Il est prévu qu'une partie des ressources de ce financement soit utilisée pour couvrir les paiements relatifs aux marchés de fournitures, travaux, services autres que de consultants et services de consultants à acquérir dans le cadre de ce projet. Description du projet Le projet comprendra notamment les composantes suivantes : Composante 1 : Renforcement de l'environnement des affaires favorable L'objectif de cette composante est d'aider le gouvernement tchadien à entreprendre des réformes politiques visant à promouvoir l'investissement privé et le développement du secteur privé. S'appuyant sur un solide dialogue public-privé, cette composante financera l'assistance technique, la formation et l'achat de biens pour renforcer un environnement des affaires favorable. Composante 2 : Promouvoir la compétitivité et la croissance des MPME Le deuxième volet fournira une assistance technique pour promouvoir la compétitivité et la croissance des MPME. Composante 3 : Promotion de l'inclusion financière et de l'accès au financement Le troisième volet comprend deux (2) sous-volets. Le premier vise à accroitre l'inclusion financière en renforçant la littératie financière des particuliers et des entreprises et en promouvant un secteur de la microfinance plus fort. Le second vise à contribuer à la création d'une institution financière non bancaire (IFNB) offrant des garanties partielles de crédit de portefeuille (PPCG) avec des guichets dédiés aux MPME et aux femmes Entrepreneurs. Composante 4 : Gestion de projet, suivi et évaluation, évaluations d'impact Le quatrième volet financera la gestion du projet, la gestion fiduciaire et des garanties, la collecte de données, le suivi et l'évaluation, ainsi que les études d'impact. Cela comprendra l'assistance technique, les salaires du personnel, la formation, biens et éventuellement loyer pour locaux de bureaux. Dans le cadre de la mise en œuvre du projet, les acquisitions porteront notamment sur : des fournitures ; des travaux ; des services autres que de consultants ; des services de consultants.
