Churchgate Regeneration Zone Procurement - Hitchin Town Centre

The Churchgate Regeneration Zone (CRZ) represents one of the most significant long-term regeneration opportunities within Hitchin town centre. The site occupies a prominent and strategically important location adjoining the historic core, the River Hiz corridor and the existing market area. Over the past year, the Council has undertaken an extensive programme of work including financial analysis, specialist technical work, Project Board workshops and Member briefings. This work has enabled the Council to move from high-level vision setting into a more informed, evidence-led and delivery-focused phase. Alongside this, the Council has also undertaken a Pre-Market engagement exercise and early engagement with the development and investment sector to inform future procurement, delivery and partnership decisions. Feedback from this work has demonstrated strong market interest in Hitchin and increased confidence in both the credibility of the opportunity and the Council’s commitment to delivering a high-quality regeneration programme for the town centre. The next stage of work is intended to ensure that future decisions regarding the regeneration of the site are informed, evidence-led and commercially robust. The Council is now seeking to procure specialist regeneration and development expertise to work alongside the project team in refining a deliverable scheme, testing assumptions in greater detail, reducing uncertainty and supporting the transition from strategic visioning into delivery planning and implementation. The procurement will be structured around two phases. The initial phase of the appointment would comprise of feasibility, viability, master-planning and delivery planning activities designed to refine the regeneration proposals, test commercial assumptions, assess development risk and inform the preferred delivery model. The scope of Stage 2 will be informed by the outputs of Stage 1, and determine whether the Council wishes to proceed onto Phase 2 or not. Phase 2 will include detailed development planning, delivery preparation, planning and consenting activities, development agreement support, implementation planning and other services required to support project delivery. Any progression beyond Phase 1 would remain subject to future Council approval, satisfactory performance of the appointed partner, confirmation of any necessary funding (i.e. setting a capital budget for the scheme) and compliance with the contractual gateway provisions established through the procurement. CRF Furniture and White Goods

The Crisis and Resilience Fund (CRF) provides residents experiencing financial hardship with essential furniture and white goods through the Crisis Payment Service. The service requires a supplier that can source, store and deliver a range of household items directly to eligible residents across Leicestershire at competitive wholesale prices. The CRF is funded through ringfenced Department for Work and Pensions (DWP) funding rather than Council resources. DWP guidance requires local welfare provision to include support for people facing immediate financial crisis and those needing assistance to establish or maintain a home. As a result, the provision of essential furniture and white goods forms a core component of the CRF and the Council must maintain arrangements for the delivery of this support. Direct provision of goods ensures that residents receive the items they need to maintain a safe and functional home environment, whilst providing greater assurance that public funds are used for their intended purpose. This approach reduces the risk of fraud and misuse compared with cash-based awards and supports effective contract management through clear audit trails. Leicestershire County Council is exploring options for the provision, delivery and, where appropriate, installation of essential furniture and white goods for eligible residents experiencing financial crisis.

Adult Primary Care Continence

This contract has been awarded to Countess of Chester Hospital NHS Foundation Trust under Direct Award Process A of the Provider Selection Regime. The specialist urogynaecology physiotherapy service forms an integrated element of the wider Primary Care Continence Service delivered to the Cheshire West population and is clinically interdependent with the existing continence pathway operating across the West Cheshire Health Collaborative. The service requires direct integration with the established multidisciplinary continence team, shared clinical pathways, referral and triage arrangements, clinical governance processes and collaborative working arrangements that are already in place between the Provider and Cheshire and Wirral Partnership NHS Foundation Trust. The service is not a standalone physiotherapy service that can be separated from the wider continence pathway without creating fragmentation of care, duplication of processes and disruption to patient management. Countess of Chester Hospital NHS Foundation Trust is the only provider currently embedded within, and able to deliver the specialist physiotherapy component as part of, the existing integrated continence model across the West Cheshire Health Collaborative. Continuation of the existing arrangement ensures safe and effective patient care, maintains pathway integration and avoids disruption to patients accessing specialist continence services. The service relies upon established clinical relationships, referral pathways, governance arrangements and multidisciplinary working practices that have been developed as part of the West Cheshire Health Collaborative model and cannot reasonably be replicated by an alternative provider without fundamental redesign of the service pathway.
