L'Agence d'Acquisition sollicite des Offres sous plis scellés de la part de Soumissionnaires éligibles pour assurer la Prestation de services de transport de produits nutritionnels et de santé , depuis le lieu de stockage à Antananarivo vers les districts des sites d'intervention de l'UPNNC/PARN2. à cet effet, les prestations sont réparties en trois (3) lots distincts comme suit : Lot 1 : Régions Centre et Est (Régions : Alaotra Mangoro, Atsinanana, Analamanga, Bongolava, Itasy, Vakinankaratra) Lot 2 : Régions Sud (Régions : Androy, Anosy). Lot 3 : Régions Sud Est (Régions : Atsimo Atsinanana, Fitovinany, Vatovavy, Amoron'i Mania, Haute Matsiatra) Chaque Accord-Cadre ne comporte aucun engagement de volume minimal ou maximal de commandes. 3. L'Accord-Cadre à conclure pour chaque lot sera à Utilisateur Unique. L'Utilisateur Unique autorisé à acheter en vertu de l'Accord-Cadre est l'Unité du Programme National de Nutrition Communautaire (U-PNNC). 4. L'Accord-Cadre à conclure pour chaque lot sera à Prestataires de Services Multiples . 5. La sélection d'un Prestataire de Services dans le cadre d'un AC pour l'attribution de Commandes sera effectuée par une procédure de Passation Secondaire des Marchés tel que défini dans l'Accord-Cadre (AC). Cependant, la conclusion de l'Accord-Cadre n'imposera pas d'obligation à l'Agence d'Acquisition, y compris les Agences d'Acquisition participantes, d'acquérir les Fournitures par Commandes. La conclusion de l'Accord-Cadre ne garantit pas qu'un Fournisseur qui est titulaire d'un AC sera attribuaire de Commandes(s). 6. L'appel d'offres sera conduit par mise en concurrence nationale en recourant à un Appel d'Offres (AO) telle que définie dans le « Règlement de la Banque mondiale applicable aux Emprunteurs - Passation des Marchés dans le cadre de Financement de Projets d'Investissement septième édition de Septembre 2025 (« le Règlement de passation des marchés ») et est ouvert à tous les Soumissionnaires éligibles tels que définis dans le Règlement de passation des marchés. 7. Les Soumissionnaires peuvent remettre une Offre pour un ou pour les trois lots. Les offres seront évaluées et attribuées lot par lot. 8. La durée de chaque Accord-Cadre est fixée à douze (12) mois à compter de sa date de notification, en tout cas jusqu'au 31 décembre 2027. 9. La procédure de Passation Primaire de Marché établira un ou plusieurs Accords-Cadres Fermés. 10.
