NHS North East London Integrated Care Board (NEL ICB) is exploring the market ahead of seeking to commission an ICB-wide High Intensity User (HIU) Outcomes Partnership. The provider must have proven experience in delivering preventative health Social Outcomes Partnerships, be willing to undertake co-design with NEL ICB at risk, and have access to at least £1.0m of approved social investment risk capital available for drawdown upon contract award. Health and care systems face a growing, structural challenge: a small number of people experiencing the deepest deprivation and complexity account for a disproportionate share of urgent and emergency care demand. This is not a marginal issue; it is a material driver of pressure, cost and inequality across the NHS. High Intensity Use is predictable, persistent, and concentrated. It is driven by unmet social need, trauma, poor access to community-based support and fragmented systems. Left unaddressed, it results in repeated crisis presentations, poor outcomes for individuals and escalating system cost. High Intensity Use of urgent and emergency care represents a significant and growing challenge across UK health systems. National evaluation evidence shows that fewer than one per cent of people account for approximately: • 16% of A&E attendances. • 29% of ambulance arrivals. • 26% of emergency admissions. This activity is estimated to cost the NHS at least £2.5 billion per year. Individuals with repeated attendances are highly likely to continue using emergency care unless targeted intervention occurs. By a person's eighth emergency attendance within a year, there is a greater than 50% likelihood that they will continue to attend frequently for at least two years, rising to over 80% by the fifteenth attendance. This creates a clearly identifiable cohort for targeted preventative intervention. There are proven delivery models addressing these challenges, with a track record of reducing secondary care usage for high intensity users. However, despite the potential to improve outcomes for these individuals and reduce demand on the system, funding for these interventions has traditionally been both small compared to the need, and short-term. An outcomes approach offers a potential solution to this. Outcomes partnerships are services where 100% of the funding is linked to evidenced outcomes achieved by individuals on the Programme. They add value in issue areas which require a change in policy focus (i.e., from sickness to prevention) through creating an environment to test ideas, build and develop new services, or continue to improve existing ones. The work is proposed to consist of two phases: 1. A Co-design phase working with NEL to develop the delivery model and outcomes framework, and; 2. the delivery of the intervention. The co-design phase will include analysis of existing services, gaps in provisions, and local priorities to identify the target cohort, geography, and total contract value for the service. This would be followed by co-design of the delivery model, facilitating input from all key stakeholders (including Hospital MDT leads and patients), and joint development of an outcomes framework. A key feature of an outcomes partnership is the flexibility of the delivery model, which can be improved over time as the Programme learns what works. The typical duration of support is expected to be between 9 to 12 weeks, but this will vary depending on the cohort to ensure sustained improvement and positive health outcomes. The outcomes the service would be targeting include: • Improved wellbeing and patient activation. • Improvement in wider social determinants of health including housing, financial situation, and loneliness. • Reduce use of secondary care services including; A&E attendances, Emergency admissions, and Ambulance conveyances.
