In order to support our Growth Strategy priorities of increasing clean, renewable energy and decarbonising homes across the region by 2035, the West of England Combined Authority (WECA) is exploring facilitation of a Collective Solar Photovoltaic (PV) Purchasing Scheme for local authorities within our region. The aim of this early market engagement exercise is to determine whether there is a market to help residents, SME buildings, community venues and places of worship purchase "Supply and Fit" PV arrays, battery storage, and electric vehicle (EV) chargers at an affordable price from accredited installers. The contractor will handle customer service, vet installers and provide regional capacity for rollout of solar PV, plus provide relevant project data to WECA. The contractor will deliver a collective purchasing Scheme for the supply and installation of photovoltaic panel (PV) systems for householders to enable them to take advantage of discounted panels via collective purchasing, with options for battery storage and electric vehicle charging. The Contractor will set up an online platform to facilitate the collective purchasing scheme by allowing 3rd party suppliers to bid for work for which householders have registered interest. Supply and installation contracts shall be between the Contractor and the Household/establishment. The Contractor will pay the Authorities a commission for every successful installation completed. The supplier will deliver and install at least 500 domestic solar systems across the West of England by 31 September 2027. The supplier will be expected to work with the Combined Authority to maximise customer access to the scheme and delivers Equality, Diversity and Inclusion (EDI) outputs. The planned contract start date is 15th January 2027. This contract is categorised as a below threshold concessions contract as the Authorities are not able to commit or guarantee any orders. This Preliminary Market Engagement Notice is not a call for competition. Responses will inform our procurement strategy, which may or may not include a future competitive tender process. Suppliers may be invited to participate in further engagement activities, including demonstrations or clarification sessions. DHSC is undertaking preliminary market engagement to understand supplier interest, capability and capacity to deliver a Leadership Development Programme for new and aspiring Directors of Adult Social Services (DASS). This exercise gives potential bidders an opportunity to review the requirement and provide market feedback to help DHSC develop the final Invitation to Tender (ITT) fairly and transparently. The government recognises that its significant ambitions for adult social care reform and improvement will require strong leadership at local level. We need to ensure that new and aspiring DASSs are equipped with the confidence and capability to harness the benefits of reforms and to deliver improvements in outcomes for residents. In order to develop leadership capacity, support career progression and enable reform and improvement across adult social care, we are exploring a new leadership development programme for new and aspiring DASSs. The proposed Leadership Development Programme for adult social care aims to help develop adult social care leadership capacity and capability, specifically amongst those new to leadership. The programme should support up to 50 participants across two streams, one for aspiring DASSs and one for those recently appointed to the role. Its aims are to: • Rapidly equip a cohort of aspiring DASSs with the necessary capability and confidence to be exemplary leaders. • Support a cohort of new to post DASSs to develop their capability and confidence–contributing to improving attrition rates within the sector by helping DASSs remain in post for longer periods. • Support DASSs to drive sustainable, strategic improvement in councils. • Help to increase the number of councils rated as ‘Good’ and ‘Outstanding’ in the CQC’s local authority adult social care assessments. Although this PME is being made available via the open market, DHSC currently expects to conduct the procurement through the GCA Learning and Training Services Dynamic Purchasing System (DPS), RM6219. We have identified this as our proposed route to market due to the benefits it provides for both DHSC and potential bidders. Organisations wishing to participate in any tender which may follow this market engagement, should ensure they are registered on this DPS. If the DPS is used as the procurement strategy, only suppliers listed in the DPS according to the specified filters will receive an ITT. DHSC is also keen to maximise opportunities to participate in procurement for Small to Medium-sized Enterprises (SMEs) and Voluntary, Community and Social Enterprises (VCSEs). Consideration will be given to collaborative bids. Contract Value: The estimated total value of the contract is up-to £909,000 excluding VAT, £1,090,800 including VAT. The funding is expected to be divided broadly equally between the two financial years, reflecting the substantial work required to develop and mobilise the programme rapidly during the final quarter of 2026/27 and to support delivery throughout 2027/28. Contract Term: A term of 15-months. The programme is expected to commence in January 2027, with programme evaluation to conclude in March 2028. There is not expected to be an option to extend at this stage. Disclaimers - this PME: • Does not signify the commencement of a competitive procurement. • Does not constitute any commitment by the Department of Health and Social Care to procure services. • Does not create any obligation on the Department. • Does not provide a competitive advantage to any suppliers engaging with DHSC at this early stage, and DHSC will ensure equal treatment of all interested parties at all times. Any funding estimates referenced are indicative only and subject to change. The Department makes no commitment at this stage to the final scope or funding envelope of any future contractual activity.

Derbyshire Dales District Council (The Council) is currently considering a range of potential delivery models for the future provision of its waste and recycling collection service. As part of its service review, the Council is assessing which delivery model is best placed to meet its strategic objectives, statutory obligations, service requirements and value for money considerations. This Pre Market Engagement exercise (PME) is intended to gather information from the market in relation to the following delivery models only: • A single supplier contract for the provision of waste and recycling collection services; and • A joint venture arrangement between the Council and a private sector partner, through which a jointly owned company would operate the waste and recycling collection service. The Council has not reached a decision on its preferred delivery model and reserves the right to consider alternative delivery options outside the scope of this engagement. The Council is conducting this PME in accordance with Sections 16 and 17 of the Procurement Act 2023. Information obtained through this process may be used to inform the Council's future procurement strategy and contract requirements. The Council will take appropriate steps to ensure no supplier obtains an unfair advantage through participation in this engagement and may share relevant information arising from the engagement with all prospective suppliers in any future procurement. Participation in this process is entirely voluntary and non-binding and shall not prevent any supplier participating in a future procurement process.

