REQUEST FOR EXPRESSIONS OF INTEREST (CONSULTING SERVICES - FIRMS SELECTION) COUNTRY: KYRGYZ REPUBLIC NAME OF PROJECT: "Kyrgyz Renewable Energy Development Project" (KRED) - Phase 1 Credit No.: IDA 7370-KG Assignment Title: Consulting services for the preparation of preliminary design, tender documentation and evaluation of bids in the selection of a Contractor for the construction of the 110 kV overhead line between the Lower Tar HPP and the "Kara-Kulja" Substation Reference No. (as per Procurement Plan) KG/KRED/CS/2026/CQS-01 The Kyrgyz Republic has received financing from the International Development Association (IDA) toward the cost of the Kyrgyz Renewable Energy Development Project (KRED) - Phase 1 and intends to apply part of the proceeds for consulting services for the preparation of the preliminary design and tender documentation, and support in the evaluation of bids for the construction of the 110 kV overhead transmission line between the Lower Tar HPP and the Kara-Kulja Substation. Under Component 1 of the KRED Project, a new 110 kV overhead transmission line of approximately 18 km is envisaged to connect the 19 MW Lower Tar Small HPP, located in Kara-Kulja District, Osh Region, to the existing 110 kV Kara-Kulja Substation. The transmission line is expected to be constructed under a Design, Supply and Installation contract based on the World Bank Standard Procurement Document. The objective of the assignment is to engage a consulting firm to prepare the preliminary design of the 110 kV overhead transmission line, prepare the complete tender package based on the World Bank Standard Procurement Document, and provide support during the selection of the Contractor. The Consultant will also coordinate interfaces with the Kara-Kulja Substation and the 110 kV switchyard of the Lower Tar HPP, obtain the technical connection conditions from OJSC "National Electric Grid of Kyrgyzstan" (NEGK), support the approval of the transmission line route, and assist with responses to bidders' queries, bid evaluation and contract award. The services are expected to commence in Q4 2026. Approximately five (5) months are envisaged for completion of the preliminary design and tender documentation. The contract will be lump sum. Interested Consultants should provide information demonstrating that they have the required qualifications and relevant experience to perform the Services. The shortlisting criteria are as follows: 1. At least 10 years of consulting experience in the power sector, with the design of overhead transmission lines and substations of 110 kV and above as one of the core areas of activity. 2. At least three (3) similar assignments on the design of overhead transmission lines of 110 kV and above and/or substations, including the preparation of bills of quantities and specifications of equipment and materials, over the last 10 years. Experience in similar assignments in mountainous and seismic conditions and/or in Central Asia and the CIS will be considered an advantage. 3. Experience in the preparation of tender documentation and provision of support during the tendering process for infrastructure projects in accordance with the World Bank Procurement Regulations and/or the procurement rules of other International Financial Institutions (IFIs).
