Le Consultant agira en représentant du Maître d'Ouvrage vis-à-vis de l'entreprise de travaux et sera responsable de garantir que les ouvrages sont réalisés conformément aux documents techniques de l'APD, dans le respect des délais contractuels et du budget approuvé, et en pleine conformité avec les Normes Environnementales et Sociales (NES) de la Banque mondiale applicables au projet. Plus particulièrement, la mission vise à : assurer le contrôle de la qualité technique de l'ensemble des ouvrages réalisés, avec une attention particulière aux spécifications propres aux géo-tubes et aux géosynthétiques, qui constituent le cœur technologique de ce projet ; valider l'ensemble des matériaux approvisionnés par l'entreprise avant leur mise en œuvre ; surveiller et contrôler le programme d'exécution des travaux et alerter l'UGP de tout risque de retard dès son identification ; superviser la mise en œuvre du Plan de Gestion Environnementale et Sociale du Chantier (PGES-C) de l'entreprise et veiller au respect des NES de la Banque mondiale ; assurer la gestion administrative et financière du contrat de travaux ; et mettre en place un dispositif de suivi morphologique du site pendant les travaux et pendant les six mois suivant la réception provisoire, conformément aux recommandations du rapport de modélisation hydro-sédimentaire APD.
