The CAA's proposed RID solution for the UK will implement the technology which enables UA to emit data, which can be remotely captured, identified, and accessed to determine information about a UA.
Westminster City Council is undertaking a comprehensive re-procurement programme for its housing repairs, maintenance and works contracts, currently delivered through a portfolio of Term Partnering Contracts (TPCs). The Programme forms part of the Council's wider strategic approach to the management, maintenance and improvement of its housing portfolio and is being delivered through a multi-tranche procurement programme supported by a Strategic Alliance model. The Council manages approximately 21,000 homes across the City, including a significant number of high-rise residential buildings, listed properties and buildings located within conservation areas. As part of Tranche 2 of the programme, the Council intends to procure a new borough-wide contract for Aids and Adaptations to replace the existing arrangement, which is due to expire in September 2027 subject to a 12-month extension being utilised. The future contract is expected to form part of the Council's wider Strategic Alliance delivery model for housing repairs, maintenance and works services. The appointed provider may be required to enter into the Strategic Alliance arrangements and work collaboratively with other appointed providers to support the delivery of improved resident outcomes, innovation and value for money. The existing Aids and Adaptations contract supports some of the Council's most vulnerable residents through the delivery of major and minor adaptations, planned works, responsive repairs, servicing, inspection and certification activities associated with specialist accessibility equipment and adaptations. The current contract is due to expire in September 2026, with a short-term extension proposed to facilitate the re-procurement process and ensure continuity of service. The Council intends to undertake a competitive procurement exercise under the Procurement Act 2023 to appoint a single borough-wide provider to deliver the future service. The future contract is currently anticipated to include, but not be limited to: • Delivery of major and minor adaptations following Occupational Therapist recommendations; • Installation, refurbishment and replacement of wet rooms and level access showers; • Installation, refurbishment and replacement of low-level and accessible kitchens; • Supply, installation and maintenance of stairlifts, ceiling track hoists, fixed lifting equipment and associated accessibility aids; • Responsive repairs, emergency repairs and out-of-hours support; • Planned preventative maintenance activities; • Inspection, servicing, maintenance and certification of specialist equipment; • Feasibility assessments and adaptation recommendations for occupied and void properties; and • Associated building works required to facilitate adaptations. The estimated contract value stated in this Notice is indicative only and will be finalised prior to any Tender Notice being published.
East Sussex Fire Authority (ESFA) on behalf of East Sussex Fire and Rescue Service require to replace their Live Fire Training Building situated on our Training Centre site in Maresfield East Sussex. Our intention is to replace essentially what we have now on a like for like basis but taking into account some design changes identified that will improve both flexibility in use and reduce the impact we have on the environment. The response to the Preliminary Market Engagement exercise seemed to indicate that we may not be able to achieve our aim of having a single supplier who will work with us to finalise the design then build it from start to finish. This would be our preference to avoid system integration issues and to be working with a single supplier responsible for everything. As a result this tender will allow for tenders from suppliers who can provide the end to end product but if we are correct in this niche market that may not be achievable, we will allow bids from suppliers who can only supply the training systems along with the smoke scrubber plant (with ongoing maintenance for a period to be agreed after completion) and separately will allow bids from suppliers who can only supply the building units in and onto which the plant and systems will be integrated. Whilst we may consider alternative approaches, like a steel framed metal structure, we believe a container-based solution is likely to be all that we can afford and of which, we have a lot of experience being the basis of the current unit and against which our current design is based. This Tender will be managed electronically via the In-Tend Portal. It can be reached via: https://sell2.in-tend.co.uk/blpd/home. Contractors need to be registered to use the portal and registered against us as a Contracting Entity, but registration is free and further information on how this is achieved, can be found at: https://sell2.in-tend.co.uk/blpd/register. If you are unsure about your companies registration status, please contact the In-Tend Portals support at: https://in-tend.co.uk/contact-us/. The Home Office Enterprise Networks & Infrastructure function is preparing an award with competition to procure a Hosting Capability Supplier. The successful supplier will provide a comprehensive 24x7x365 operational support capability, alongside outcome-based engineering, transformation, and service delivery services across the Home Office technology estate. The objective is to establish a simplified and integrated operating model that delivers improved service resilience, enhanced automation, accelerated technology transformation, and a single point of accountability for hosting-related services. The scope of the requirement is expected to include: • Platform services spanning on-premise, cloud and hybrid environments. • Hosting, cloud, network and infrastructure operational support and engineering services. • Legacy infrastructure and application support, including the transformation and modernisation of services to align with future-state technology strategies. • Technology services covering datacentre, platform, storage, backup, virtualisation, operating systems, network infrastructure, cloud services and associated management tooling. The Hosting Capability Supplier will absorb service elements currently delivered through the Home Office's Network Capability Services (NCS) and Private IaaS contracts that are not provided by internal Networks & Infrastructure engineering teams. This includes integrating operational support capabilities into a single commercial construct, simplifying supplier engagement, reducing contractual complexity, and removing longstanding interdependencies across the hosting, platform, cloud, network, and infrastructure landscape. The successful supplier will be expected to work collaboratively with internal engineering teams, strategic technology partners, and other service providers to support an integrated service management model and deliver continuous service improvement. The supplier will also support the transition from legacy technologies and applications, driving resilience, automation, transformation, and operational excellence whilst maintaining businesscritical services throughout the contract lifecycle.

