Il a l'intention d'utiliser une partie de ce financement pour effectuer des paiements au titre du contrat pour « recrutement d'un cabinet pour l'assistance technique à la mise en place d'un système de management de la qualité conforme à la norme ISO 9001 :2015 au sein du SETIC ». L'objectif global est d'accompagner le Secrétariat Exécutif des Technologies de l'Information et de la Communication (SETIC) dans la conception, la mise en œuvre, le déploiement, l'appropriation, l'évaluation et l'amélioration continue d'un Système de Management de la Qualité (SMQ) conforme aux exigences de la norme ISO 9001:2015, afin de renforcer durablement la qualité, l'efficacité, la fiabilité, la traçabilité et la performance de ses services, d'améliorer la satisfaction des parties intéressées et de préparer l'institution à l'obtention de la certification ISO 9001:2015. Plus spécifiquement, il s'agit de : Réaliser un diagnostic organisationnel du SETIC et une analyse des écarts (Gap Analysis) entre les pratiques existantes et les exigences de la norme ISO 9001: 2015. Déterminer et faire valider le contexte de l'organisation, le périmètre du SMQ, les enjeux internes et externes ainsi que les parties intéressées pertinentes et leurs besoins et attentes. Identifier et analyser les exigences légales, réglementaires, contractuelles, normatives et techniques applicables aux activités du SETIC. élaborer, en concertation avec la Direction, la politique qualité, les objectifs qualité, les indicateurs de performance et le cadre de gouvernance du SMQ, en cohérence avec les missions du SETIC et les objectifs du Projet d'Appui aux Fondations de l'économie Numérique (PAFEN). Identifier, cartographier, documenter, standardiser, optimiser et déployer l'ensemble des processus de pilotage, des processus métiers et des processus supports, ainsi que leurs interactions. Définir les responsabilités, autorités, mécanismes de coordination et modalités de pilotage nécessaires au fonctionnement efficace du SMQ. élaborer le système documentaire du SMQ comprenant notamment les procédures, les fiches processus, les instructions de travail, les formulaires, les modèles d'enregistrements et toute autre information documentée requise par la norme. Concevoir et mettre en œuvre une approche fondée sur les risques et les opportunités, incluant leur identification, leur évaluation, leur traitement et leur suivi. Mettre en place un dispositif de mesure et de suivi de la performance des processus reposant sur des indicateurs pertinents, des tableaux de bord et des mécanismes réguliers d'analyse. Mettre en place un système de gestion des non-conformités, des réclamations, des actions correctives, des actions d'amélioration et des retours d'expérience. The consulting services ("the Services") involve provision of high-level economic and financial advisory services to the PMU and the Ministry of Transport and Logistics. The core objective of the assignment is to strengthen the Government's capacity to assess, negotiate, and manage the economic performance of transport and logistics corridor concessions in a manner that maximises sovereign value capture, ensures macro-fiscal sustainability, and aligns with international standards of regulatory best practice. The Senior Economist will engage the National Institute of Statistics (INE) to prepare the future transport and logistic satellite account to capture regularly the contribution of the sector in the gross domestic product (GDP). There will be a probationary period of 3 months from the date of signing the contract. The contract will be renewed upon satisfactory performance. The criteria for selecting the consultant are: a) A Master's degree or higher in Economics, Finance, Business Administration, International Banking, or a related discipline from a recognised university. b) A minimum of 15 years of progressive professional experience in economics, finance, investment banking, or financial advisory roles, with demonstrated exposure to capital markets, regulatory environments, and financial governance at a senior level. c) Demonstrated expertise in macroeconomic and financial modelling, with ability to develop quantitative analyses of corridor economics, concession financial structures, and fiscal risk. d) Strong understanding of regulatory frameworks governing infrastructure concessions and public-private partnerships, as well as familiarity with prudential and fiscal governance frameworks applicable to government-held infrastructure assets. e) Familiarity with World Bank operational procedures, including guidelines applicable to advisory and analytical assignments under Investment Project Financing. f) Knowledge of the economic and institutional context of Mozambique, including the transport sector, public finance framework, and macroeconomic environment g) Fluency in English is required, as the majority of analytical outputs and development partner communications will be produced in English.
