UKROEd Ltd is a private, not-for-profit company responsible for the delivery, management and administration of the National Driver Offender Retraining Scheme (NDORS) on behalf of the Police service. It is the operating company of the Road Safety Trust and is committed to the education and training of drivers who commit low level traffic offences. NDORS training courses are delivered by course providers licensed by UKROEd (22 in total). Over 2 million people attend NDORS courses every year. The Scheme currently operates across England, Scotland, Wales and Northern Ireland. DORS+, a bespoke and Police Digital Services (PDS) assured system, is the national data and integration hub for the NDORS, connecting Police Forces, licensed course providers and members of the public who have been offered NDORS courses. It supports end-to-end processes from initial eligibility checks through to course booking, attendance recording and case closure, and provides UKROEd and its partners with the information needed to manage, govern and continually improve the scheme. UKROEd’s role as the governance lead for NDORS is enshrined in the Police, Crime, Sentencing and Courts Act 2022. UKROEd is responsible for NDORS course specifications, trainer and provider licensing, and for the collection and distribution of administration and enforcement cost recovery charges. The DORS+ system is central to this role, acting as the single online route for offenders to explore course availability, register their intent, book or reschedule courses, view their course attendance history and maintain their personal details (data is retained for 3.5 years from the date of the offence). The managed service partner will therefore be taking responsibility for a mission‑critical platform with a high level of public, policing and provider dependency. The current managed services agreement for DORS+ ends on 31st May 2028 and UKROEd is tendering for a partner capable of operating, supporting and enhancing the service in line with future ambitions for NDORS and wider digital transformation. The supplier will be required to provide a managed service for the existing DORS+ solution and supporting Microsoft Azure environment, including platform and application support, maintenance and approved improvements. The priority is to ensure the availability, security, performance and ongoing operation of the current service, with innovation and improvements delivered through the appropriate UKROEd governance processes. Required capabilities are likely to include monitoring, incident and problem management, change and release management, backup and disaster recovery, and technical support for existing integrations. Suppliers should provide appropriately skilled resources with experience of supporting Microsoft Azure, Azure App Services, Azure Application Gateway and Web Application Firewall, Microsoft SQL Server, C#/.NET Web API applications, SOAP and REST APIs, web portals, Hangfire scheduling and associated integrations. Bidders will be expected to have experience of managing a PDS assured national system and providing a full end user support service to a range of stakeholders. At this stage, bidders should note that the Authority expects the DORS+ solution, all associated data, and any supporting hosting or managed service arrangements to be based within the United Kingdom. In addition, personnel requiring access to the service, systems, data, or operational environments are expected to hold, or be capable of obtaining and maintaining, Non-Police Personnel Vetting (NPPV) Level 3 clearance where required. Bidders should also demonstrate their ability to maintain appropriate security controls and ongoing compliance with relevant security, information assurance, and data protection requirements, together with a robust cyber security posture that protects the confidentiality, integrity, and availability of the service and its data throughout the contract term. This should include complia…

