Framework Agreements for the Assessment, Reconstruction Design and Supervision of Totally Damaged Public Buildings

REQUEST FOR EXPRESSIONS OF INTEREST (FRAMEWORK AGREEMENTS FOR CONSULTING SERVICES ) Lebanese Republic Council for Development and Reconstruction (CDR) Lebanon Emergency Assistance Project (LEAP) Procurement Reference: FA-CS-BLDG (TOTAL DAMAGE) Assignment Title: Framework Agreements for the Assessment, Reconstruction Design, and Construction Supervision of Totally Damaged Public Buildings The Lebanese Republic (hereinafter called the "Borrower") has received financing in the amount of US$250 million from the International Bank for Reconstruction and Development (IBRD) (the "Bank") toward the cost of the Lebanon Emergency Assistance Project (LEAP). The Council for Development and Reconstruction (CDR), acting as the executing agency on behalf of the Government of Lebanon, intends to apply part of the proceeds of this financing to eligible payments under contracts for consulting services under Framework Agreements. The consulting services ("the Services") involve engaging Design & Supervision Consultants under Framework Agreements for several contracts for assessment, reconstruction design, and construction supervision of public buildings that have been totally damaged (destroyed) across Beirut & Mount Lebanon, Bekaa, and South Lebanon The Framework Agreements will be concluded through a Two-Stage Selection Process and the consulting services shall include the preparation of: Module 1 - Technical Investigations and Feasibility Assessment Module 2 - Detailed Engineering Design and Procurement Support Module 3 - Permit Documents (reconstruction permit, if required) Module 4 - Construction Supervision and Contract Administration The Framework Agreement will be signed for a duration of Thirty-Six (36) months with multiple qualified engineering consultancy firms. Specific assignments will be awarded as Call-Off contracts across distinct Call-Off Modules for Totally damage buildings on an as-needed basis. The Council for Development and Reconstruction (CDR) now invites eligible consulting firms ("Consultants") to indicate their interest in providing the Services. Interested Consultants should provide information demonstrating that they have the required qualifications and relevant experience to perform the Services. Consultant Brochures may also be included in the submission. The shortlisting criteria for Stage 1 evaluation are: 1. Firm Legal Standing & Core Buisness and Years of Experience Legal registration and authorization to operate in its country of incorporation, demonstrating financial soundness. Legally established consulting firm (or lead member of a Joint Venture of maximum two (2) members) with a minimum of Fifteen (15 ) years of demonstrated experience in design and supervision services for buildings projects. (preferably Public Building) 2. Specific Technical Experience : Design: Completion of at least three (3) projects of similar scale and complexity within the last ten (10) years, involving detailed assessment,construction Design, as well as in the preparation of technical specifications, Bills of Quantities of buildings Supervision: Experience as Lead Engineer/Supervision Consultant on at least two (2) projects within the last ten (10) years involving construction supervision and contract management of Buildings Proven experience under international financing institutions (preferably World Bank standards and Guidelines) and familiarity with Lebanese technical/regulatory frameworks. 3. Key Staff Pool & Quality Management (Stage 1 Requirements): Submission of an accessible Key Experts pool available on an "on-call" basis. The Lebanese Republic has received financing from the World Bank toward the cost of the Lebanon Emergency Assistance Project (LEAP) , and intends to apply part of the proceeds toward payments under the contract for the Procurement and Installation of Magnetic Resonance Imaging (MRI) Machine for the Ministry of Public Health (Rafik Hariri University Hospital (RHUH)). "For this contract, payments may be processed through the Direct Payment disbursement method, in accordance with the provisions of the World Bank's Disbursement Guidelines for Investment Project Financing. 2. The Implementing Agency being Council for Development and Reconstruction (CDR) now invites sealed Bids from eligible Bidders for the Procurement and Installation of Magnetic Resonance Imaging (MRI) Machine for the Ministry of Public Health (Rafik Hariri University Hospital (RHUH)). The successful Bidder shall complete the supply of the Goods, including delivery to the Final Destination as specified in the Bidding Documents and the completion of all Related Services, within 180 days from the date of contract signature and notification of the Contract. 3. Bidding will be conducted through International competitive procurement using a Request for Bids (RFB) as specified in the World Bank's "Procurement Regulations for IPF Borrowers for Goods, Works, Non-Consulting services" dated February 2025 ("Procurement Regulations"), and is open to all eligible Bidders as defined in the Procurement Regulations. 4. Bids will be evaluated in accordance with the evaluation process set out in the bidding documents. 5. Interested eligible Bidders may obtain further information from the Council for Development and Reconstruction and inspect the bidding document during office hours from 9:00 to 15:00 hours from Monday till Friday at the address stated at the end of this Specific Procurement Notice (SPN) . 6. The bidding document in English may be obtained free of charge by interested eligible Bidders by downloading it from the CDR website, or from the Public Procurement Authority (PPA) Platform in Lebanon, or upon the submission of a written application to the address below. The bidding document is to be picked up by a person duly authorized by the applicant, and a receipt will be issued to them at no cost. 7. Bids must be delivered to the address below on or before 12:00 noon Beirut Local Time on Friday, September 25th, 2026 . Electronic Bidding will not be permitted. Late Bids will be rejected. The outer Bid envelopes marked "Original Bid", and the inner envelopes marked "Technical Part" will be publicly opened in the presence of the Bidders' designated representatives and anyone who chooses to attend, at the address stated at the end of this Request for Bids (RFB) on Friday, September 25th, 2026 at 12:00 noon Beirut local time . All envelopes marked "Second Envelope: Financial Part" shall remain unopened and will be held in safe custody of the Purchaser until the second public opening. 8.