WRAP is conducting preliminary market engagement to understand market capability and capacity for the provision of Standards Development services, ahead of an anticipated Invitation to Tender in October 2026. The intended contract is a single, non-lotted award covering the full scope described below (Phase 1 and Phase 2 are phases of delivery under one contract, not separate lots). This engagement was conducted in two stages. An initial RFI (V1) was issued; a revised RFI (V2) was subsequently issued to refine the questions asked and obtain more detailed market insight. Both stages form part of this single preliminary market engagement exercise. The engagement covers the following anticipated scope of services: -Drafting, editing, reviewing, and refining standards, specifications, and technical guidance documentation. -Conducting product screening Life Cycle Assessments (LCAs), including updating an existing eligibility screening tool and associated calculations, and producing LCAs for single-use comparator products. -Translating technical subject matter into clear, user-accessible written content. -Managing stakeholder engagement and consultation processes, including incorporating feedback into draft standards. -Managing review cycles, including engagement with a Standards Development Committee, ballots, public comment periods, and periodic reviews. -Advising on governance, version control, and document management for standards outputs. -Producing publication-ready documentation. The anticipated work is phased under a single contract: -Phase 1 — expansion of an existing Refillable Product Standard (launching September 2026) to additional product categories, comprising screening LCAs, comparator LCAs, updates to the eligibility screening tool and formulas, standard and guidance document updates, and management of the Standards Development Committee and public comment process. -Phase 2 — development of new standards within WRAP's product standards suite, in collaboration with WRAP and strategic partners, to create Circular Living standards. The engagement sought insight into supplier experience, delivery models, relevant expertise and accreditations (e.g. UKAS, ANSI), risks and success factors, quality assurance approaches, and indicative delivery timelines and budget ranges, to inform the scope and structure of the future procurement. Barton’s Point Coastal Park Marine Parade, Sheerness, Kent, ME12 2BX Expressions of Interest for Catering and Educational Opportunities Swale Borough Council is keen to build upon and widen the offer at Bartons Point Coastal Park (Google map link below) https://maps.app.goo.gl/uLnjK882kYLDbHSc7 The site measures 31ha and is located on the Northern Coast of the Isle of Sheppey, nestled between Minster-on-Sea and Sheerness; accessible via Marine Parade, the main coastal road link between the two. Currently the site consists of the Boat House Café, toilets, car park, lake, play and picnic areas, an events field along with large areas of open space. There are two tenanted areas used for flying model aircraft and miniature gauge railway. A shared access road provides both for the coastal park and also the adjacent Sea Cadet Corps. As well as being an active leisure site, the coastal park also has extensive wildlife and biodiversity habitats and these remain important to both protect and potentially utilise as a resource. The Council provided a new toilet block, including showers and ancillary facilities, in 2023. These are available for the benefit of visitors to Bartons Point. The existing drainage provision is via a cesspool. The Council is seeking expressions of interest (EOI) for two opportunities at Barton’s Point Coastal Park. The Council is open to EOI’s for each of Lots 1 and 2, individually or consolidated proposals which seek to meet both requirements. For both opportunities, the Council is seeking experienced operators that can demonstrate not only the financial viability of any proposals but also how social value will be delivered. Proposals also need to be sympathetic to the ecology of the site, with consideration for the environment and wildlife and the adjacent Queenborough Lines waterway, which is a scheduled ancient monument. Whilst acknowledging there is a seasonality to the types and level of activity on the site, the Council is keen to encourage activity throughout the year and this will be reflected in how proposals are considered. As the site has multiple users, with other leased areas, it is also important that proposals can work alongside or with these. It is anticipated that the Council will continue to provide basic grounds maintenance services to the whole site. The playground and bridge also remain the council’s responsibility. Operators on site will be responsible for general site maintenance relating to their activity, such as litter generated from their operations, signage for activities etc. Lot 1: The Old Boathouse Café The old boathouse is a block frame, timber clad building with corrugated roof of the shore of the lake with a self-contained patio area (please see map 1 below). The property provides a good opportunity for a provider to deliver a food & beverage provision for the coastal park and a lease will be offered to the preferred bidder, when identified. The Council is keen that bidders should demonstrate strong community values in how the Café offer operates. We ask that EOI’s show how the proposed operation contributes positively to how the site delivers social value; for instance by facilitating programmes, events, and activities that strengthen local connections and promote inclusive use of the Coastal Park. The building has benefited from some refurbishment in recent years but is of basic construction. It is the intention that the terms of occupation will require the successful bidder to maintain the building and undertake improvements required, subject to the Councils consent. The internal part of the building will be cleared of all existing equipment and fittings ahead of occupation. Bidders are therefore advised to inspect the building and carefully consider the cost of providing catering equipment and any necessary works before submitting in their EOI. Lot 2: Outdoor Learning The Council invites proposals which bring structured inclusive outdoor learning opportunities to Bartons Poin…
