Provision of Single Homelessness Prevention Service (Rochdale)

The Single Homelessness Prevention Service (Rochdale) Contract will commence on 1st January 2027 and end on 31st March 2029. The Service will be delivered by an organisation with a proven track record of successful engagement with people experiencing multiple disadvantage or marginalised groups. The service will operate across the Borough of Rochdale and will operate across the Rochdale, Heywood and Pennine Townships on a neighbourhood hub and outreach-based model. Local data highlights both the scale of the demand and the complexity of need, with a significant proportion of individuals experiencing challenges related to financial resilience, substance use, offending histories, and previous rough sleeping. These overlapping needs increase the likelihood of housing instability and repeat homelessness, placing ongoing pressure on statutory and support services. This evidence reinforces the requirement for a commissioned response that moves beyond a crisis and accommodation-focused response, towards one that delivers integrated interventions. The Prevention Service must be designed to respond holistically, addressing not only immediate housing risk but also the underlying factors that impact an individual's ability to sustain accommodation and achieve longer-term stability. The primary purpose of this service is to prevent first-time homelessness, repeat homelessness and rough sleeping through early identification, proactive engagement and tenancy sustainment. The service will be responsive, but prevention focused and should aim to intervene at the earliest possible stage before an individual becomes threatened with homelessness. The Provider will develop sustainable plans to prevent homelessness or rough sleeping by providing structured engagement plans, immediate crisis intervention, specialist prevention support and outreach engagement to individuals who are harder to reach to prevent escalation into statutory homelessness.

Learning Management System

Questions and Responses: Q. How many users would the platform need to support in total, and how many would be external organisations accessing training services rather than council employees? A. The Council currently holds 3,000 licences, of which 2,658 are in use. Of the active users, approximately 2,029 are internal Council staff, with the remaining users comprising external organisations accessing training services. Q. Please clarify whether external organisations require their own administrators and segregated reporting, or whether Council staff will administer all learners centrally. A. External organisations do not require their own administrators. All learners will be administered centrally by Council staff. Q. Supplier eligibility: Can an India-registered company participate and provide remote delivery and support? A. No. Suppliers must meet the eligibility requirements set out within the procurement documentation. Q. Existing LMS: Is the Council looking to replace its current learning platform, or considering options to retain or upgrade it? A. The Council is open to both options and welcomes proposals for either a replacement solution or an enhanced/upgraded version of the existing platform. Q. Technical requirements: Are equivalent LMS features acceptable, and which Zellis HR system and integration method are currently used? A. Equivalent functionality may be considered; however, acceptability will depend on the extent to which the proposed features meet the Council’s requirements. The current HR system is Zellis, and user data is transferred to the LMS via CSV file uploads. Q. Budget: Does the estimated £70,000 cover implementation, licensing and support for the full contract period? A. Yes. The estimated contract value of £70,000 includes implementation, licensing and support for the full contract period. Future Data Collection: Surveying

Estates Data Collection (EDC), (formally referred to as Future Data Collection (FDC)), will develop a structure to collect granular, good-quality, timely and comparable data across the lifecycle of the education estate that enables Responsible Bodies (RBs) to manage their estate effectively and the Department for Education to target investment, support and advice to drive better outcomes and opportunities for children and learners. This aligns with the Estates Strategy, supporting Education Estates Directorate’s (EED) vision for a safe, sustainable and sufficiently sized estate that enables brilliant education and care outcomes. Condition Data Collection (CDC) programmes have successfully provided a credible picture of the condition of the school and college estate, informing the Department's ability to allocate funding where most needed. We want to build on these, whilst delivering the objectives of the EED Data Strategy, to support RBs to collect the full range of data they need to manage their estate (wider than condition).