The contract is expected to initially be delivered for NHS-funded care in England and Wales, and publicly funded care in Jersey for a period of three years, at a maximum total budget of up to £933,979.20 GBP including VAT and £778,316.00 GBP excluding VAT. Bids exceeding this limit will be rejected. There is potential to extend the contract for up to two additional years as well as the option to include other Devolved Nations and/or Crown Dependencies, aspirational measures and discretionary inflationary uplifts (all of which will be defined in the service specification). The maximum budget ‘core’ value of £933,979.20 GBP including VAT and £778,316.00 GBP excluding VAT, excludes the potential two-year extension and aspirational intent as included in section 14.4 of Annex A - Service Specification The contract may be extended for up to 24 months at a pro rata value of the core three- year funding, estimated at up to £518,877 excluding VAT. This proposed extension value may also include pro rata funding of any additional aspirational measures invoked in the first three years of the contract. For example: If an aspirational annual requirement costing £500,000 per year is invoked in year three, then the extension funding (if the aspirational measure is continued) will be the above figures plus the additional £500,000 per year. Further to this funding, the specification contains a list of aspirational measures which will be expected to be modified into the contract should the need and funding become available. The aspirational intent value, including the potential two- year extension and core 3 year value means an overall ceiling value for this contract of up to £6,417,788 excluding VAT and £7,701,346 including VAT. This aspirational intent has the potential to be invoked fully, partially, or not at all, and the Authority cannot guarantee that the successful supplier will be required to do any of the aspirational measures listed in section 14.4 of Annex A - Service Specification The role of a national clinical audit is to stimulate healthcare quality improvement through the provision of high-quality information on the organisation, delivery and outcomes of healthcare, together with tools and support to enable healthcare providers and other audiences to make best use of this information. Outcomes are benchmarked against available national guidance and standards e.g. quality standards from the National Institute for Health and Care Excellence (NICE), and those from other established professional and patient sources. Successful national audits are those where the individuals who are engaging with and using the audit results are also in a position to improve the system, and where there is a shared understanding of what good care looks like. National clinical audits are expected to: a.Develop a robust, high-quality audit designed around key quality metrics likely to best support local and national healthcare quality improvement. b.Detect, describe and help reduce unwarranted clinical variation by systematically benchmarking performance, identifying outliers, and supporting services to understand variation in outcomes, processes and experience. c.Achieve, articulate and maintain close alignment with relevant NICE national guidance and quality standards throughout the audit, as appropriate. d.Enable healthcare quality improvement through the provision of timely, high-quality data that compares providers of healthcare, and comprises an integrated mixture of named Trust or Health board, Integrated Care System (ICS), commissioner, multidisciplinary team (MDT), possibly consultant or clinical team level and other levels of reporting. e.Engage patients, carers and the public in a meaningful way, achieving a strong patient voice which informs and contributes to the design, functioning, outputs and direction of the audit. f.Consider the value and feasibility of linking data at an individual patient level to other relevant national datasets eithe…
City of York Council are seeking a contractor to deliver the 'Supported Housing Needs Assessment' contract.
1. The purpose of this notice is to inform the market that the market engagement described in Prior Information Notice (PIN) 2024/S 000-028748 relating to the procurement of a replacement Cefas research vessel has concluded, and that the procurement approach contemplated in connection with that notice will not be progressed. 2. The Department for Environment, Food and Rural Affairs (Defra), acting through its executive agency, the Centre for Environment, Fisheries and Aquaculture Science (Cefas) issued PIN 2024/S 000-028748 in September 2024 in relation to the procurement of ‘Cefas Research Vessel Infrastructure to Support Future Delivery at Sea’. Since that time, the Government has published further policy and guidance on the protection of national security through public procurement. 3. In June 2026, the Cabinet Office published Procurement Policy Note 025, Protecting the UK's National Security through Public Procurement. Having consulted the National Shipbuilding Office, Defra has determined that, in the interests of national security, and the availability of the sovereign UK shipbuilding capability required to design, build and support vessels carrying out such functions in times of need, the contract for the replacement Cefas research vessel should not be subject to the Procurement Act 2023. The contract is accordingly an exempted contract under paragraph 25 of Schedule 2 to that Act. 4. Defra therefore intends to conduct a competitive procurement designed to protect the national security interests identified above. Participation will be limited to shipyards satisfying the UK eligibility requirements to be specified in the procurement documents. 5. This notice is published voluntarily for transparency and market-notification purposes, to inform organisations that expressed an interest in, or may otherwise have been interested in, the opportunity described in PIN 2024/S 000-028748 of the conclusion of that market engagement and of Defra's revised procurement approach. 6. We request that all future communications are sent to [email protected]
