VCSE Prevention and Infrastructure Development 2027/28

East Riding of Yorkshire Council is undertaking preliminary market engagement in relation to a proposed one-year VCSE Prevention plus 6 month extension and Infrastructure Development Contract commencing on 1 April 2027. The proposed arrangements will maintain continuity of essential VCSE support while enabling the Council and the sector to develop and test longer-term approaches to collaborative working, prevention and investment across the East Riding. The Council is currently considering a coordinated service with three connected requirements: Prevention and resilience grant administration: Administering relevant funding under the proposed VCSE Prevention and Investment Framework. The delivery of resilience and community coordination activity for residents, alongside grant decision-making process, grant payments, due diligence checks, performance monitoring, reporting and gathering intelligence. VCSE infrastructure and organisational development: Support offer for VCSE organisations, organisational development, governance support, volunteering, leadership and training, funding advice, and strategic sector representation. Independent VCSE Participatory Research: An independent piece of work focused on listening to and understanding the sector and working with it to shape what a future East Riding VCSE model could look like from April 2028 onwards. A separately funded Inclusion Health function is also currently delivered through the existing contract. The Council is seeking views on whether this should sit alongside the infrastructure requirement or be separately priced as an additional requirement. The Council is seeking views on the proposed scope, deliverability, market capacity, indicative costs and procurement structure, including the appropriate separation and boundaries between the requirements. The Council also wishes to understand how smaller, specialist and locality-based VCSE organisations could participate meaningfully in delivery and governance, and how the proposed arrangement could reflect the geographical size and diversity of the East Riding. The one-year arrangements are intended to maintain continuity while informing the Council’s longer-term commissioning approach. Participation in the engagement process or appointment to any transitional requirement will not guarantee the award of future contracts. The proposed scope, budget, contract value, procurement structure and timetable remain indicative and may change following preliminary market engagement and the Council’s internal financial, legal, procurement and governance approvals. This notice does not constitute a call for competition or a commitment by the Council to proceed with the procurement.

LHP572 Housing, Asset, Repairs and Compliance Management Solution

Lincolnshire Housing Partnership (LHP) is a greater Lincolnshire based housing association created in April 2018. LHP is a charity regulated as a Community Benefit Society and a not for profit housing provider regulated by the Regulator for Social Housing. LHP’s Data and Technology Strategy 2026–2029 sets out LHP’s vision to become a digitally confident, data-driven housing association by March 2029, supported by a sequenced three-year roadmap structured around three phases: Foundations (Year 1, 2026/27), Transformation (Year 2, 2027/28), and Innovation (Year 3, 2028/29). The strategy has one overriding objective: to give LHP the technology and data foundations it needs to achieve and sustain a C1 Consumer Standard grading, with a target of March 2027. The most important implication is that LHP needs a modern, integrated housing and repairs platform, supported by a clear integration architecture and a stronger data foundation.  Core Systems — a modern, integrated core housing and repairs platform at the heart of operations, supplemented where necessary by specialist capability that is tightly integrated into the target architecture, replacing our Housing Management System alongside a fit-for-purpose finance system and consolidated service charge platform.  Data Foundation — the Data Warehouse as a single source of truth, with Power BI as the reporting and analytics layer and governance embedded through the Data Stewards.  Integration Layer — an API-first architecture with a strategic integration partner, removing manual re-keying between core systems, with the integration architecture agreed before any new system is procured.  Customer & Colleague Experience — a fully AI-enabled CXone contact centre, an enhanced customer portal integrated with the new HMS, and mobile-first field working tools. Within this roadmap, the HMS/Digital Repairs Options is a priority Year 1 initiative. The decisions taken through this appraisal will shape the future platform architecture, the integration approach, and the sequencing of wider change across the strategy period. This project is associated with the procurement of a solution for a Housing Management System, Repairs Platform and Dynamic Scheduling tool. London's VRU Boys, Young Men and Future Fathers Support Services

Project Background: Research commissioned by the Greater London Authority on Understanding the Manosphere (2025) found that many boys and young men are navigating increasing uncertainty around identity, masculinity, purpose and belonging. Evidence suggests that social isolation, loneliness, limited access to trusted adults, and exposure to harmful online content can increase vulnerability to misogynistic and harmful online narratives. At the same time, research highlights that boys and young men are seeking guidance on issues such as relationships, identity, wellbeing and masculinity, often in online spaces that can expose them to harmful or misleading content. Emerging evidence indicates that strengthening critical thinking, digital literacy and opportunities for open discussion and reflection can help young people to better understand, question and challenge harmful content and online influences. Research also demonstrates the importance of trusted relationships, positive male role models, supportive peer networks and meaningful offline spaces as protective factors that support healthy identity development, resilience, wellbeing and positive relationships. These opportunities can help boys and young men explore identity, belonging, relationships and different experiences and expressions of masculinity in safe and supportive environments. This evidence sits within a broader context of concern about the impact of online misogyny and harmful online narratives on both boys and young men and on the safety and wellbeing of girls and young women. Research highlights increasing exposure to misogynistic content online, the role of algorithms in amplifying harmful narratives, and the importance of early intervention approaches that build critical thinking, digital literacy, emotional wellbeing and healthy relationship skills. Evidence also highlights the value of creating spaces where boys and young men can explore identity, belonging, relationships and masculinity, reflect on the influences shaping their views, and develop resilience to harmful online content and messaging In response, the Mayor has launched a programme of activity to challenge harmful online narratives and support boys and young men to develop confidence, resilience and a strong sense of identity. In June 2026, the Mayor warned of the risk of a "lost generation of young men" if the growing influence of harmful online content is left unchecked, announcing a package of interventions to strengthen support for boys and young men at home, in schools and across communities. The Mayor's polling found that only 15% of Londoners believe boys and young men have access to enough positive role models, reinforcing the need for investment in trusted adults, mentoring and positive influences. The VRU is leading the development of this programme of interventions. Through mentoring, workforce development, support for fathers and carers, and preventative work in education settings, the programme aims to strengthen critical thinking and digital literacy, increase access to positive male role models and trusted adults, support boys and young men to explore identity, belonging, relationships and masculinity, and reduce vulnerability to exploitation, violence and harmful online influences. Scope of delivery The programme will be structured into three complementary lots as summarised within this notice.
