Millenium Lodge - Environmental Sensing System

Millenium Lodge is a pathfinder 28 bedded Local Authority Secure Children’s Home, it is designed around the learning taken from visits to all secure children’s homes in the UK as well as the secure estate in Norway. The home will provide care for the most traumatised, vulnerable children in our society whilst catering for children placed through the Youth Justice System and children placed on Welfare Grounds. LCC is considering the instalment of an in-room environmental sensing system across 28 children’s rooms within the secure unit. Any requirement would be for the provision of the system hardware, guidance and support of installation (which will be carried out by the LCC contractor responsible for the build) system configuration, guidance, training and support for staff in the use of the system, operational support and maintenance of and updates of the system. The Council needs to establish how to balance the imperative to keep children safe with the equally important duty to preserve dignity, privacy, and relational care. Children placed in secure settings are among the most vulnerable in the care system, and as such, any intervention, particularly one involving human monitoring, must be held to a higher ethical and practice threshold than would apply in other contexts. The rapid uptake in the adoption of new technologies has generated a growing concern around privacy, transparency, inclusion, and confidentiality. Within inpatient and custodial settings, there has been intense scrutinization around the use of restrictive and intrusive practices, for example, camera-based monitoring systems

Grounds Maintenance and Gardening Servces

First Garden Cities Homes Limited is an English Registered Provider of Social Housing. We were formed on 1 March 2020 through the amalgamation of Howard Cottage Housing Association and Welwyn Garden City Housing Association, two organisations with a combined history of over 170 years of providing affordable homes. Howard Cottage HA was established in 1911 to provide affordable housing in Letchworth, the world's first Garden City, whilst the eponymous Welwyn Garden City HA was founded fifty years later for the same purpose. Today, First Garden Cities Homes is a modern, dynamic 2400 homes housing association with an active development programme and deep roots in its communities. Our current contract for the Grounds Maintenance and Gardening Services services expires on 31/12/2026 and there is no option to extend or renew in a manner compliant with the Procurement Act 2023. We are now starting the process of procuring a new contract to provide the services. A GIS mapping project has already been commissioned to ensure that we have the most accurate information available about the scope and volume of the works at approximately 65 locations across North Herts and Beds. This will be completed prior to tender publication and form part of the tender pack. We are now accepting expressions of interest for participation in a market engagement exercise ahead of publishing a tender. The Grounds Maintenance requirement will be divided into two lots of broadly similar volume, organised by geography, to create a manageable scale of delivery for providers of different sizes. On 3rd September the decision was taken to add a 3rd lot for the provision of planned and responsive tree maintenance services across all of our properties. The relevant CPV codes have been added to this notice. Our homes sit within a Garden Cities context, and the appearance and condition of the grounds are central to the identity of these places and to the pride residents take in them. A consistently high quality, well presented standard of finish is therefore essential, and we do not believe this can be achieved through solely unskilled labour. We will expect at least some of the operatives attending site on every occasion to hold relevant horticultural qualifications or demonstrable equivalent experience, and we are interested in how providers structure and deploy their workforce to meet this standard reliably. Environmental responsibility and social value matter to us. We welcome approaches that advance environmental initiatives across our sites, and we are keen to understand how SMEs can be supported to compete to further our social value aims. We also invite innovation. We want to hear how providers would bring new methods, technology and ideas to improve quality, efficiency and sustainability. We have recently concluded a consultation exercise with our residents to understand the levels of quality and detail they expect from the service, and the outcome of that work will inform our final specification. Once this is complete we will contact interested parties to arrange meetings to give potential suppliers the opportunity to shape this procurement. **************************************** NOTE: This notice has been amended in order to include the 3rd Lot for Tree Services. If you have previously registered your interest and received an acknowledgement, you do not need to do so again.