Dŵr Cymru Cyfyngedig, trading as Dŵr Cymru Welsh Water (DCC), is seeking to establish a Hybrid Managed Service Provider (MSP) Recruitment Framework to support its in-house recruitment function with the provision of temporary, interim, fixed-term contract (FTC) and permanent recruitment services across a range of specialist disciplines. DCC currently operates a combination of in-house direct recruitment and recruitment agency support. The purpose of this procurement is to introduce a Hybrid MSP model that will provide DCC with greater control, visibility and consistency across its external recruitment activity, while retaining access to specialist recruitment expertise where required. The Framework is intended to support enhanced value for money, improved management information and expenditure visibility, robust compliance management, effective management of IR35 and payroll requirements, and a streamlined recruitment and workforce management process. Under the Hybrid MSP model, DCC will retain its in-house recruitment function and overall governance and oversight of its recruitment requirements, while outsourcing defined recruitment and workforce management activities to MSP Suppliers appointed to the Framework. There will be no single lead MSP across the Framework. Instead, MSP Suppliers will be appointed to individual Lots according to their relevant specialist recruitment capability. For requirements referred to the Framework, the relevant MSP Supplier will be responsible, as applicable, for candidate attraction, sourcing, screening and presentation; onboarding and pre-employment compliance activities; operational management of IR35 and other applicable tax and employment compliance requirements; payroll and bill-pay administration; workforce administration; and the provision of management information, expenditure reporting and associated workforce management services. DCC will retain overall oversight of these activities, responsibility for its recruitment strategy and final candidate selection and appointment decisions, and responsibility for monitoring and managing MSP Supplier performance against the Service Levels, KPIs and other requirements established under the Framework. Permanent and FTC recruitment requirements will ordinarily be managed through DCC’s in-house recruitment function in the first instance. Where internal sourcing routes have been exhausted, or where a requirement is particularly specialist, difficult to fill or time-critical, DCC may release the requirement to MSP Suppliers appointed to the relevant Lot. Temporary and interim recruitment requirements may be released to the MSP Suppliers appointed to the relevant Lot according to the nature and specialist requirements of the role. Where more than one MSP Supplier is appointed to a Lot, requirements may be released to capable Suppliers in accordance with the allocation methodology established under the Framework. MSP Suppliers will be responsible for identifying and presenting suitably qualified candidates who meet DCC’s requirements. The Framework is intended to cover the following worker categories: • Temporary Agency Workers – agency workers engaged on a temporary basis, typically paid hourly, to support requirements such as sickness cover, operational demand or specific projects. • Interim Workers – contractors or freelance workers, typically paid on a daily-rate basis, engaged temporarily to support specific business requirements. • Fixed-Term Contract Employees – individuals employed and paid directly by DCC for a defined contractual period, with MSP Suppliers providing candidate-finding services where required. • Permanent Employees – individuals employed and paid directly by DCC on an ongoing basis, with MSP Suppliers providing candidate-finding services where required. The requirement is divided into seven Lots, defined by recruitment specialism. DCC intends to appoint up to three MSP Suppliers to each Lot, providing resilience, competition a…

This commission attempts to respond to what we are hearing in a creative, impactful, practical and inclusive manner. It will involve the voices of young women and girls through workshops in the development of the performance, ensure the work is trauma-informed by commissioning a specialist group throughout the whole delivery, and offer training to the public on how to better respond when witnessing inappropriate behaviours. Local and national evidence identifies VAWG (Violence Against Women and Girls) as a significant issue for young people. 182 young women raised concerns about gender-based violence, sexism and harassment. 158 young women identified feeling at risk from boys and men because of their gender. Through the research, we read that 51% of all girls aged 13 to 18 received unwanted sexual comments, with 33% aged 13 and 14. 29%...revealed they first experienced sexual harassment when they were just 11 to 13 years old Plan International carried out a survey in 2023 which brought attention to the number of young women and girls (over 3 quarters of those surveyed) who avoid activities and change their behaviours during summer to reduce unwanted sexual attention. Scope of the Programme The whole programme will involve 3 aspects: • Development and delivery of street-based performances • Delivery of Bystander Intervention Training in communities • Communications Campaign to strengthen message and increase reach. The commission of a Theatre group is to take a lead role in the performance, from research & development through to delivery and evaluation.
"This procurement is for the Digital Wayfinding smart service supporting the new Moorfields and UCL Centre for Eye Health at St Pancras, part of the wider Oriel Programme. The Authority will appoint a single supplier to deliver a compliant, accessible digital wayfinding platform enabling patients, visitors, staff and students to navigate the building confidently and independently, expressed as outputs across five areas: search, routing and map display; user interface and access channels; accessibility and inclusive navigation; Smart Services integration and data; and operational adoption and governance. Core functional requirements include interactive digital building maps, destination search and point-to-point routing, multi-floor and step-free navigation, mobile-web access without app download, and QR-code access points at key locations across the building. The solution must integrate with the Patient Self-Service Check-In kiosk for post-check-in route generation, and with the Indoor Location Services (RTLS) infrastructure where available, while functioning fully where RTLS positioning is unavailable or immature at Day-1. Given the high proportion of visually impaired patients served by Moorfields, accessibility is a primary requirement throughout, including audio navigation, and step-free routing validated with representative visually impaired users ahead of go-live. The contract is being procured via a Competitive Flexible Procedure under section 20(2)(b) of the Procurement Act 2023, run in two stages. The initial term is two years, with two further one-year extension options available at the Authority's discretion. Award will be on the basis of the most advantageous tender, evaluated 60% quality, 10% social value and 30% price."

Leicester City Council currently commissions access to specialist inpatient detoxification provision as part of a wider treatment pathway. We are seeking to better understand the current market provision and possible options to develop the service. As part of this review, we are particularly interested in understanding the benefits, limitations, and suitability of medically monitored detoxification and community-based treatment models. As part of the commissioning process, the council is undertaking a Soft Market Test. This gives the opportunity for potential providers to share their views and experiences on potential service models, delivery approaches and commissioning considerations.
