London Borough of Tower Hamlets is recommissioning a borough-wide, world-class adult substance misuse treatment system, aligned with the Combatting Drugs Partnership Strategy (2024–2027). Currently Tower Hamlets commission and deliver a range of substance misuse treatment and recovery services for residents aged 18 plus, collectively branded as “Reset”. These services meet the needs of Tower Hamlet’s residents facing the challenges of substance misuse by equipping individuals with the tools to move towards a life where drugs and alcohol do not negatively impact on themselves, their families, and/or the wider community. The borough’s substance misuse treatment and recovery services have undergone significant change over the last six years. The “Reset” service model was launched in October 2019, followed by a challenging period of mobilisation during the pandemic years. More recently the borough has seen a substantial increase in investment, through time-limited grant programmes in support of the national drug strategy, From Harm to Hope. This has resulted in a series of iterative, short-term investments to improve the quality and outcomes of services, with the aim of increasing the numbers of individuals accessing and sustaining treatment. Following a period of review the borough is seeking to re-procure these services; providing an opportunity to build on the successes of the last few years and refresh our model within the context of a more sustainable funding framework. The London Borough of Lewisham is seeking a consultant-led provider, or a consortium led by a professional services consultant, to manage a Disrepair Works & Case Management, Managed Service (DMS). The Council has duties as a social landlord under the Defective Premises Act 1972, section 11 of the Landlord and Tenant Act 1985, the Homes (Fitness for Human Habitation) Act 2018, the Housing Health and Safety Rating System (HHSRS) and Awaab's Law. Total HRA disrepair-related spend in 2025/26 was circa £8.5m, including legal fees, tenant compensation and works. Following an options appraisal, Mayor & Cabinet approved the procurement of a DMS as the fastest route to clearing the backlog. The ‘enhanced in-house’ option was subsequently tested and has stabilised the position (open claims in the 800–850 range since April 2026), but a sizeable backlog remains. The Council is engaging the market to gauge supplier capacity, experience and innovation ahead of formal tendering for a DMS supplier.

Items in the Horniman Collection when not on display are stored, managed, studied and conserved at the Study Collection Centre (SCC). The existing Spirit Store is a refrigerated container which holds generally organic and biological items which are preserved in vessels of flammable spirit such as denatured alcohol or formalin. The Horniman Museum and Gardens is a grade II* listed museum with a world class Natural History, Anthropology and Musical instrument collection. Set within 16 acres of stunning grounds that also house an Aquarium, Animal Walk and Butterfly House. The Horniman connects us all with global cultures and the natural environment, encouraging us to shape a positive future for the world we all share. Items in the Horniman Collection when not on display are stored, managed, studied and conserved at the Study Collection Centre (SCC), Old School Close, Greenwich, London SE10 0PG. Many items require very particular storage conditions for safety and conservation. At SCC, the existing Spirit Store holds generally organic and biological items which are preserved in vessels of flammable spirit such as denatured alcohol or formalin. Due to the need for flashpoint temperature control and inherent fire risk, the Spirit Store is a secure refrigerated walk-in container which stands apart from the main storage building. The Spirit Store container is aged with general conditional, operational and plant performance limitations which give risk to safety and collection conservation risks. The nature and quantity of the museum's collection is also changing over time, and working practices are updating. These are the key drivers presenting opportunity for a project to re-provide a modernised Spirit Store facility. There are further containers on site which require re-organisation by repositioning them during this project. Project broadly includes: • The contractor's design of a replacement Spirit Store. • The contractor's fabrication, construction, delivery, erection and fitting out of the replacement Spirit Store. • The contractor's associated site preparations, groundworks, utilities and services provision. • The contractor's associated firewall construction • The contractor's carrying out repositioning of further existing container stores on the site, with associated groundworks. The full Scope and Objectives of the project can be found in the attached Employer's Requirements document and drawings A101, A102 and A103. Please see supporting documents for further details