Millenium Lodge is a pathfinder 28 bedded Local Authority Secure Children’s Home, it is designed around the learning taken from visits to all secure children’s homes in the UK as well as the secure estate in Norway. The home will provide care for the most traumatised, vulnerable children in our society whilst catering for children placed through the Youth Justice System and children placed on Welfare Grounds. LCC is considering the instalment of an in-room environmental sensing system across 28 children’s rooms within the secure unit. Any requirement would be for the provision of the system hardware, guidance and support of installation (which will be carried out by the LCC contractor responsible for the build) system configuration, guidance, training and support for staff in the use of the system, operational support and maintenance of and updates of the system. The Council needs to establish how to balance the imperative to keep children safe with the equally important duty to preserve dignity, privacy, and relational care. Children placed in secure settings are among the most vulnerable in the care system, and as such, any intervention, particularly one involving human monitoring, must be held to a higher ethical and practice threshold than would apply in other contexts. The rapid uptake in the adoption of new technologies has generated a growing concern around privacy, transparency, inclusion, and confidentiality. Within inpatient and custodial settings, there has been intense scrutinization around the use of restrictive and intrusive practices, for example, camera-based monitoring systems
First Garden Cities Homes Limited is an English Registered Provider of Social Housing. We were formed on 1 March 2020 through the amalgamation of Howard Cottage Housing Association and Welwyn Garden City Housing Association, two organisations with a combined history of over 170 years of providing affordable homes. Howard Cottage HA was established in 1911 to provide affordable housing in Letchworth, the world's first Garden City, whilst the eponymous Welwyn Garden City HA was founded fifty years later for the same purpose. Today, First Garden Cities Homes is a modern, dynamic 2400 homes housing association with an active development programme and deep roots in its communities. Our current contract for the Grounds Maintenance and Gardening Services services expires on 31/12/2026 and there is no option to extend or renew in a manner compliant with the Procurement Act 2023. We are now starting the process of procuring a new contract to provide the services. A GIS mapping project has already been commissioned to ensure that we have the most accurate information available about the scope and volume of the works at approximately 65 locations across North Herts and Beds. This will be completed prior to tender publication and form part of the tender pack. We are now accepting expressions of interest for participation in a market engagement exercise ahead of publishing a tender. The Grounds Maintenance requirement will be divided into two lots of broadly similar volume, organised by geography, to create a manageable scale of delivery for providers of different sizes. On 3rd September the decision was taken to add a 3rd lot for the provision of planned and responsive tree maintenance services across all of our properties. The relevant CPV codes have been added to this notice. Our homes sit within a Garden Cities context, and the appearance and condition of the grounds are central to the identity of these places and to the pride residents take in them. A consistently high quality, well presented standard of finish is therefore essential, and we do not believe this can be achieved through solely unskilled labour. We will expect at least some of the operatives attending site on every occasion to hold relevant horticultural qualifications or demonstrable equivalent experience, and we are interested in how providers structure and deploy their workforce to meet this standard reliably. Environmental responsibility and social value matter to us. We welcome approaches that advance environmental initiatives across our sites, and we are keen to understand how SMEs can be supported to compete to further our social value aims. We also invite innovation. We want to hear how providers would bring new methods, technology and ideas to improve quality, efficiency and sustainability. We have recently concluded a consultation exercise with our residents to understand the levels of quality and detail they expect from the service, and the outcome of that work will inform our final specification. Once this is complete we will contact interested parties to arrange meetings to give potential suppliers the opportunity to shape this procurement. **************************************** NOTE: This notice has been amended in order to include the 3rd Lot for Tree Services. If you have previously registered your interest and received an acknowledgement, you do not need to do so again.
