Background Neath Port Talbot County Borough Council's Commissioning Team is exploring the potential development of an Independent Living Skills App for young people living in supported accommodation and those preparing to move into independent living. The concept has evolved from previous work undertaken to develop an Independent Living Skills Workbook. Feedback gathered through engagement with stakeholders indicated a preference for a digital solution, with an app being viewed as a more engaging, accessible and interactive way of supporting young people to develop essential life skills. The proposed app could include content relating to daily living skills, health and wellbeing and tenancy rights and responsibilities and is intended to be a mixed model of engagement through guidance, learning and self-development. The Council is currently undertaking soft market testing to understand the opportunities, constraints and indicative costs associated with developing such a solution before determining any future procurement approach. Purpose of Market Engagement:- The Council wishes to engage with organisations that have experience in app design, development and implementation, particularly those with experience in: • Youth and children's services • Housing and supported accommodation services • Educational and skills development applications • Public sector and local authority projects • User-centred and co-produced digital solutions Feedback gathered through these engagement sessions will help inform future decision-making and procurement considerations. The Council has identified a potential funding opportunity to support this work and is undertaking market engagement activity to better understand the feasibility, costs, technical requirements and delivery timescales associated with developing such a solution. Supplier feedback will help inform the Council's assessment of what may be achievable within the funding and implementation timeframe available. Areas for Discussion:- A discussion paper containing further information and specific questions will be circulated to organisations in advance of the engagement sessions, however the Council is seeking feedback in the following areas: • Potential approaches to app development and delivery • User engagement and accessibility considerations • Data protection, cyber security and information governance considerations • Hosting and technical requirements • Ongoing maintenance and support arrangements • Indicative development and implementation timescales • Licensing options and commercial models • Indicative costs and budget considerations • Key risks, dependencies and lessons learned from similar projects Market Engagement Sessions:- Individual engagement sessions will be held virtually via Microsoft Teams. Sessions will last up to one hour and will be allocated on a first come, first served basis. The London Borough of Bromley ("the Council") is seeking a Strategic Delivery Partner to work with the Council's services to Working Age Adults (including services to those residents in transition from Children and Education services to Adult Social Care Services) to transform these services through a programme of transformational change. The requirement for the commission is to give the Council an independent view of what is possible in terms of transformational savings in Working Age Adult (WAA) Services and to use this to enable informed decisions about the services and budget and, ultimately, to improve outcomes for Working Age Adults and their carers. The project will work across two phases: Phase 1: Diagnostic study - A detailed review of current provision and costs to size the opportunities and develop a plan for change. Phase 2: Where the Council is content with the Phase 1 plan for change and savings to be achieved through implementation, the project will move to Phase 2. This could involve the continued support of the Strategic Partner, or alternatively proceed with the work of implementation without further employing the Strategic Partner.