Royal Navy Museums Broadband Services

All existing broadband connections to Museum sites are provided by a single supplier. The individual Museum sites are currently interlinked via an MPLS network provided by the current supplier. Each site has a Juniper SRX300 router installed which is managed by the current ISP. The Portsmouth HQ site has a Juniper SRX340. Backup connections are also present at each site for redundancy, with a separate router installed and managed by the current ISP. The backup connection at the Portsmouth HQ site terminates into a separate building. As part of the MPLS network provided by the current ISP, all sites route through a cloud firewall and have a centralised internet breakout. We are provided visibility over the cloud firewall through an online portal which allows us to view and download firewall logs and add/edit/remove inbound firewall rules for our sites as required. Museum IT infrastructure and services are centralised at the HQ site in Portsmouth. Other sites communicate with this infrastructure to access resources over the MPLS network. Multiple VLANs are in use across all Museums sites to support differing requirements. The Museum also has a presence in Microsoft Azure and an offsite datacentre, which is hosting a full Disaster Recovery infrastructure, but these do not form part of the existing MPLS network. The broadband connection at the Portsmouth HQ site is currently shared between 6 separate businesses onsite, each with their own public IP address(es). The Museum also has requirements to route certain services using individual public IP addresses. The current site connections are outlined in the document. Royal Navy Museums is evaluating different broadband options available and as part of this procurement, would like to consider two technologies that we believe can deliver the requirements of the business; MPLS and SD-WAN. As the Museum has been operating on an MPLS network for several years, we know that this technology can deliver the requirements. SD-WAN has previously been considered but never implemented for the Museum. The Museum is now in a position to evaluate its suitability to deliver the requirements, whilst assessing potential benefits and cost savings. This procurement has been split into two lots, representing the separate considerations for MPLS and SD-WAN. To help the Museum make an informed decision, we would like to invite suppliers to respond to both lots and pitch solutions for both MPLS and SD-WAN. This will allow the Museum to assess the benefits, operating costs and overall suitability of the two solutions to help identify which is best able to deliver the requirements over the next 3-5 years. Whilst we would encourage suppliers to respond to both lots to help inform our decision, Royal Navy Museums recognise that this may not be possible for all suppliers. Therefore, if a supplier is only able to offer a solution for one of the lots, we would still welcome their response. It should be noted that, following evaluation, only one of the two lots will be awarded depending on the suitability of each solution for the Museum. Where possible, we would like all sites to be managed under a single contract. The internal networking of our sites is out of scope of this procurement. Suppliers also do not need to include connectivity for the offsite datacentre in their proposal. Pricing The maximum budget available for the individual lots are detailed within the individual lot requirements. Cost proposals should include any installation and equipment costs, if appropriate. As part of your submission, please indicate when billing for services would be expected to start.

UK4 Notice - DDAITF/008 Computer Vision Capability - Model Arena Comp

The Defence AI Model Arena is opening a new competition for suppliers developing computer vision (CV) capability relevant to UK Defence; this use case is sponsored by the Rapid AI Delivery Taskforce (Taskforce RAID). We are looking for suppliers who can demonstrate strong model performance against a military object detection use case and who are interested in working collaboratively with Defence to improve that capability using representative data and feedback from live exercise activity. The competition will use the Model Arena’s “demonstration by doing” approach: suppliers will be assessed on how their models actually perform against the use case, rather than on written proposals alone. The use case is to develop and deploy the CV – based components for autonomous drones in the land domain, operating within an AI enabled drone swarming system. This phase is focused on establishing an effective baseline for experimentation and iterative deployment. The intention is to evolve this capability and implement other sensing-specific AI domains and multiple layers of decision-making behaviour; any potential successful supplier would be a core component of an industry co-creation ecosystem. Why take part: - The Model Arena gives suppliers an opportunity to demonstrate capability directly against a real Defence requirement and receive evidence-based feedback on model performance. - For suppliers progressing to Stage 2, it also provides an opportunity to work much more closely with the Defence user community, understand the operational problem in greater depth and develop capability using increasingly representative data. - For successful suppliers selected for Stage 3, it provides the ability to rapidly develop models and demonstrate suitability for continued co-creation. - The intent is to create a level playing field for suppliers while helping Defence identify the strongest technical solutions and teams for continued development. We will hold a supplier drop-in session on: Wed 9 Sep 2026 at 13:00. Sign Up: DAIC Model Arena AI Enabled Swarming - https://forms.cloud.microsoft/pages/responsepage.aspx?id=7WB3vlNZS0iuldChbfoJ5QJeL8KOb3JCg77bbCuH5XFURDg2Q0NNTlk0SEkwOTBPNkdCS0hFT0YyWi4u&route=shorturl The session will provide more detail on: 1. The use case. 2. Stage 1 dataset and evaluation approach. 3. Technical submission requirements. 4. The Stage 2 co-creation activity. 5. Commercial; and 6. Supplier questions. Suppliers considering entering the competition are strongly encouraged to attend. Please note the session will be recorded and made available on request. Indicative Key Dates: - 9 September 2026 - Supplier drop-in session - 16 September - Stage 1 begins (Suppliers MUST be registered on both the Model Arena and Commercial X dynamic Market – details on how to register are contained within this notice) - 11 October - Stage 1 Concludes - 14 October - Stage 2 begins - 30 October - Stage 2 concludes. Evaluations Begin. - Early 2027 - Stage 3

