Crisis and Resilience Fund Hub Delivery

The Department for Work and Pensions introduced the Crisis and Resilience Fund from 1 April 2026. The Fund provides local authorities with funding to support households experiencing financial hardship or an unexpected financial shock and to help residents build longer-term financial resilience. The Council will retain responsibility for administering Council-managed crisis and housing-related payments, determining eligibility, making formal decisions on applications for financial assistance and submitting formal management-information returns to the Department for Work and Pensions. Further information about the emerging HDO service model, the areas being considered, local delivery and accessibility, case management, reporting, and the indicative contract value and duration is set out in the accompanying Draft Service Specification. The final scope and delivery model have not been determined. Therefore, the Council is carry out a Preliminary Market Engagement (PME) where respondents are invited to use the information provided via the portal, see engagement process description further down in this notice. Corporate IT Support Service to NHS Gloucestershire Integrated Care Board and Bristol, North Somerset and South Gloucestershire Integrated Care Board

Gloucestershire ICB and Bristol, North Somerset and South Gloucestershire (BNSSG) ICB are merging to form a single integrated body in April 2027. Both organisations currently rely on external providers for the delivery of their IT services. A new, unified service model is required; one that supports the merged organisation from day one, is commercially sustainable, and is capable of evolving as the ICS matures. Six principles shape the design of the future service: 1. Cloud-first and 'secure by design'. All new and renewed services will be cloud-based wherever possible. On-premises infrastructure will be exited as part of transition. This is both a strategic choice and a compliance requirement under the Government Cloud First Policy and Technology Code of Practice. 2. Outcome-focused. The service is defined by what it must deliver, not how it must be delivered. The supplier is expected to bring expertise, innovation and accountability for outcomes, not simply execute a prescriptive technical specification. 3. Single point of accountability. The preferred model is a single managed service provider with end-to-end accountability for operational delivery. This avoids the fragmentation and unclear ownership that characterises the current multi-supplier landscape and reduces the management overhead on the ICB digital team. 4. Lean governance. The ICB digital team will provide strategic oversight, roadmap ownership and supplier governance. It will not carry operational delivery responsibilities. This reflects the lean, strategically focused character of the merged organisation and the direction set by the Model ICB Blueprint. 5. Interoperable by design. The service must integrate cleanly with nationally contracted NHS platforms, in particular NHS.net Connect, the Health and Social Care Network (HSCN) and NHS Secure Boundary Service, as well as local platforms, such as the Gloucestershire ICS WAN and into UHBW and Crown Datacentres in Corsham. Service interfaces with these platforms should be clearly defined before the procurement specification is finalised. 6. Sustainable. The ICB's carbon neutral commitments should be reflected in technology choices, including energy-efficient end-user devices, PoE-powered monitors and cloud-based infrastructure in preference to on-premises data centre equipment. The following service stacks are in scope for the new managed service, reflecting services currently provided across both incumbents, consolidated and extended to support the merged organisation: - Service desk. The primary user-facing support channel, available 08:00-18:00 Monday to Friday. - Desktop support. Onsite presence at both sites as and when required, including end-user support, moves, adds and changes to desktop arrangements, MFD, Audio Visual equipment, and Teams Room management. The onsite support model must include provision for routine physical tasks including WFH equipment management, peripheral replacement, cable and hardware swap-outs, and stock management. - End-user compute. Device lifecycle management including provisioning, refresh (five-year target cycle), configuration, and secure disposal. - Telephony and unified communications. Microsoft Teams Phone as the unified platform for the merged ICB. - Print. Cloud-managed secure print at both sites. - Meeting rooms. Physical teams Room management and audio-visual support at 2 locations with 15 meeting rooms at one and at Shire Hall, Gloucester and 9 at the second location. - Asset management. Asset tagging, recording, and lifecycle tracking for all ICB-owned IT equipment. - Supplier and procurement management. The supplier will assume management of all ongoing third-party technology relationships and will procure all IT equipment and recurring support contracts on behalf of the ICB. Licence management across the estate is required. - DSPT support. The supplier is expected to provide the ICB with the technical evidence and assurance data required to support annual DSPT su…

Peatland ACTION FW02 Field Ecologists Framework

NatureScot work to improve our natural environment in Scotland and inspire everyone to care more about it. We work to ensure that all nature in Scotland - our key habitats and landscapes, all our green space and our native species - are maintained, enhanced and bring us benefits. Our priority is a nature-rich future for Scotland and an effective response to the climate emergency. Peatland ACTION funding - from Scottish Government - primarily supports on-the-ground peatland restoration activities and is open for applications from eligible land managers who have peatlands that would benefit from restoration. There are no geographical restrictions or target areas for Peatland ACTION funding. Peatlands are an iconic part of the Scottish landscape and have many benefits for people and nature. Healthy peatlands provide important ecosystem services including storing and sequestering carbon, supporting unique and specialised biodiversity, improving downstream water quality, and regulating water flow to provide natural flood management. In contrast, damage to peatlands reduces or reverses these benefits. For example, degraded peatlands release stored carbon and are a major global source of greenhouse gas emissions. Peatland ACTION is led and funded by Scottish Government and delivered in partnership with NatureScot, Cairngorms National Park Authority, Loch Lomond & the Trossachs National Park Authority, Forestry and Land Scotland, and Scottish Water. Since 2012, Peatland ACTION has set over 66,000 hectares of degraded peatland on the road to recovery, but this effort needs to accelerate rapidly in the coming years to help address the twin crises of the climate emergency and biodiversity loss. The appointed Field Ecologists will work with the Peatland ACTION Technical Team and Project Officers located across Scotland to help support species and ecological survey requirements for Peatland ACTION restoration sites.

PROVISION OF GENERAL SUPPORTED LIVING SERVICES

Bridgend County Borough Council are looking to recommission its General Supported Living services which will include care and support funded by both Adult Social Care and the Housing Support Grant. The Council intends to recommission the 7 Lots under this contract where support is provided to individuals living in General Supported Living services across the Bridgend County Borough. These services will be provided by high-quality Providers who can demonstrate their experience of delivering supported living services. These 7 Lots will be awarded as separate Contracts. Providers will be required to work with the Council to implement sustainable and flexible models of support that enable Individuals to become active members of their local communities. Delivering a ‘locality’ model will continue to enable Providers to flexibly respond to the needs of the individuals they support as and where they arise, utilise resources efficiently, and support collaborative working with the broader community. The service must be available 24 hours a day, 365 days per year in line with the assessed needs of Individuals. The procurement process will be conducted in a single stage. Prospective providers will be able to bid for as many of the lots as they wish, however the Council will be looking to secure a mixed market where each provider will be limited to being awarded a maximum of two Lot areas. Each Lot’s requirements will be different and so suits a range of Providers. Benchmark data indicates that the service in current schemes totals 8979 hours of support per week delivered to 89 Individuals living in 34 housing units. Please note this is for information purposes only and further Local Area Service details will be provided to the successful providers following the conclusion and award of the Lot contracts. The contract agreement duration will be for an initial 4 years with additional, discretional contract extension periods for an addition up to a further 4 years. It will remain the council’s decision as to if and how any contract extension is implemented.
