Le Gouvernement de la République du Tchad a reçu un don de l'Association Internationale de Développement (IDA) et se propose d'utiliser une partie du montant de ce don pour effectuer les paiements au titre du contrat relatif au Recrutement d'une structure indépendante pour la vérification (AVI) des ventes et le contrôle technique des systèmes solaires domestiques (SHS), équipements solaires pour usages productifs et équipements de cuisson propre L'objectif général de la mission est d'assurer par un prestataire de confiance qualifié et indépendant, les contrôles techniques et non techniques des ventes et/ou installations de produits des entreprises partenaires . Dans ce cadre général, la mission couvrira les objectifs spécifiques suivants : Vérifier l'effectivité des ventes et la qualité des produits solaires et équipements de cuisson propre (pris en compte par le projet) vendus/installés par les entreprises partenaires du PAAET ; Réaliser des enquêtes téléphoniques de satisfaction sur l'usage, la durabilité et le fonctionnement de la garantie des produits solaires et équipements de cuisson propre fournis par les entreprises aux clients finaux ; Produire les rapports avec les constats et les résultats de contrôle. 4. Le Ministère de l'Eau et de l'énergie à travers la Cellule d'Exécution du Projet d'Accroissement de l'Accès à l'énergie au Tchad (PAAET ) invite les firmes de consultants (Cabinet/Bureau d'études) éligibles à manifester leur intérêt à fournir les services décrits ci-dessus. Les consultants intéressés doivent fournir les informations démontrant qu'ils possèdent les qualifications requises et une expérience pertinente pour l'exécution des services ( documentation, références des prestations similaires avec intitulé de la mission, l'année de la prestation, le coût et le bailleur de fonds, expérience pertinente dans des missions comparables, une équipe pluridisciplinaire spécialisée dans le domaine de l'énergie, etc. ). NB : Les cabinets ne doivent pas fournir les CV des experts à ce stade de la procédure . 5. L'objectif général de ces deux études de référence est d'établir la situation initiale de l'accès à l'eau potable dans les villes, localités et ETD des provinces du Kasaï, Kasaï-Central, Kasaï-Oriental et Kwilu pour le Projet PASEA et dans la ville de Kananga pour le Projet AGREE afin d'évaluer les services existants et mesurer les écarts par rapport aux objectifs de l'ODD 6 relatifs à un accès universel et équitable à l'eau potable. De manière spécifique, les études visent notamment à : Mesurer le niveau actuel d'accès à l'eau potable dans les zones susmentionnées; Apprécier les paramètres de la qualité de l'eau (paramètres microbiologiques et physico-chimiques) dans les zones concernées uniquement au niveau des infrastructures existantes (ASUREP, REGIDESO, PRISE et autres.); Analyser la disponibilité (heures de service par jour) et la proximité (distance entre les ménages et les points d'eau principaux et secondaires); Procéder à la cartographie des points d'eau existants (y compris des puits traditionnels, forages, etc.) ; Mesurer le niveau de satisfaction actuel des répondants par rapport aux services existants ; Identifier les zones les plus vulnérables pour prioriser les investissements ; Procéder à l'analyse démographique et socio-économique des ménages (niveau de revenu, rôle des femmes et filles dans l'approvisionnement etc.); Estimer les dotations moyennes journalières des ménages approvisionnés en toute sécurité (branchement particulier) ou bénéficiant d'un service de base (bornes fontaines).