Northern Trains Limited (NTL) and TransPennine Express (TPE) intends to go to market for the procurement of Security Services across their respective estates. The proposed procurement seeks to procure a single supplier to deliver an integrated rail security service across the NTL and TPE networks, combining Travel Safe Officer (TSO), Station Security and Counter Terrorism Patrol (CTP) services. The overarching objective is to enhance the safety and security of customers and colleagues, reduce crime and anti-social behaviour, support compliance with railway and government security requirements, and provide a visible, customer focused security presence across stations and onboard services. The successful supplier will deliver a comprehensive security solution across a portfolio of managed stations and operational locations, providing proactive patrols, incident response, enforcement of Railway Byelaws, safeguarding support, and intelligence led security activity. The service will include dedicated Travel Safe Officers undertaking both station and train patrols, alongside specialist Counter Terrorism Patrol resources focused on protective security measures, threat deterrence and compliance with rail security obligations. A key requirement of the contract will be the ability to provide a flexible and responsive service model that can adapt to changing operational priorities across both operators. The supplier will be expected to support emerging security concerns, targeted interventions, seasonal demand changes, major incidents, rail disruption, special events and ad hoc operational requirements. In addition to frontline delivery, the supplier will provide all associated management, supervision, training, vehicles, uniforms, equipment, body-worn video, reporting systems and operational support required to deliver the service. The supplier will work collaboratively with NTL, TPE, the British Transport Police and other stakeholders to develop deployment plans and ensure security activities remain aligned to evolving risks and business needs throughout the contract term. Performance will be managed through a suite of key performance indicators covering operational delivery, resource availability, patrol completion, incident management, compliance, customer service and reporting. A strong emphasis will be placed on partnership working, continuous improvement, data-driven decision making and the ability to proactively identify and respond to emerging risks and opportunities for service enhancement. The procurement aims to establish a security partnership that delivers a safe, secure and welcoming environment for customers and colleagues while supporting the wider safety, security and customer experience objectives of both NTL and TPE.

UKSA intends to run a competitive procurement to secure a supplier/consortium to lead on the delivery and operation of the Earth Observation Data Hub (EODH) from April 2027 – March 2030. EODH provides a national gateway and platform for Earth Observation (EO) and model datasets. It enables users to access UK and global commercial and research satellite data, processing workflows, and applications for analysing surface temperature and land-use change. Through a single point of access (https://eodatahub.org.uk), the EO Data Hub integrates commercial and open EO datasets, allowing users to search, visualise, analyse, and process data at scale. The EODH is an operational national capability, currently delivered through UK Research and Innovation (UKRI) and the National Centre for Earth Observation (NCEO). The current delivery model will continue until March 2027 and will include a technical handover phase with the new delivery supplier throughout January – March 2027. Whilst final decisions on the exact scope are yet to be made our current primary aim of the competition will be to outsource operational delivery of the EODH to both EO and non-EO users subject to relevent internal approvals. The competition would invite suppliers to demonstrate capability, user reach and a vision to grow the activity. An important aspect will be to maximise the re-use of existing intellectual property and minimise any disruption to current users. The expectations will include further development of the established EODH service – broadening the user base, expanding data availability, and improving overall service functionality. The chosen supplier will also be responsible for managing a seamless transition period and uninterrupted service continuity. UPDATE 01/10/2026 NEXT STEPS FOR EARTH OBSERVATION DATA HUB PROCUREMENT Thank you to everyone who participated in our EODH market engagement and responded to the RFI. Your feedback has helped shape the next stage of this important national capability. We are pleased to confirm that a competitive procurement for the next phase of EODH will take place. The competition will operate through UKRI-STFC Procurement and will be run by CEDA (NCEO) at RAL Space, working closely with UKSA, rather than directly by UKSA through RM6235 as previously envisaged. In accordance with UK Government policy, elements of EODH delivery have been identified as well suited to an insourced approach within Government. Details on these elements will be elaborated in future communications, but the majority of EODH activities are still expected to be delivered by competitively procured suppliers. This approach provides a strong foundation for EODH’s future. It supports continuity for users, builds on the operational and technical knowledge of the existing service, provides greater flexibility to develop a sustainable operating model, and retains a substantial role for industry in operating, supporting and developing the Hub through to 2030. UKSA and CEDA (NCEO) will provide a further coordinated update shortly, setting out the procurement process, timetable and how interested organisations can participate. For planning purposes and without commitment, we anticipate an ITT being issued in autumn 2026.
