Develop and Supply an Interactive online Nature Finance Project Development game

A self-contained nature finance game that allows players to virtually develop nature recovery projects funded using private and blended finance. Using the GFI Investment Readiness Toolkit as a framework the game will start by presenting players with options such as whether they want to play a seller or buyer, followed by various seller or buyer scenarios. Once a player has picked a role they will be taken through the process of developing a nature recovery project using private and blended finance from the start through to signing legal documents and the work starting on the ground. They will do this by working through a series of scenarios. They will have to complete every scenario satisfactorily to be able to move onto the next scenario. Reasons for not completing a scenario properly will be given, as will explanations of why they have completed a scenario correctly. Where possible there will be more than one correct way to complete a scenario. The game will be for Natural England so will focus on the roles that NE staff are likely to play at each stage of a projects development but will also be able to be used by Environment Agency and Forestry Commission staff carrying out nature finance related roles.

Trackside Acoustic Detection System (TADS)

Chiltern Rail Limited (Chiltern) is undertaking preliminary market engagement to support the planned replacement of its existing Trackside Acoustic Detection System (TADS). TADS has been used by Chiltern since 2015 to monitor the health and condition of axle bearings and other bogie mounted rotating components. TADS is a wayside system developed by “Transportation Technology Centre Inc” (TTCI) for the purpose of detecting defective railroad bearing prior to failure. This system uses microphone-based technology to collect the acoustic signature of each bearing on a passing train. This data is processed thorough a collection of algorithms to identify defective bearings. The resulting information is used to drive critical safety, business and operational decisions. TADS is becoming unreliable and has suffered several outages more recently therefore Chiltern is seeking information from the market regarding potential solutions and delivery approaches for its replacement. The scope of requirement may include: • System design and Network Rail approval. • Decommissioning existing equipment and making the site safe. • Civil engineering where required for the new equipment. • Instillation of new equipment. • User interface/software package. • Ongoing maintenance and support. Further requirements are detailed within the draft specifications included within the documents provided. The purpose of this RFI is to: • Understand the solutions and delivery models currently available in the market; • Determine whether the requirement is best delivered through lots or separate procurements; • Test and refine the draft functional and non-functional requirements; • Understand implementation; • Obtain indicative pricing and commercial information; • Identify likely implementation timescales, dependencies and risks. The estimated contract value, contract duration and final procurement structure have not yet been determined. Suppliers are therefore being asked to provide information on available commercial models, indicative pricing, implementation timescales and the main factors affecting cost. This is preliminary market engagement only and does not constitute an invitation to tender or a commitment by Chiltern Railways to commence a future procurement. The purpose is to help Chiltern understand market capability and develop its requirements, commercial approach and procurement strategy, which is consistent with the intended function of preliminary market engagement under the Procurement Act 2023.

Dry dilution refrigerator with anti-vibration system for mK scanning probe microscopy