West Northamptonshire Council (the Authority) is acting as lead authority and running this procurement on behalf of the EM Lawshare (EMLS). This procurement is being conducted in accordance with the Procurement Act 2023 and is being conducted through the Competitive Flexible procedure to identify the Potential Suppliers for the requirement. This is a Light Touch procurement. EMLS is a consortium of public bodies (the Consortium) that have been procuring legal services frameworks over the last 20 years. This procurement is for a new framework agreement to replace an existing one that is expiring on 31 March 2026. Contracting authorities will be required to be members of the Consortium in order to use the new framework agreement. There are just over 240 contracting authorities signed up as members to use the existing framework agreement. 82% of these are local authorities and parish councils located in England and the remaining 18% is made up of wholly owned local authority subsidiary companies, blue light services, park authorities, combined authorities, NHS bodies, police and crime commissioners, universities and colleges. A full list of current members signed up to use the existing framework can be seen by using this link to the EMLS website: https://emlawshare.co.uk/directory/ The number of contracting authorities signed up to use the current framework has grown significantly from the number using the initial framework set up 20 years ago when seven local authorities in the East Midlands initially started undertaking procurements as a consortium. The range of users has also spread geographically so it now extends country wide and includes some of the largest local authorities in the country such as: Birmingham, Leeds, Bristol, Nottingham and Sheffield City councils and Cornwall, Kent, Somerset, Derbyshire, Oxfordshire and North Yorkshire councils. The EMLS has now formalised its consortium arrangements in the form of a new Consortium Agreement intended to strengthen the consortium's governance arrangements in anticipation of this tender for a new framework. The agreement is available on the publicly accessible part of the EMLS's website so that any bidder interested in understanding the EMLS's governance and operating arrangements can view it - see [Insert link to webpage]. All contracting authorities (as defined in the Procurement Act 2023) in England & Wales will be eligible to join the Consortium, either before or during the term of the new framework agreement, to have access to use the framework. Contracting authorities that are not local authorities require approval of the Consortium Board to join the Consortium, whereas local authorities do not. The closed framework agreement will deliver legal services to members of the Consortium. These services will sit under ten areas of work. These include every major category of work dealt with by local authorities other than child care work. The scope of the services is further detailed in the Specification. The framework agreement will not be split into lots as the appointed firms are required to be able to respond to requirements across all of the ten areas of work. The framework agreement will have 10 private law firms appointed to it. The framework agreement will have a maximum total value of £1 billion (exclusive of VAT) for the delivery of the requirements as set out in the Specification. The framework agreement will not bind any Consortium member to use the appointed firms nor will any guarantee be given as to the minimum levels of work which will be awarded under the framework. The Consortium will during the course of the framework agreement charge appointed firms a management fee calculated as a percentage based on a sliding scale of the income they invoice to Consortium members each year (net of VAT and disbursements), as detailed in the Invitation to Tender. AWS is facing unprecedented challenges due to climate change, population growth and environmental constraints. These challenges include more frequent droughts, increased demand for water, and the need to reduce water abstraction from environmentally sensitive areas. To address these challenges, the Water Resources East regional planning and the Water Resource Management Planning of Anglian Water and Cambridge Water have selected the Fens Reservoirs (FR) and Lincolnshire reservoir (LR) schemes as low-regret Strategic Resource Options (SRO) to improve water security and meet societal and environmental outcomes. The reservoirs will provide safe, resilient supplies of drinking water, as well as environmental, socioeconomic, leisure, and wellbeing benefits for the communities they serve. FR and LR will be delivered to the benefit of both AWS and Cambridge Water (CWC) customers. The FR and LR and associated assets (abstraction, treatment and transfers) are being progressed through the fast-tracked delivery framework overseen by the Regulators' Alliance for Progressing Infrastructure Development (RAPID), and each is proposed to be a Nationally Significant Infrastructure Project (NSIP) seeking consent through the Development Consent Order (DCO) regime. Due to the size and complexity of the programme, Specified Infrastructure Project Regulations (SIPR) is the preferred delivery model for the reservoirs. SIPR was introduced by the UK Government in 2013 as a mechanism for an alternative approach to financing and delivering large and complex water and sewerage infrastructure projects. Under SIPR, the Secretary of State (SoS) or Ofwat (under delegation from the SoS) may specify an infrastructure project for delivery under a "project licence" by a third party where certain conditions are met. Early Works are the preparatory activities; site investigation works and construction tasks to be completed prior to Development Consent Order (DCO) determination and commencement of Enabling Works and Main Construction Works. The works will comprise preparatory statutory, technical, and construction activities required to support the obtaining of the necessary consents prior to DCO determination. Anglian Water are considering the following activities as part of the EWP Framework scope where the EWP will act as the Principal Contractor (PC), where it is reasonably practicable. Principal Contractor Services – Overall site coordination, health and safety management, logistics and contractor management. Duty under CDM. Site Management & Logistics – Site operations, welfare, security, access management and logistics controls. Site Establishment & Compounds – Establishment and operation of site compounds, welfare facilities and supporting infrastructure.
