contract signing. 3This procurement shall be conducted through the Request for Bids (RFB) method under the National Competitive Procurement method specified in the World Bank's "Procurement Regulations for IPF Borrowers" (the "Procurement Regulations"). All eligible bidders as defined in the Procurement Regulations may participate in the bidding. 4Interested eligible bidders may obtain further information from the address specified in this Invitation for Bids and may inspect or purchase the bidding documents from October 19, 2026 to the bid submission deadline of November 19, 2026, during the period from 9:00 to 11:30 a.m. and 13:30 to 17:00 p.m. (Beijing Time) on working days (excluding Saturdays, Sundays, and statutory holidays). 5Prospective bidders should note the provisions on eligibility and conflict of interest set forth in Section IV: Bidding Forms, Clause 4 of the Bidder Instructions of the Bidding Document. Any bidder with a conflict of interest shall be considered ineligible. 6The qualification requirements for bidders include: Business Scale The bidder's average annual turnover for the most recent three years (2023-2025) shall be not less than CNY 20 million. Contract Experience The bidder shall have successfully completed, as a supplier, at least six (6) contracts for the supply of laboratory instruments or equipment of similar nature and complexity to the products to be procured under this project within the past ten years (from January 1, 2016 to the present), with each contract having a value of not less than CNY 4 million. The bidder shall provide supporting documents that meet the requirements, which shall at a minimum include: contract agreements, proof of payment/receipt of contract proceeds, etc. Copies of contracts attached to the bid documents shall at least include the contract pages showing the following information: the project name on the first page of the contract, procurement content, contract signing date, contract amount, contract signature and seal page, etc. The contact person and contact information of the final user shall also be provided. Technical Experience The provided -196°C fully automatic liquid nitrogen storage tanks, -80°C fully automatic freezers, and -20°C fully automatic freezers shall have at least three (3) years of manufacturing experience for similar products.
