Derbyshire Dales District Council (The Council) is currently considering a range of potential delivery models for the future provision of its waste and recycling collection service. As part of its service review, the Council is assessing which delivery model is best placed to meet its strategic objectives, statutory obligations, service requirements and value for money considerations. This Pre Market Engagement exercise (PME) is intended to gather information from the market in relation to the following delivery models only: • A single supplier contract for the provision of waste and recycling collection services; and • A joint venture arrangement between the Council and a private sector partner, through which a jointly owned company would operate the waste and recycling collection service. The Council has not reached a decision on its preferred delivery model and reserves the right to consider alternative delivery options outside the scope of this engagement. The Council is conducting this PME in accordance with Sections 16 and 17 of the Procurement Act 2023. Information obtained through this process may be used to inform the Council's future procurement strategy and contract requirements. The Council will take appropriate steps to ensure no supplier obtains an unfair advantage through participation in this engagement and may share relevant information arising from the engagement with all prospective suppliers in any future procurement. For the avoidance of doubt, this PME is not part of a formal procurement process, and the Council is not committing, at this stage, to carrying out such a process. Participation in this process is entirely voluntary and non-binding and shall not prevent any supplier participating in a future procurement process.

To better understand the incentives around the reuse of historic buildings, this study will look at how tax impacts on the finances of reuse projects, how the tax impacts differ depending on the type of project or developer, what the implications are for cash flow vs total financial impacts, and where the incidence of tax may be different to where the liability falls. The outputs of the research will include a set of project finance / tax numbers for a range of representative projects covering a range of different types of development / developer; an assessment of how the impacts of tax – and different approaches to subsidy, impact on different types of developer and project and the relative impacts of changes to tax / subsidy.

West Northamptonshire Council (the Authority) is acting as lead authority and running this procurement on behalf of the EM Lawshare (EMLS). This procurement is being conducted in accordance with the Procurement Act 2023 and is being conducted through the Competitive Flexible procedure to identify the Potential Suppliers for the requirement. This is a Light Touch procurement. EMLS is a consortium of public bodies (the Consortium) that have been procuring legal services frameworks over the last 20 years. This procurement is for a new framework agreement to replace an existing one that is expiring on 31 March 2026. Contracting authorities will be required to be members of the Consortium in order to use the new framework agreement. There are just over 240 contracting authorities signed up as members to use the existing framework agreement. 82% of these are local authorities and parish councils located in England and the remaining 18% is made up of wholly owned local authority subsidiary companies, blue light services, park authorities, combined authorities, NHS bodies, police and crime commissioners, universities and colleges. A full list of current members signed up to use the existing framework can be seen by using this link to the EMLS website: https://emlawshare.co.uk/directory/ The number of contracting authorities signed up to use the current framework has grown significantly from the number using the initial framework set up 20 years ago when seven local authorities in the East Midlands initially started undertaking procurements as a consortium. The range of users has also spread geographically so it now extends country wide and includes some of the largest local authorities in the country such as: Birmingham, Leeds, Bristol, Nottingham and Sheffield City councils and Cornwall, Kent, Somerset, Derbyshire, Oxfordshire and North Yorkshire councils. The EMLS has now formalised its consortium arrangements in the form of a new Consortium Agreement intended to strengthen the consortium's governance arrangements in anticipation of this tender for a new framework. The agreement is available on the publicly accessible part of the EMLS's website so that any bidder interested in understanding the EMLS's governance and operating arrangements can view it - see [Insert link to webpage]. All contracting authorities (as defined in the Procurement Act 2023) in England & Wales will be eligible to join the Consortium, either before or during the term of the new framework agreement, to have access to use the framework. Contracting authorities that are not local authorities require approval of the Consortium Board to join the Consortium, whereas local authorities do not. The closed framework agreement will deliver legal services to members of the Consortium. These services will sit under ten areas of work. These include every major category of work dealt with by local authorities other than child care work. The scope of the services is further detailed in the Specification. The framework agreement will not be split into lots as the appointed firms are required to be able to respond to requirements across all of the ten areas of work. The framework agreement will have 10 private law firms appointed to it. The framework agreement will have a maximum total value of £1 billion (exclusive of VAT) for the delivery of the requirements as set out in the Specification. The framework agreement will not bind any Consortium member to use the appointed firms nor will any guarantee be given as to the minimum levels of work which will be awarded under the framework. The Consortium will during the course of the framework agreement charge appointed firms a management fee calculated as a percentage based on a sliding scale of the income they invoice to Consortium members each year (net of VAT and disbursements), as detailed in the Invitation to Tender. AWS is facing unprecedented challenges due to climate change, population growth and environmental constraints. These challenges include more frequent droughts, increased demand for water, and the need to reduce water abstraction from environmentally sensitive areas. To address these challenges, the Water Resources East regional planning and the Water Resource Management Planning of Anglian Water and Cambridge Water have selected the Fens Reservoirs (FR) and Lincolnshire reservoir (LR) schemes as low-regret Strategic Resource Options (SRO) to improve water security and meet societal and environmental outcomes. The reservoirs will provide safe, resilient supplies of drinking water, as well as environmental, socioeconomic, leisure, and wellbeing benefits for the communities they serve. FR and LR will be delivered to the benefit of both AWS and Cambridge Water (CWC) customers. The FR and LR and associated assets (abstraction, treatment and transfers) are being progressed through the fast-tracked delivery framework overseen by the Regulators' Alliance for Progressing Infrastructure Development (RAPID), and each is proposed to be a Nationally Significant Infrastructure Project (NSIP) seeking consent through the Development Consent Order (DCO) regime. Due to the size and complexity of the programme, Specified Infrastructure Project Regulations (SIPR) is the preferred delivery model for the reservoirs. SIPR was introduced by the UK Government in 2013 as a mechanism for an alternative approach to financing and delivering large and complex water and sewerage infrastructure projects. Under SIPR, the Secretary of State (SoS) or Ofwat (under delegation from the SoS) may specify an infrastructure project for delivery under a "project licence" by a third party where certain conditions are met. Early Works are the preparatory activities; site investigation works and construction tasks to be completed prior to Development Consent Order (DCO) determination and commencement of Enabling Works and Main Construction Works. The works will comprise preparatory statutory, technical, and construction activities required to support the obtaining of the necessary consents prior to DCO determination. Anglian Water are considering the following activities as part of the EWP Framework scope where the EWP will act as the Principal Contractor (PC), where it is reasonably practicable. Principal Contractor Services – Overall site coordination, health and safety management, logistics and contractor management. Duty under CDM. Site Management & Logistics – Site operations, welfare, security, access management and logistics controls. Site Establishment & Compounds – Establishment and operation of site compounds, welfare facilities and supporting infrastructure. Constructability & Design Coordination – Construction planning, buildability reviews and coordination with design development activities. Environmental Mitigation – Delivery of environmental mitigation measures required to support the programme. Ecological Mitigation & Monitoring – Habitat creation, species protection works and ecological monitoring activities. Archaeology, Heritage & Geophysical Investigations – Archaeological investigations, heritage works and geophysical surveys. Water Surveys – Water level and quality monitoring Topographical & Utility Surveys – Topographical surveys, utility detection, mapping and verification activities.
