North West Ambulance Service NHS Trust (the Trust) is undertaking a second stage of preliminary market engagement for its proposed Integrated Core Systems procurement. The requirement is intended to provide Computer Aided Dispatch (CAD) capability across 999, NHS 111 and Non-Emergency Patient Transport Services, together with Electronic Patient Record (EPR) capability for frontline and remote clinicians. The Trust’s current preference is to procure a combined solution covering both CAD and EPR through a single contractual delivery model. However, no decision has been made regarding the final procurement structure and the Trust is seeking feedback through this engagement to inform that decision. This could be delivered by one supplier providing the full solution, or by a prime contractor taking overall responsibility while working with one or more delivery partners to provide the other element. The Trust is using this engagement to test whether the market can support that preferred outcome with sufficient competition, affordability, deliverability and clear end-to-end accountability. The Trust has not made a final decision on whether the procurement will be presented as one combined requirement or divided into separate EPR and CAD lots. Separate lots remain a potential alternative if the engagement indicates that a combined approach would materially restrict competition, create affordability concerns or reduce the Trust’s ability to proceed with part of the requirement should its circumstances change. Any future lotting, packaging and award approach will be confirmed in the tender documents. Purpose of Stage 2 preliminary market engagement • Establish which suppliers can deliver the complete combined CAD and EPR requirement, either independently or through a prime contractor, consortium, subcontracting or other partnership model and understand market interest in separate EPR and CAD opportunities if the Trust decides not to procure the requirement as one combined package. • Obtain feedback on the proposed competitive flexible procedure, timetable, demonstrations, potential dialogue and negotiation activities and other aspects of procurement design. • Support specification development and assess market readiness through discussion of themes and challenges arising from current system use. These discussions will take place through 1:1 supplier meetings. Potential delivery and procurement models The Trust wishes to test the following indicative models. They are not ranked tender options and do not represent a final lotting decision: 1) Combined solution from one supplier Description: One supplier provides both CAD and EPR under one contract. Purpose of market testing: Test whole-solution capability, competition and affordability. 2) Combined solution led by a prime contractor Description: A prime contractor provides one or both elements and takes contractual responsibility for partners or subcontractors delivering the remaining capability. Purpose of market testing: Test appetite for partnership delivery, integration and end-to-end accountability. 3) Separate EPR and CAD contracts or lots Description: EPR and CAD are procured separately with defined interoperability and shared delivery obligations. Purpose of market testing: Test fallback competition and interest if a combined approach is not adopted or cannot proceed. NHS Pathways NHS Pathways is integral to the Trust’s current operational model and is used as its primary telephone triage system. The Trust’s current intention is that any CAD element, whether delivered within a combined solution or through a separate CAD arrangement, will be required to support the use of and integration with NHS Pathways. The Trust is considering NHS Pathways compatibility as a mandatory requirement. The final requirement and assessment method will be confirmed in the procurement documents. Information requested from the market • Whether the supplier can provide the complete combined CAD and EPR s…
The Council has an on-going requirement to procure Adult Supported Living Services. The Services will support vulnerable adults to live in their own homes and to play an active part in their communities as much as they are able. The Self-Directed Support (SDS) regulations offer Supported Persons a choice of provider to an extent not available through a Framework or a Dynamic Purchasing System (DPS) therefore the Council is utilising an innovative Procured Service Arrangement (PSA) under the Light Touch Rules contained in Regulations 74 – 76 of the Public Contract (Scotland) Regulations 2015. The PSA will allow providers to be added over its 15 year term, this will facilitate Supported Person's choice.

In response to growing demand on Adults’ Health and Care services, it has been identified that additional capacity is required to support individuals who would benefit from preventative or lower-level interventions. This new service will take account of learning from the previous service and aims to build on its successes. It retains several of the key features of the previous service such as community-based workers delivering short- term, holistic interventions to individuals and supporting them to reduce debt and maximise income and to navigate and access services across the community as well as the health and care system to build greater financial resilience. The new service will retain these core principles while introducing several developments designed to strengthen outcomes, improve sustainability, and respond to emerging local and national priorities. A key change is the move to a county-wide delivery model operating through four geographical clusters. This approach will provide greater consistency of service across Hampshire, create larger and more sustainable contract opportunities for providers, and support improved outcomes through a more coordinated service structure. The service will continue to adopt a strengths-based approach, working alongside individuals to build on their existing skills, networks, and community assets to improve independence and resilience. A further enhancement of the service is its emphasis on supporting individuals to navigate and access coordinated support across a broad range of local services. This recognises that financial hardship is often linked to wider social, health, and wellbeing challenges. The service will support individuals experiencing financial difficulties to access specialist financial advice where required, alongside services that promote employment, volunteering, and pathways towards work. It will also provide support for individuals living with dementia, those awaiting assessment, and their carers, helping them to access preventative support and improve long-term financial resilience. As with the previous service, support will also be available for individuals already known to Adults’ Health and Care whose circumstances are particularly complex and who would benefit from additional non-statutory support alongside statutory provision. Building on the previous model, the new service will broaden the scope of interventions available to include activities that support population health objectives. This may include facilitating access to smoking cessation services, substance misuse support, domestic abuse services, and other specialist interventions that can improve health, wellbeing, and financial resilience.

South Tyneside is a vibrant coastal borough in the North East of England, with a strong commitment to supporting residents to live healthy, independent and fulfilling lives. The Council works in close partnership with health, voluntary and community sector organisations to deliver person-centred care that reflects the diverse needs of local people, particularly older residents and those with complex needs. There is a well-established focus on strengths-based practice, early intervention and reducing inequalities, underpinned by integrated working with NHS partners and a shared ambition to improve outcomes across the system. Service Providers play a key role in shaping future provision, contributing to a sustainable local care market that supports people to remain in their own homes and communities wherever possible. The Council currently operates three HTLAH Zones in the borough, at contract inception there were four Providers, offering marketplace flexibility, whilst ensuring the needs of residents could be met. The aim of the HTLAH service is to supports adults aged 18 and over to maximise their independence, wellbeing, and quality of life by providing flexible, outcome-focused support that enables them to remain living safely in their own homes and communities, while preventing, reducing, or delaying the need for more intensive health and social care services. Often these are older people with for example dementia or frailty needs but may include people of all ages with physical disabilities and mental health needs. In the initial contracts, this approach included Extra Care provision, it has now been agreed that this activity will be funded separately. Therefore, this leaves two types of support to be provided via future HTLAH provision within the borough, these include: Home Independence Support Service (HISS) This is the long-term home care element of the contract for people who need ongoing support to remain living independently at home. Typical services include Personal care (washing, dressing, toileting, Medication support, assistance with meals and nutrition), Support with mobility and transfer and social inclusion and community access. Support is also available for people with dementia, physical disabilities, and long-term conditions. Night-time support is provided where required. Home Independence and Crisis Support Service (HICSS) This is the short-term, reablement and hospital discharge element of the contract. Services include, Hospital-to-home support, Admission avoidance, Intermediate care, Short-term reablement, Active recovery following illness or injury, Crisis response, Community alarm response, and support to regain daily living skills and reduce long-term care needs. Please note the Council has determined that suppliers currently delivering the Help to Live at Home contracts for Help to Live at Home Zones 2 and 3 are not eligible to participate in this procurement.
