The consulting services ("the Services") include the provision of overall management and technical oversight of civil and building works under the project (Components 2 and 3). Working under MWTI's direction, the IAC will lead planning and implementation of engineering activities, deliver expert guidance across design, procurement, and construction, conduct technical studies and feasibility assessments, and monitor progress, risks, and compliance with safeguards. This project will be financed by the International Development Association (IDA) and the Systematic Observations Financing Facility (SOFF). The project will include the procurement of consulting services for technical assistance, design and construction supervision, construction of public buildings and urban infrastructure, and procurement of early warning instrumentation. It will include the following components: Component 1: Hazard Monitoring and Early Warning Systems. This component will strengthen Samoa's multi-hazard early warning systems through investments in hazard monitoring and forecasting equipment, decision-support systems, communication networks, and technical capacity building.