The Department for Education (DfE) is seeking to appoint an experienced and expert external provider to support government departments and relevant public bodies with the implementation of new Corporate Parenting duties, in addition to the continuation, expansion and strategic development of the Care Leaver Covenant (CLC). At the heart of the Government’s reforms is improving outcomes and life chances for looked after children (children in care) and care leavers by removing barriers to opportunity. This includes strengthening enduring relationships, support and opportunities across government, public services, employers and wider society. This procurement presents an opportunity for a single organisation or consortium to support government departments and relevant public bodies in embedding corporate parenting responsibilities while simultaneously advancing the Care Leaver Covenant as a national platform for improving outcomes for care leavers. Together these strands of activity provide a coordinated approach for mobilising organisations across the public, private and voluntary sectors to strengthen policy, practice, services, delivery, support and opportunities for looked after children and care leavers. Corporate Parenting The Children’s Wellbeing and Schools Act 2026 extended corporate parenting responsibilities beyond local authorities to government departments and key public bodies. Corporate Parenting is a shared responsibility requiring government departments and relevant public bodies to promote, support and improve outcomes for children in care and care leavers. The new statutory duties require relevant bodies to consider the needs and experiences of children in care and care leavers when developing policies and delivering services. Corporate parenting is an important part of the government’s response to the recently published Care Leavers’ Deaths Review. DfE requires specialist external support to help relevant bodies understand and implement these duties effectively, build organisational capability and cultural awareness of children in care and care leavers and develop robust delivery plans. Care Leaver Covenant The Care Leaver Covenant is a national commitment by public, private and voluntary sector organisations to provide practical opportunities and support for care leavers aged 16 to 25. The Covenant provides employment opportunities, apprenticeships, mentoring, financial support, discounts and wider assistance that helps young people transition to independent adulthood. DfE requires a provider to continue to grow the Covenant's reach and impact while aligning its work with Government ambitions relating to education, employment and training (EET), relationships, housing and health. The provider will: • Support implementation of Corporate Parenting duties across government and public bodies. • Strengthen understanding of children’s social care and care experience across the public sector. • Ensure lived experience informs implementation approaches. • Secure a refresh of offers from existing signatories and recruit more signatories for the Covenant, particularly in relation to employment, education and training • Continue to build relationships with government departments and others to embed the impact of the Covenant. • Help local authorities to enhance their Local Offer through links with Covenant signatories. • Continue to raise the profile of the Covenant among care leavers so that more sign up to take advantage of offers. • Support delivery of Government priorities relating to children in care and care leavers. Contract Timescale It is anticipated that the contract will be for 2 financial years subject to business planning conformation for Year 2. • 1 April 2027 to 31 March 2028 covering two work strands: the Care Leaver Covenant and Corporate Parenting. • 1 April 2028 to 31 March 2029 covering one work strand: the Care Leaver Covenant.
DHSC will be hosting two virtual roundtable events on the “Living with Cancer” agenda to discuss how employers and other organisations can better support people to remain in or return to work following a cancer diagnosis and treatment, with a particular focus on the challenges faced by small and medium-sized enterprises (SMEs) and spreading best practice across sectors of the economy. The roundtables will take place on: • Tuesday, 27th October 2026, 15:30-16:30 GMT (hosted by the Parliamentary Under-Secretary of State for Health Innovation) • Tuesday, 3rd November 2026, 09:30-10:30 GMT (hosted by DHSC officials) To register your organisation’s interest in one of these events, please complete the following registration form by Tuesday, 20th October 2026 at 11:59 pm: https://forms.cloud.microsoft/Pages/ResponsePage.aspx?id=MIwnYaiRMUyMH-9N6Jc6HHkA63U0d81Ht4WY0oa7NW1UNFZKVktHMU9ZWVhIT01GNDRKMU0zTE9aVS4u Attendance is restricted to one person per organisation. The National Cancer Plan for England recognises the impact that cancer can have on people’s working lives and sets out an ambition to work with employers and impact economy investors to raise awareness of effective interventions, scale good practice and make support more accessible. Too many people are forced to stop working due to cancer. Around 830,000 working age people are living with cancer in England. Cancer can have a significant impact on people’s finances and ability to remain in work: people hospitalised with cancer face nearly £5,000 in lost income, while patients lose an average of 75 days of work across their pathway. People living with cancer are not always able to access interventions that are known to be useful. Through engagement on the National Cancer Plan, we have heard charities, larger companies and practitioners already know which interventions can help people living with cancer to remain in and return to work. However, some sectors of the economy still find it difficult to proactively offer support due to a lack of awareness or easily accessible tools. These challenges are often faced by sectors of the economy which account for a large share of employment, including SMEs. DHSC is therefore seeking to work with purpose-driven businesses, charities and the impact economy to help raise awareness, scale effective interventions and make them more accessible. The Ministerial roundtables will provide an opportunity to hear from organisations about existing approaches, the challenges they face and where collaboration between different organisations could help scale effective support.
