Background: The Haigh High ropes course sits within the regional destination Haigh Woodland Park. The destination is set within Wigan, a 330,000 resident base town within Greater Manchester. The Park is managed by Wigan Council with Be Well (Wigan Council’s in house Leisure & Wellbeing service) operating the High ropes course. The High ropes course was funded by Wigan Council through a phase one transformation of the park in 2016. The phase one investment also featured investment within adventure play, adventure golf, visitor centre and café , a kitchen courtyard within the Stables complex alongside major improvements to the Parking facilities. The ropes course is comprised of a low course with 9 obstacles and high ropes course with 11 obstacles including a 40 m zip line. The tower can also accommodate a range of team building activities. More recently Be Well has invested in a jump bag from the tower to add more variety and depth to the product offer. Details of the offer is available via the web link - https://www.bewelloutdoors.co.uk/locations/haigh-woodland-park.htm The High ropes course at Haigh forms part of a broader Be Well Outdoor adventure offer that combines forest school activities at Haigh, water sports activities at Scotman’s Flash and residential and day activities at Low Bank Ground (on the shore of Lake Coniston). Haigh Woodland Park is undergoing a major transformation with the benefit of secured Heritage Lottery Funding and secured Government grants through the Levelling up Funding programme. Combined the investment exceeds £50 million. The ambition is to transform Haigh Woodland Park into a cultural destination of national significance whilst retaining the significant local significance and appeal. Visitor numbers currently exceed 500,000 per year and are expected to grow significantly with the introduction of the cultural and commercial offers within the restored Hall, the restoration of key heritage assets and infrastructure, the realisation of the Woodland management plan and the implementation of audience development plans to expand the reach into current and new audience profiles. The Opportunity: Be Well are exploring partnership options to support the evolution of the High ropes product within Haigh Woodland Park. One of the options we are keen to understand is the market appetite to enter into a long-term partnership arrangement on the principle of an invest, maintain and operate model where risk and opportunity is transferred to a trusted operator whilst maintaining a principle of partnership working within the continued transformation of the destination. At this stage we are open to a range of options and welcome comment and insight from the market on the scale and type of investment alongside the form and duration of operational partnership. The future development of the High ropes product within Haigh Woodland Park would require co-ordination with the wider masterplan for the site alongside close co-ordination with the Woodland management strategy to arrive at a suitable phase two product capable of meeting the expected demand whilst being sensitive to the historic landscape. How to Express Your Interest: At this stage we are inviting interested parties to enter informal dialogue so that we can gauge the level of interest and shape the next stage of the options appraisal with the benefit of market insight. To express your interest and to arrange the discussion (on site meeting and virtual meetings can be facilitated) please respond by email to Stuart Holden (Service Lead - Strategic Development and Innovation) at [email protected]. Within the response, please outline the following information: • Company name, registration number & official address • Main contact person and their contact details • Brief details of any sites in which the company operates • A summary of your interest The deadline for the response is close of play on Friday 23rd October 2026.

Yng Nghymru, nodwyd effaith pandemig COVID-19 ar iechyd meddwl plant a phobl ifanc fel blaenoriaeth gan y Comisiynydd Plant yn ei adroddiad ‘Coronafeirws a Fi’ ac fel rhan o Gynlluniau Ail-greu ar ôl COVID-19 gan Lywodraeth Cymru. Mae iechyd meddwl yn faes eang, ond mae pwysigrwydd cefnogaeth effeithiol ar gyfer argyfwng iechyd meddwl i blant a phobl ifanc wedi cael ei amlinellu yn ‘Strategaeth Iechyd Meddwl a Lles 2025 i 2035’, ac ‘Atal hunanladdiad a hunan-niweidio: strategaeth a chynllun cyflawni’ i Gymru. Yn y 6 Awdurdod Lleol a’r Bwrdd Iechyd (Bwrdd Iechyd Prifysgol Betsi Cadwaladr) yng Ngogledd Cymru, gwelwyd cynnydd yn nifer yr atgyfeiriadau, ond hefyd yn eu cymhlethdod oherwydd y trawma mae plant a phobl ifanc wedi’i gael. Yn 2024, amlygodd adroddiad ar y cyd gan y cyrff Arolygu Iechyd, Gofal ac Addysg bod angen gwelliannau mewn cefnogaeth iechyd meddwl i blant a phobl ifanc. For an individual, or individuals, or organisation with suitable experience and staff, holding relevant professional qualification(s) to undertake a review of Childrens Services in North Wales. In Wales, the impact of the COVID-19 pandemic on children and young people’s mental health has been identified as a priority by the Children’s Commissioner in her ‘Coronavirus and Me[JW1.1]’ report and as part of the Welsh Government COVID-19 Reconstruction Plans. Mental health is a broad area, but the importance of effective mental health crisis support for children and young people has been outlined in both the ‘Mental health and wellbeing strategy 2025 to 2035’, and the ‘Suicide prevention and self-harm: strategy and delivery plan’ for Wales. Across the 6 Local Authorities and in the Health Board (Betsi Cadwaladr University Health Board) in North Wales we have seen an increase in volume of referrals but also the complexity due to the trauma that children and young people have experienced. In 2024 a joint report by the Health, Care, and Education Inspectorates in Wales highlights the need for improvements in mental health support for children and young people.

The Essex Carers Hub (formerly the Essex Carers Core Offer of Support (ECCOS)). Essex County Council ("the Council") is committed to delivering high-quality, sustainable and preventative services that improve outcomes for residents and reduce inequalities. The Essex Carers Hub ("the Service") will support these ambitions by ensuring unpaid carers are identified early, recognised, valued and able to access timely support that promotes their wellbeing, resilience and independence. Through partnership working and a strengths-based approach, the Service will help carers improve or maintain their quality of life and prevent the escalation of need wherever possible. The Council is seeking a Provider, or lead provider working with delivery partners, to deliver the Essex Carers Hub, a countywide carers specialist support service that improves the wellbeing, resilience and quality of life of unpaid carers aged 18 and over. The Service also includes a counselling offer for Young Carers and Young Adult Carers under the age of 18 who are referred by Essex Youth Service. For the purposes of this tender a Carer is defined as follows; "A person who provides unpaid care and support to a family member, partner, friend or neighbour who could not manage without that support due to illness, frailty, disability, mental health need, substance misuse or other support needs. All the care they give is unpaid. A carer can be a young carer (under the age of 18) or an adult carer (over the age of 18). That is ordinarily resident in the Council's administrative area" The following services are in scope of this procurement; - Specialist Information Advice and Guidance - Coaching and Counselling - Peer Support Groups - Wellbeing grants (ordinarily up to £300) - Training and Learning Offer - Single Point of Contact - Employment support (2 year pilot) Please note that authority for carers assessments and personal budgets will still remain with the Council. The services shall be available to Carers resident within the administrative area of Essex County Council, but will have the scope to be expanded to the administrative areas of Southend-on-Sea City Council and Thurrock Council. Following feedback from Carers and the market, the contract is being tendered as a single contract rather than being divided into lots. Carers have expressed a preference for a consistent and co-ordinated service, with clear accountability and minimal disruption. This approach would support continuity of service as it is expected that carers will access more than one of the service elements at any one time, as well as clearer communication and a consistent approach to meeting Carer needs. Please note the contract value includes circa £500k per year available for the provision of the Wellbeing Grants that will be administered by the Provider.
