PROJET DE TRANSFORMATION URBAINE ET L'EMPLOI A KINSHASA (KIN LA BELLE) PROJET ID : P512210 - IDA- 7996 AVIS GENERAL DE PASSATION DES MARCHES AGPM N°001/MITP/CI/KIN LA BELLE/2026 Date de publication : 10 septembre 2026 Le Gouvernement de la République Démocratique du Congo (RDC) met en œuvre le Programme de Transformation Urbaine et de Création d'Emplois à Kinshasa, dont la Phase 1 (ci-après « le Projet ») bénéficie d'un crédit de l'Association Internationale de Développement (IDA) d'un montant de 250 millions USD. Ce projet s'inscrit dans le cadre d'une Approche Programmatique Multi-Phase (MPA) d'un montant total de 500 millions USD sur la période 2026-2034. L'objectif de développement du Programme (ODPr) est de fournir des services de gestion des déchets solides, d'assurer l'accès au front fluvial et à la mobilité urbaine, et de créer des emplois à Kinshasa. L'objectif de développement du Projet pour la Phase 1 (ODP) est de : (i) fournir des services intégrés de gestion des déchets solides dans des communes sélectionnées ; (ii) développer des capacités et des plans pour l'aménagement du front fluvial ; et (iii) créer des emplois de meilleure qualité et plus inclusifs à Kinshasa. Ces fonds sont proposés pour régler des fournitures, des travaux et des services devant être acquis dans le cadre de l'exécution du projet KIN LA BELLE qui comprend les 4 composantes ci-après : Composante 1 : Services intégrés de gestion des déchets solides dans les communes sélectionnées à Kinsh asa Cette composante vise à améliorer les services de Gestion des Déchets Solides (GDS)-collecte, transport, élimination et valorisation des déchets-dans certaines communes de la ville et à promouvoir des initiatives communautaires de minimisation et de récupération des déchets dans toute la ville. Cette composante vise à rendre le système de gestion de déchets solides de la ville plus efficace et plus attrayant pour la participation du secteur privé en améliorant à la fois son efficacité opérationnelle et sa viabilité financière. Composante 2 : Connecter les populations à l'espace et aux opportunités Cette composante aidera le gouvernement à préparer les investissements futurs destinés à accroître l'accès aux débouchés économiques et aux berges de la ville. La phase 1 assure la disponibilité du foncier, la mise en place des conditions techniques et du cadre institutionnel pour un levier structurant de transformation territoriale et économique de Kinshasa, positionnant l'aménagement des berges et le transport fluvial comme un corridor urbain intégré combinant mobilité durable, valorisation foncière et attractivité économique, notamment par une meilleure articulation avec le système global de mobilité urbaine. Composante 3 : Compétitivité pour des emplois inclusifs et croissance économique Cette composante opérationnalisera une approche intégrée visant à améliorer la prestation des services urbains à Kinshasa, en renforçant les chaînes de valeur structurées dans la gestion des déchets solides (GDS) et la réhabilitation des berges, afin de créer des emplois inclusifs et durables. Elle vise à renforcer le lien entre la fourniture des services urbains et l'emploi inclusif, en mettant en place un vivier structuré d'opportunités d'emplois à court, moyen et long terme à Kinshasa, le long de la chaîne de valeur de la GDS ainsi que dans les secteurs de l'aménagement des berges et du transport fluvial, tout en favorisant l'entrepreneuriat et le développement des compétences pour assurer la durabilité et l'intégration au marché.