715926485 - Defence Healthy Child Program

INTRODUCTION The Ministry of Defence (MOD) (‘the Authority’) is seeking to commission a high quality, accessible and comprehensive Defence Healthy Child Programme (DEFHCP). This will be broadly aligned to the United Kingdom (UK) National Healthy Child Programme (UK HCP) but with key adaptations to meet the specific needs of Defence and its overseas population. The DEFHCP will deliver a 0-19 prevention and care system in partnership with Defence Primary Healthcare (DPHC), Defence Medical Command (DMedC), education, welfare and community services for eligible family members (EFMs) based overseas. The aim is to have an integrated, accessible, and responsive midwifery and specialist community public health nurse(s) (SCPHN) support service that delivers a coherent prevention and early help programme for children, young people, and their families living overseas to improve outcome and reduce inequalities. This will strengthen the governance and assurance of overseas healthcare. Healthcare coordination, delivery and funding for Defence overseas’ populations differs from that which would normally be expected in the National Health Service (NHS) and / or public health programmes in the UK. The DEFHCP is intended to be a programme that is very closely integrated with the primary care system delivered by DPHC Overseas (DPHC(O)), more so than would be normal practice in the UK. This vision is aligned to a more enhanced version of an aspiration in the Governments 10 Year Health Plan and the recent update to public health nursing commissioning guidance , which calls for the inclusion of 0-19 services in neighbourhood health centres to facilitate the clear benefits of co-location and close working relationships between healthcare partners. AIM The DEFHCP aims to deliver a single point of access to clinical public health services providing community midwifery and SCPHN 0-19 services for the overseas population. The aim is to support parents and families through preconception, pregnancy and child development thus improving health outcomes and ensuring that those at risk are identified at the earliest possible opportunity. CYBER The Authority has a duty to protect itself from Cyber threats and now we extend this to Contractors. As an extension of the Government’s Cyber Essentials Scheme the Authority, working together with Industry and other Government Departments, have developed a more robust Cyber Security Model, under the umbrella of the Cyber Security Model 4 (CSM4). All prime Contractors must have the cyber security controls specified in DEF Stan 05-138 v4 (Cyber Security for Defence Suppliers), as appropriate to the cyber risk specified in the Contract. The Authority has conducted a Cyber Risk Assessment (CRA) to determine the CRP applicable to this requirement and has determined it to be Level 1 - Foundation (Reference: RAR- BEFPJNK) as defined in DEF Stan 05-138. To do business with the MOD you must have the cyber security controls required as shown above. The mechanism for demonstrating compliance is through completion of a Supplier Assurance Questionnaire (SAQ). This process must be conducted online in accordance with the guidance provided by CSMv4 on the Gov.UK website. If the Contractor is unable to meet the required CRP requirements it will be required to provide, and have approved by the Contracting Authority, a Cyber Implementation Plan (CIP) to demonstrate an alternative approach to meeting the requirement.

Exploring the appeal of 30by30 for Landowners/Managers

Please note the budget is for £45,000 exclusive of vat. The project will run until the end of March 2027. The overall aim of this qualitative social science research project is to understand what a diversity of landowner or managers, who have not been directly engaged in the process of designing the 30by30 delivery target, think of the opportunity offered by 30by30 for them, and why. The focus will be on landowners and/or managers of medium and large-sized landholdings, reflecting the fact that encouraging involvement of this group, particularly those that can meet the silver and gold tier thresholds described in the 30by30 Delivery Plan, is a priority. The purpose of the research is to use this understanding to help facilitate uptake of the target among this group.