NPL is seeking a solution for a new dry dilution refrigerator (“the system”) in which scanning probe microscopy experiments will be carried out at mK temperatures on live superconducting quantum circuits. NPL wishes to use the system for atomic scale scanning tunnelling microscopy and atomic force microscopy. As such, the system must provide a low vibration and high coherence environment (light tight mixing chamber volume). Significant emphasis will be placed on the lowest possible vibration levels that can be achieved. It is anticipated that a solution provides both a mK vibration isolation system and various vibration mitigation measures at room temperature. The scope includes the dilution refrigerator having a low-vibration experimental platform at mK temperature, the experimental wiring tree to the mK experimental platform, and any room-temperature or low-temperature vibration reducing measures, any gas handling system, vacuum pumps or electronics required to operate the system. The system does not include the scanning probe microscopy unit itself, this will be provided and integrated by NPL. In the below we denote “the mixing chamber plate” as the standard plate of the dilution refrigerator that reaches the specified temperature and cryogenic performance. We further specify an “experimental plate” which may be the same as the “mixing chamber plate” in some implementations, but it may for some vibration isolating solutions be a separate plate on which the experimental scanning probe system and apparatus is mounted. It is in that case assumed that the experimental plate is thermally anchored to the mixing chamber plate and reaches the same base temperature, and sits within the enclosed mixing chamber shielded volume. Description • A “dry” pulse tube cooled dilution refrigerator that does not use liquid nitrogen or liquid helium to achieve cooling to 4 Kelvin. • The dilution refrigerator shall reach a base temperature of 20 mK or less at the vibration-isolated experimental platform, and the dilution refrigerator shall have a cooling power at 100 mK of 400 microWatts or more. • The experimental space below the experimental plate (if not the same as the mixing chamber plate, if e.g. a mK vibration isolation solution is used) shall be at least of diameter 360 mm, with a vertical height available for custom experiments of at least 300 mm. • The experimental plate shall be able to hold an experimental load of up to at least 1.5 kg, for custom experimental apparatus NPL wishes to install. Higher load will score higher. • Of particular importance is the achieved vibration levels at the experimental plate at 20mK or less, which shall have a demonstrated vibration level both horizontally and vertically during continuous operation of the dilution refrigerator as follows: o Any individual peaks in the vibration spectrum (horizontal and vertical) measured from 10 Hz up to at least 1000 Hz not exceeding a peak-to-peak displacement of 0.5 nm/rtHz. o An integrated noise power spectral density in the frequency range 1-10 Hz shall not exceed a root mean square amplitude of 10 nmrms. o The scoring in the evaluation of supplier bids will be heavily weighted against rewarding bids that significantly exceed the above minimum requirement specifications for vibrations. o NPL recognises that laboratory vibration levels may differ and as such will set the requirement that the above vibration levels shall be achieved in factory testing, with NPL staff present during final testing to witness compliance. o Any cold vibration isolation solution must remain well-thermalised and reach a base temperature of 50 mK or less and capable of conducting the active heat loads from piezoelectric nanopositioners. In order to achieve these specifications the supplier may chose to include a range of different solutions, and may work with other suppliers to provide external (room temperature) or internal (mK) vibration isolation solutions. No such solution shall be reg…

SEND Mediation and Disagreement Resolution Service

Rotherham Borough Council (RBC) are running a single procurement process that will result in the commissioning of an impartial SEND Mediation and Disagreement Resolution Service. 1The Children and Families Act 2014 (the "Act"), Chapter 6 sets out requirements regarding appeals, mediation and disagreement resolution for children and young people in England with special educational needs or disabilities (SEND). The Act was followed by the Special Educational Needs and Disability Code of Practice 2015: 0 to 25 years. This Statutory Code of Practice sets out the guidance for organisations who work with and support children and young people with special educational needs and disabilities explaining their duties and responsibilities under Part 3 of the Act, details of the legal requirements that must be followed without exception and statutory guidance that must be followed by law (unless there is a legitimate reason not to). Both the Act and Code of Practice outline: • Early resolution of disagreements at a local level, • Independent disagreement resolution arrangements which local authorities must make available for disagreements across special educational provision, • Independent mediation arrangements which parents/carers and young people can use before deciding whether to appeal to the SEND First Tier Tribunal and for health and social care complaints in relation to Education, Health and Care Plans (EHCPs), • Conditions for appealing to the Tribunal or making disability discrimination claims. In addition, The Special Educational Needs and Disability Regulations 2014 set out in detail what is required by Local Authorities (LAs) for assessing the Education, Health and Care (EHC) needs of children and young people and, where necessary, drawing up EHC plans including the requirements regarding mediation and appeal. In order to ensure strong quality standards the Service Provider must be a Registered Provider with the Civil Mediation Council and ensure that all Mediators are trained, qualified and experienced and must be included on the SEND Mediator Register. The Service Provider must also provide a commitment to comply with any additional professional standards developed as a result of the SEND reforms. The Service Provider will provide confidential, independent and impartial mediation advice and Mediation and Disagreement Resolution Service to Service Users within the Rotherham borough in order to assist the discharge of statutory obligations under the Act and the Code of Practice. The Service Provider will ensure that the Service is: • Independent, confidential and impartial to Service Users, • Flexible yet cost effective, enabling Service Users to access the Service they need, when they need it. This Service should be a hybrid model with online mediation as the default. In providing the Service the Service Provider must ensure that it, and its staff: • Adhere to the agreed timetable throughout the process, • Demonstrate trauma-informed, parent-centered practice, • Seek feedback from Service Users to inform and influence service development as well as providing evidence of user satisfaction improvements, • Tailor the Service to individual Service User needs and especially in reference to groups with protected characteristics as defined in the Equality Act 2010, • Is a Civil Mediation Council (CMC) registered Provider and • Use only Mediators registered with the CMC. The current SEND reform programme and associated DfE policy development present a known risk which may necessitate future modifications of the contract. Whilst the final legislative and operational requirements are not yet fully defined, the reforms may result in changes to statutory mediation requirements, dispute resolution pathways, Individual Support Plan (ISP) arrangements, referral volumes, eligibility criteria, performance measures, reporting requirements, multi-agency working arrangements, and the respective responsibilities of Local Authorities, schools and …

