Passenger Transport Open Framework

North Yorkshire Council (the Authority) is seeking tenders from suitably qualified suppliers to join its Passenger Transport Open Framework. The Open Framework is being established to provide a range of passenger transport services, including Home to School Transport and other transport-related services, through a diverse network of approved Suppliers with relevant expertise and capabilities. The Open Framework will be divided into the following Lots • Lot 1 - Vehicles with up to 8 passenger seats (including accessible vehicles) • Lot 2 - Vehicles with 9 to 16 passenger seats (including accessible vehicles) • Lot 3 - Vehicles with 17 or more passenger seats Lots are categorised according to vehicle seating capacity and/or accessibility provisions rather than vehicle size. Suppliers may apply for all Lots that are relevant to the services they are able to provide. The majority of the transport will be provided within the North Yorkshire boundary however there is an element that will be delivered out of the area. This tender notice is for the award of a public contract through an open procedure in accordance with section 20(1) and (2)(a) of the PA 2023. To support the development of this procurement, the Authority issued a Request for Information (RFI) on 3 February 2025. The RFI was published to the market to gather feedback from existing and potential suppliers on key aspects of the proposed framework, including: • Procurement processes and documentation • Pricing approaches and market conditions • Barriers to participation and supplier engagement In addition, the Authority worked in partnership with Go4Growth to deliver a supplier engagement webinar. The session provided an overview of the Open Framework model and covered topics including: • Understanding Open Frameworks • Registration requirements for the Central Digital Platform • Available support tools to assist with the tendering process • The proposed high-level procurement timetable This market engagement activity has helped inform the development of the Open Framework and ensures that the procurement process is accessible, transparent, and reflective of current market conditions.

Ely Youth Zone

Cardiff Council (the Council) has identified a plot of land at Cowbridge Road East (the Site) as the preferred location for the delivery of a new youth centre facility (Youth Zone). The Site is currently occupied by housing and a partly demolished social club which the Council is in the process of acquiring which it will then remediate in order to enable delivery of the Youth Zone. Further information on the Site location can be found in the Stage 2 Report (Appendix A of the Scope) made available with this Tender Notice. Whilst the Council will be the contracting authority for the purposes of this procurement, the delivery of the Youth Zone will be co-commissioned by OnSide, a registered charity and company which raises funds to deliver and operate a national network of state-of-the-art Youth Zones in the UK’s most disadvantaged areas. OnSide (or a subsidiary of its group) is expected to be the tenant of the Youth Zone once delivered. Further information on OnSide is set out in the associated tender documents. The Council wishes to appoint a developer to finance, design and construct the Youth Zone which this notice relates to. The Youth Zone is anticipated to be in the region of 1,650m2 and further details on the specification requirements for this output can be found in the Scope. The successful supplier will not be required to provide the associated Fixtures, Furniture and Equipment for the completed output – for the avoidance of doubt, this is not within the scope of this procurement process. The Council has set a budget for this project and further details on this are set out in the ITP and ITPDN made available with this Tender Notice. The Council will be making staged payments towards the cost of delivering the Youth Zone. These staged payments are not subject to negotiation. Further details on the staged payments and the intended contractual structure/approach are set out in the Heads of Terms. Once delivered to satisfactory completion, the Council intends to enter into a lease with a newly created OnSide charity entity for the Youth Zone for a term of 125 years. To ensure that the Youth Zone is fit for Onside’s requirements, the OnSide charity will be a counterparty to the contractual arrangements to be entered into with the successful supplier subject of this procurement and will be able to exercise rights under it to have input/control on delivery. The lease to be entered into separately with the Council and the OnSide charity (once the output is delivered) will not involve the Council placing any legally enforceable obligation on the OnSide charity to provide any services to the Council or the wider public in respect of the Youth Zone – it will be an independent matter as to how to utilise and operate the Youth Zone for the Youth Zone charity. This Tender Notice is for the award of a public contract through a competitive flexible procedure in accordance with section 20(1) and (2)(b) of the Procurement Act 2023. The competitive flexible procedure may include negotiation at any stage. The Council reserves the right to rely on Section 24 of the Procurement Act 2023 to refine award criteria. The Council reserves the right to rely on Section 43 of the Procurement Act 2023 to directly award a contract. The Council intends to shortlist up to 3 suppliers with the highest scoring Procurement Specific Questionnaire (PSQ) responses to participate in the subsequent stages of the competitive flexible procedure. The 3 shortlisted suppliers will be invited participate in the dialogue and negotiation phase and then submit tenders. The supplier with the most advantageous tender will be invited to participate in the preferred bidder stage to confirm commitments in its tender. The Council will use an online portal at www.proactisplaza.com/SupplierPortal (the Portal) to make associated tender documents available to suppliers. On 7 September 2026, the current Secretary of State said: "The Prime Minister is really clear that the Government's ambition is to ensure that every area in England has, or is in the process of establishing, a strategic authority by the end of 2027, with strategic authorities in place everywhere by the end of 2028". Should LGR and/or devolution processes lead to unitary local government in Norfolk and/or to the establishment of a strategic authority covering Norfolk (i) the Framework may be transferred, assigned or novated to any successor authority(ies) to the county council, or to any joint body incorporating or formed by any such successor and/or to any strategic authority; and/or (ii) the council or a successor authority or joint body may order services on behalf of other local authorities serving any area within Norfolk's current geographical boundaries. Strategic nature-based water quality improvement assessment - Lower Western Cleddau / Asesiad strategol gwella ansawdd dŵr yn seiliedig ar natur - Rhan Ifaf Cleddau Wen

Pembrokeshire Coast National Park Authority invites proposals from consultants to identify and prioritise nature-based intervention opportunities that could contribute to improving water quality in the lower Western Cleddau (and possibly other relevant catchments if feasible within the budget). A transparent, weighted multi-criteria approach will assess water quality benefit, source / pathway / receptor linkages, hydrological connectivity, intervention potential and implementation feasibility. GIS analysis will identify and map pollution sources, pathways, receptors and priority reaches using available datasets. Stakeholder and landowner engagement will support fieldwork access, inform feasibility and foster future implementation support. Targeted walkovers will ground-truth and refine the assessment, identifying opportunities and constraints not evident from desk-based information. Outputs will include an updateable GIS opportunity and prioritisation database, mapbook, narrative report and selected case studies / scenarios. The assessment should distinguish between strategic priorities and actionable opportunities and briefly consider future nutrient mitigation / credit potential of interventions (and how this might influence take-up). IPDR - Turbostar - Onboard ETCS Fleet Fitment Framework

Network Rail is introducing digital signalling, which will see traditional lineside signals removed and replaced with European Train Control Systems (ETCS) in-cab technology on GB rolling stock. The implementation will enable continuous, real-time information to the train driver’s cab, enabling more responsive, reliable, and safer train operations. ETCS enables trains to run closer together, safely and to travel at their optimal speeds. To implement ETCS, it requires changes to signalling infrastructure. For passengers, this means fewer delays, increased capacity, and a more resilient service. For operators, it offers reduced costs, streamlined renewals, and a modernised approach to managing the network. Network Rail intends to procure a national, long-term single supplier framework for the onboard fitment of digital signalling system equipment, European Train Control Systems (ETCS), and associated works on to Turbostar passenger trains.
