DfT National Freight Model

The Department for Transport (DfT) intends to procure a supplier to develop a new National Freight Model (NFM), an in-house, cross-modal freight modelling capability designed to support transport policy development, appraisal, forecasting and decision-making across the UK. The NFM will replace existing freight modelling approaches and provide a modern analytical framework capable of representing freight movements across road, rail and domestic maritime modes. The contract will include the design, development, calibration, validation and implementation of a multimodal freight model capable of estimating current and future freight demand and flows by commodity, vehicle type and transport mode. The model must support the analysis of domestic freight movements and international freight movements to and from the United Kingdom, including maritime and rail freight services. The NFM will be required to assess the impacts of changes to infrastructure, land use, economic conditions, logistics behaviours and government policy interventions. It will also enable the testing of alternative scenarios and sensitivities to support transport planning, network resilience analysis, decarbonisation initiatives, freight mode shift assessments and wider strategic policy development. The successful supplier will be expected to develop and document the model, provide supporting methodologies, undertake any necessary data collection or acquisition activities, deliver stakeholder engagement and training, and ensure that the Department can operate, maintain and further develop the model independently following completion of the contract. The procurement may include associated research, data acquisition, innovative analytical approaches and the development of new methodologies necessary to deliver the required modelling capabilities and outcomes. HOW TO ACCESS THE ITT: • Interest bidders will need to register to DfTs e-procurement platform (Jaggaer), using the below link: https://dft.app.jaggaer.com/web/login.html • Once registered - bidders can access the ITT via the below link: •https://dft.app.jaggaer.com/go/6836254501A080BE9F9F

Road Safety Audit Framework

Medway Council (‘the Authority’) is a unitary authority based in Kent, consisting of the main towns of Strood, Rochester, Chatham, Gillingham, and Rainham. The highway network in the Medway towns covers approximately 840km, with 110km of A roads, 37km of B roads, 97km of C road, and 596km of unclassified roads. A safe and effective transport network is therefore key to Medway’s sustainability, both economically and environmentally. To help achieve this the Council are inviting applications to join Medway Council’s Road Safety Audit Framework (MCRSAF). The MCRSAF will allow the Authority, as the Overseeing Organisation, to quickly and efficiently commission an outside contractor to undertake road safety audits on behalf of the Authority for highway schemes and interventions. The aim is to have a pool of high-quality auditors that the Authority can call upon to undertake Road Safety Audits quickly, cost effectively, to a high standard, and in accordance with the requirements and methodology of GG119 of the Design Manual for Roads and Bridges, with the Authority acting as the Overseeing Organisation. The Framework Contract is anticipated to commence on 1st November 2026 and will continue for a period of two years, with the option of extending the Framework Contract for an additional two years thereafter, via two separate one year extensions. CivTech 12.1 - How can digital technologies assist people living with substance use issues (and their families/friends) to easily connect with trusted help and substance use support when services are unavailable?

Scotland has the highest drug and alcohol related death rates in the UK and Europe. People with substance use issues (PWSUI) often need help outside normal 'office' hours or from a distance from offices, and support is not uniformly available throughout Scotland. The support landscape in Scotland is fragmented, hard to navigate, and varies by locality. When support isn’t readily available (or isn’t trusted), people and their families and friends often default to emergency services or remain unsupported. As a result, those who use substances often experience avoidable crisis escalation, or remain in extremely difficult situations, and support services miss opportunities for early, harm-reducing interventions. The Preventing Harm, Promoting Recovery: Scotland’s Alcohol & Drugs Strategic Plan 2026 – 2035 specifically addresses the crucial need to tackle early intervention and widen an individual’s ‘circle of support’. This ‘circle of support’ is at the heart of this Challenge, and a successful solution would enable people to access the right support sooner, regardless of locality. It should harness the power of existing trusted services, family and community to reduce avoidable demand on emergency and NHS services – and if possible, create a ‘feedback loop’ of learning, intelligence and insight so that the overall issue can be tackled in a continually improving manner.