Manchester City Council is inviting organisations to participate in a Preliminary Market Engagement exercise regarding a review of statutory and non-statutory Advocacy service delivery. Please note the following explanation of the Council’s approach to preliminary market engagement; the core principle for underpinning our approach is to ensure probity be maintained throughout the process by strict adherence to the following guidelines: All potential suppliers are informed that they are invited to participate in soft market testing Any information provided by the authority to a supplier participating in preliminary market engagement will be shared with all suppliers participating in the exercise. Any information provided by a supplier participating in preliminary market engagement will be deemed as commercially sensitive and handled by the authority in such a manner as to ensure commercial confidentiality is not violated. Any information provided by a supplier participating in preliminary market engagement will not be shared with any third party without the express permission and written consent of the participating supplier. The preliminary market engagement exercise is to be undertaken to ascertain if the Council wishes to proceed to a competitive tender process and if so will help inform the design of any future procurement process and will assist the Council to shape their requirements to ensure that they obtain the best solution to meet their needs and that will be most attractive to the market to ensure as much competition as possible. If the outcome of the preliminary market engagement is such that the authority decides to go out for a competitive tender (N.B: the Council reserves the right not to do so if it so decides or to utilise other procurements routes open to it such as pre-tendered national/regional/other frameworks), then all suppliers who have participated in the preliminary market engagement will be notified of the tendering opportunity. Participation in the preliminary market engagement does not mean that you will automatically qualify for the tender opportunity and all prospective tenders, irrespective of previous participation, will be required to register and meet the conditions of participation of the tender at that time. Overview Manchester City Council / Manchester Local Care Organisation is undertaking a review of its Advocacy Services arrangements in advance of the current contract ending on 30th September 2027. Advocacy providers are invited to attend a Preliminary Market Engagement workshop via Teams (to be held at 3pm on Tuesday 20th October 2026) to discuss the matters outlined below. To help shape and inform the structure of the workshop, attendees are asked to complete a supplementary survey via The Chest e-procurement portal, which should take approximately 10-15 minutes to complete. This preliminary market engagement exercise will help us gain insight on current challenges, opportunities, future demand pressures, and considerations for the development of a future Advocacy services model. This engagement exercise is open to organisations that currently provide statutory and/or non-statutory Advocacy services - Providers do not need to currently deliver services within Manchester to participate. No decisions have been made regarding the future service delivery model at this stage, and feedback gathered through this engagement process will be considered alongside current Advocacy service performance, demand analysis, financial information, benchmarking activity, and statutory requirements before any future commissioning decisions are taken. The Council's key priority going forward is to ensure a sustainable, effective and responsive Advocacy provision, which enables positive outcomes for citizens.
