The NIESS, known as Go Succeed, is the primary business support service in Northern Ireland. Launched in November 2023 and funded by the UK Government's Shared Prosperity Fund / Local Growth Fund, the Service is led by NI's 11 local Councils and aims to support business creation and growth across NI. By delivering a connected set of enterprise supports including masterclasses, business mentoring and grant funding, Go Succeed aims to enable individuals and businesses to access the relevant support services to meet their needs and the growth ambitions of their businesses thereby representing a continuum of support from pre-start, through start-up and the growth journey thereafter. This notice is to inform the market of the upcoming NIESS Go Succeed procurement opportunity, which is currently expected to be advertised in early 2027 (subject to change). Suppliers who have already registered their interest do not need to register again. Due to a revised procurement timetable, we are issuing this further notice to provide an additional opportunity for suppliers who did not register earlier in the summer to express their interest. Any suppliers wishing to register should do so by Friday 30th October 2026. Pre Market Engagement activities may involve questionnaires, strategies, meetings and public briefing events. The Council will determine which types of engagement will take place following the expression of interest stage. This market engagement questionnaire is issued in accordance with Guys & St Thomas’ NHS Foundation Trust (GSTT) procurement and governance procedures. As one of the UK's largest and most successful NHS Foundation Trusts, GSTT leads in healthcare innovation and excellence. Centred in London, the Trust incorporates five hospitals, each with a rich legacy of clinical brilliance and pioneering research. The hospitals include: - Guy’s Hospital; - St Thomas’ Hospital; - Evelina London Children’s Hospital; - Royal Brompton Hospital; - Harefield Hospital; - Associated Community Sites. The issue of this questionnaire is to engage with the market to gauge capacity and interest for the procurement of the GSTT Ward Refurbishment programme. The GSTT Ward Refurbishment Programme covers ward refurbishments across the above GSTT estate, aimed at ensuring the Trust’s estate remains fit for purpose, and best placed to ensure the continued delivery of clinical excellence now and into the future. The Ward Refurbishment Programme will adopt a tiered, risk-based scope, enabling investment to be proportionate to clinical, infrastructure, and statutory risk. The final scope for each ward will be confirmed following detailed surveys, risk assessments, and cost modelling. This approach allows the programme to prioritise highest-risk interventions while maintaining affordability and operational continuity. As such, this procurement exercise will need to incorporate a degree of flexibility, and centres on the development of a long-term partnership essential to ensure the successful delivery of this important programme. The key Trust objectives underpinning this procurement exercise are: - Ease of use – GSTT are currently delivering a significant number of construction projects across the GSTT estate. These appointments need to facilitate the ease at which these projects are delivered. - Equal Opportunity – the tender should provide equal opportunity to all suitably qualified tenderers and does not restrict SMEs and smaller local suppliers. - Flexibility of Value – successful tenderers should be able to be appointed across a range of construction values. On this basis the contractual and pricing mechanisms should allow flexibility to suit different value bands. - Flexibility of Scope – the tender should allow flexibility to potentially support wider clinicalspace refurbishment projects across the Trust (excluding specialist areas such as theatres, cath labs and major medical equipment programmes which will require separate procurement routes). - Social Value – the tenders should promote genuine social value for GSTT and the local environment. - Continued workflow – the tender should facilitate the continued instruction of work with a permanent contractor presence on site, although this will not be guaranteed. - Speed of delivery – GSTT require a procurement mechanism which will allow access to the market at the earliest opportunity. Whilst specific work scopes are to be developed, the works are likely to include general ward modernisation, ventilation upgrades, building safety compliance works (including Building Safety Act Gateway 2 applications where required), and integration with existing specialist systems (building management systems, nurse call, medical gases, security, fire alarms, data and IT).

Procurement process for the London Boroughs of Camden and Islington, to appoint a charge point operator to supply, install, operate, maintain and decommission charge points (at the contract end if necessary), a minimum of 1,100 lamp column electric vehicle charge points (EVCPs) under the Local Electric Vehicle Infrastructure (LEVI) scheme. Of this, Camden and Islington require minimums of 500 and 600 charge points respectively. The procurement is being conducted jointly because LEVI funding requires that London boroughs procure in partnership to achieve scalability; ie. to encourage Charge Point Operator (CPO) investment to install more charge points for the funding. Hence Camden and Islington make up London Partnership 1. The capital costs of the project will be fully covered by a combination of LEVI funding (£1,212,250) and the charge point operator (any costs over and above £1,212,250). The procurement will result in a single operator being appointed for both boroughs, with contracts being executed separately between the successful operator and each Borough. It should be noted that for Camden, the project capital costs will need to include the provision of 500 new lamp columns for charge points to be installed which are anticipated to be delivered under the Council's existing public realm maintenance and improvements contracts.