Collections Store Refurbishments - Logistics Hub - Principal Contractor

The Collection Store Refurbishment (CSR) Project forms part of both the wider NHM Unlocked Programme and NHM 150th Anniversary Campaign Programme, which supports: -The internal moves of 11 million specimens -The moves of 28 million specimens to our new facility at Thames Valley Science Park -The 150th Anniversary Campaign to open previously closed galleries to the public -The sale of our South London Collections facility The NHM Unlocked Programme represents the largest ever move of natural history specimens worldwide. The wider CSR project has been tasked with refurbishing collections stores and rehousing five collections across five locations across the South Kensington Estate in suitable collections conditions. The business case for the NHM Unlocked Programme is predicated on limited space and historic, ageing buildings; meaning that globally important specimens are being kept in conditions that hamper access and sometimes fail to meet minimum environmental standards. Moreover, the insights locked up in the collection remain largely untapped. From tackling climate change and meeting the mineral needs of a net zero world, to restoring biodiversity and achieving food security, the collection offers insights into the planetary emergency and how we might realise a brighter future where both people and planet thrive. The CSR Project supports this endeavour. Initially we will be tendering for works on the Osteology Store, this will convert a collections store in the basement of the Grade I Listed Waterhouse Building into a temporary “Logistics Hub” and future end state store for heavy and large specimens coming from our South London Store. As a separate tender there will be a further opportunity to express an interest in tendering for the Main Works package which covers refurbishment works to the other four areas around the South Kensington Estate, including subsequent areas of the Waterhouse Basement (two locations), Darwin Centre Phase 1 and in the Palaeontology Building. This tender relates to the initial works package located in the Osteology Store. The works comprise: -refurbishment and alteration of Rooms B.03, B.07, B.07B-H, B.07J and BC05, -demolition of non-original partitions and raised floors, offices and removal of associated finishes and furnishings (excluding items retained on the eastern wall). -Internal works include the construction of a new security lobby with dry-lined partitions and a powered door, -repairs to damaged fabric and flooring, and measures to prevent pest ingress. -Window and door works including repairs and redecoration to historic partitions and doors, installation of secondary glazing to three north-facing windows, adaptations for building services, and a new powered external door, -Building services works include the removal and rebalancing of existing ventilation systems, strip-out of redundant electrical and data services, and the Stage 4 design and installation of new HVAC, electrical, fire alarm, security, BMS and controls systems. -All works will be undertaken in accordance with the fire strategy, maintaining the integrity of existing 120-minute compartment walls, and will include temporary protection of historic features, cleaning and making good on completion. This phase of the project will initially prioritise the early conversion of the existing basement Osteology Store to a 'Logistics Hub', supporting the sequencing of moves and works in other areas and to reduce programme risk. It is critical that the Logistics Hub is made available early to enable the decant of the Old General Herbarium, the former Origins Gallery, the moves to Thames Valley Science Park (TVSP) and the sale of the South London Collections Facility. Following completion of the decant activities, the Logistics Hub will transition to its permanent configuration and use as a collections store accommodating the Heavy and Large Objects of the Mineralogy and Palaeontology Material Collection. Barriers to Accessible Transport Training

The Department for Transport (DfT) is a ministerial department within the UK Government. It works with its agencies and partners to support the transport network that enables people and goods to travel around the country. It plans and invests in transport infrastructure to keep the UK on the move. DfT has always been keen to increase staff members’ understanding of disability equality and has procured previous iterations of this training in the past. This latest round of training will coincide with a wider initiative, across the whole Department, to encourage all staff to learn more about how the transport network impacts on all those who use it by visiting areas of the network and interacting with stakeholders. Having a greater understanding of how users experience transport will help the Department to make better decisions that benefit more people. DfT requires a supplier to deliver Barriers to Accessible Transport training to staff across the Department, including its agencies and arm’s-length bodies. The requirement supports DfT’s wider commitment to increasing staff understanding of disability equality and how disabled people experience the transport network. It also responds to the significant gap between accessibility rights and obligations, and the day-to-day experiences of disabled passengers highlighted by the Transport Select Committee’s March 2025 report, Access Denied: rights versus reality in disabled people’s access to transport. The training will combine a guided tour of the transport network, supported by disabled guides with lived experience, with classroom-based disability equality learning. It is intended to help staff identify barriers, understand the Social Model of Disability, build accessibility and inclusive design into their work, and make better decisions that improve the experience of disabled transport users. DfT initially requires 12 full-day sessions for up to 20 participants per session over a 12-month period. Delivery will begin from DfT’s London office, with the ability to provide similar training from offices in Birmingham, Leeds, York and potentially other UK locations.