The Defence AI Model Arena is opening a new competition for suppliers developing computer vision (CV) capability relevant to UK Defence; this use case is sponsored by the Rapid AI Delivery Taskforce (Taskforce RAID). We are looking for suppliers who can demonstrate strong model performance against a military object detection use case and who are interested in working collaboratively with Defence to improve that capability using representative data and feedback from live exercise activity. The competition will use the Model Arena’s “demonstration by doing” approach: suppliers will be assessed on how their models actually perform against the use case, rather than on written proposals alone. The use case is to develop and deploy the CV – based components for autonomous drones in the land domain, operating within an AI enabled drone swarming system. This phase is focused on establishing an effective baseline for experimentation and iterative deployment. The intention is to evolve this capability and implement other sensing-specific AI domains and multiple layers of decision-making behaviour; any potential successful supplier would be a core component of an industry co-creation ecosystem. Why take part: - The Model Arena gives suppliers an opportunity to demonstrate capability directly against a real Defence requirement and receive evidence-based feedback on model performance. - For suppliers progressing to Stage 2, it also provides an opportunity to work much more closely with the Defence user community, understand the operational problem in greater depth and develop capability using increasingly representative data. - For successful suppliers selected for Stage 3, it provides the ability to rapidly develop models and demonstrate suitability for continued co-creation. - The intent is to create a level playing field for suppliers while helping Defence identify the strongest technical solutions and teams for continued development. We will hold a supplier drop-in session on: Wed 9 Sep 2026 at 13:00. The use case. 2. Stage 1 dataset and evaluation approach. 3. Technical submission requirements. 4. The Stage 2 co-creation activity. 5. Commercial; and 6. Supplier questions. Suppliers considering entering the competition are strongly encouraged to attend. Please note the session will be recorded and made available on request. Indicative Key Dates: - 9 September 2026 - Supplier drop-in session - 16 September - Stage 1 begins (Suppliers MUST be registered on both the Model Arena and Commercial X dynamic Market – details on how to register are contained within this notice) - 11 October - Stage 1 Concludes - 14 October - Stage 2 begins - 30 October - Stage 2 concludes. Evaluations Begin. - Early 2027 - Stage 3

INTRODUCTION The Ministry of Defence (MOD) (‘the Authority’) is seeking to commission a high quality, accessible and comprehensive Defence Healthy Child Programme (DEFHCP). This will be broadly aligned to the United Kingdom (UK) National Healthy Child Programme (UK HCP) but with key adaptations to meet the specific needs of Defence and its overseas population. The DEFHCP will deliver a 0-19 prevention and care system in partnership with Defence Primary Healthcare (DPHC), Defence Medical Command (DMedC), education, welfare and community services for eligible family members (EFMs) based overseas. The aim is to have an integrated, accessible, and responsive midwifery and specialist community public health nurse(s) (SCPHN) support service that delivers a coherent prevention and early help programme for children, young people, and their families living overseas to improve outcome and reduce inequalities. This will strengthen the governance and assurance of overseas healthcare. Healthcare coordination, delivery and funding for Defence overseas’ populations differs from that which would normally be expected in the National Health Service (NHS) and / or public health programmes in the UK. The DEFHCP is intended to be a programme that is very closely integrated with the primary care system delivered by DPHC Overseas (DPHC(O)), more so than would be normal practice in the UK. This vision is aligned to a more enhanced version of an aspiration in the Governments 10 Year Health Plan and the recent update to public health nursing commissioning guidance , which calls for the inclusion of 0-19 services in neighbourhood health centres to facilitate the clear benefits of co-location and close working relationships between healthcare partners. AIM The DEFHCP aims to deliver a single point of access to clinical public health services providing community midwifery and SCPHN 0-19 services for the overseas population. The aim is to support parents and families through preconception, pregnancy and child development thus improving health outcomes and ensuring that those at risk are identified at the earliest possible opportunity. CYBER The Authority has a duty to protect itself from Cyber threats and now we extend this to Contractors. As an extension of the Government’s Cyber Essentials Scheme the Authority, working together with Industry and other Government Departments, have developed a more robust Cyber Security Model, under the umbrella of the Cyber Security Model 4 (CSM4). All prime Contractors must have the cyber security controls specified in DEF Stan 05-138 v4 (Cyber Security for Defence Suppliers), as appropriate to the cyber risk specified in the Contract. The Authority has conducted a Cyber Risk Assessment (CRA) to determine the CRP applicable to this requirement and has determined it to be Level 1 - Foundation (Reference: RAR- BEFPJNK) as defined in DEF Stan 05-138. To do business with the MOD you must have the cyber security controls required as shown above. The mechanism for demonstrating compliance is through completion of a Supplier Assurance Questionnaire (SAQ). This process must be conducted online in accordance with the guidance provided by CSMv4 on the Gov.UK website. If the Contractor is unable to meet the required CRP requirements it will be required to provide, and have approved by the Contracting Authority, a Cyber Implementation Plan (CIP) to demonstrate an alternative approach to meeting the requirement.
