OLE Monitoring for Class 730

General Information & Purpose of Engagement WM Trains Ltd is undertaking this Preliminary Market Engagement (PME) in accordance with the Procurement Act 2023 to engage the market regarding the supply and deployment of Overhead Line Equipment (OLE) Remote Condition Monitoring (RCM) systems across its Class 730/0 fleet. WM Trains currently operates eight OLE monitoring systems fitted to its Class 350 fleet, delivered via Transmission Dynamics and funded through an asset owner initiative with Angel. This legacy deployment relies on an established, proprietary front-end user interface and database accessed collaboratively by WM Trains, Network Rail, and fleet maintainers to safeguard infrastructure and maintain operational continuity. To enhance the coverage of its electrified routes, WM Trains requires an additional six monitoring systems for the Class 730/0 fleet. WM Trains considers that procuring an alternative, non-integrated solution would create fragmented operational dashboards, split data streams, and cause disproportionate technical difficulties in maintenance and real-time operations. Consequently, the core purpose of this PME is to directly test the market to establish whether any economic operator can realistically deliver the required functionality and integrate seamlessly with the existing proprietary setup without introducing disproportionate technical and operational difficulties. If the market engagement confirms that no compatible alternative can achieve this integration, WM Trains intends to formalise a direct award pursuant to Schedule 5, Paragraph 7 of the Procurement Act 2023 (Section 41 - Direct award in special cases: Additional or repeat goods, services or works). Key Scope Overview & Technical Constraints The planned requirement is strictly for the supply of OLE remote camera monitoring (RCM) and wireless accelerometer hardware, alongside the ongoing SaaS analytics subscription and the necessary engineering/design documentation. The physical installation and fitment to the Class 730/0 fleet will be undertaken separately by the fleet maintainer/OEM acting as the asset design authority. To satisfy operational, safety, and regulatory requirements, any proposed system must meet the following mandatory criteria: 1. Database & System Integration: All data generated by the Class 730 OLE systems must integrate fully and directly into the existing Class 350 OLE monitoring database. 2. Unified Front-End User Interface: The solution must provide a single, common front-end interface that aligns RCM imagery and sensor analytics to deliver real-time combined analytics throughout train operation, avoiding fragmented software suites. 3. Autonomous Defect Detection: The RCM system must autonomously identify and report dynamic OLE conditions, degradation, and infrastructure defects to designated stakeholders, with specific capability to identify and report on faulty dropper wires. 4. 5G Data Transmission: The solution must enable remote collection, processing, high-speed transfer, and review of dynamic OLE monitoring data utilising 5G capability. 5. Camera & Environmental Resilience: The camera system must be self-cleaning to prevent data and evidence loss, include a proven method for low-light conditions, and require no regular roof access for maintenance. 6. Physical & Systems Vehicle Integration: Roof-mounted equipment must be designed specifically for the Class 730 profile while strictly minimising physical and electrical integration into the host train network. 7. Rolling Stock Safety & Standards: The installation must fully comply with all relevant rolling stock standards and legislation, and must not adversely affect vehicle safety, reliability, maintainability, gauging, fire performance, EMC compatibility, or passenger service operations. 8. Engineering Deliverables & Approvals: The supplier must deliver all design, installation, commissioning, acceptance, and handover documentation required by the Infrastructure …

UK4 - Care Leaver Covenant & Corporate Parenting Market Engagement Event Notice

The Department for Education (DfE) is seeking to appoint an experienced and expert external provider to support government departments and relevant public bodies with the implementation of new Corporate Parenting duties, in addition to the continuation, expansion and strategic development of the Care Leaver Covenant (CLC). At the heart of the Government’s reforms is improving outcomes and life chances for looked after children (children in care) and care leavers by removing barriers to opportunity. This includes strengthening enduring relationships, support and opportunities across government, public services, employers and wider society. This procurement presents an opportunity for a single organisation or consortium to support government departments and relevant public bodies in embedding corporate parenting responsibilities while simultaneously advancing the Care Leaver Covenant as a national platform for improving outcomes for care leavers. Together these strands of activity provide a coordinated approach for mobilising organisations across the public, private and voluntary sectors to strengthen policy, practice, services, delivery, support and opportunities for looked after children and care leavers. Corporate Parenting The Children’s Wellbeing and Schools Act 2026 extended corporate parenting responsibilities beyond local authorities to government departments and key public bodies. Corporate Parenting is a shared responsibility requiring government departments and relevant public bodies to promote, support and improve outcomes for children in care and care leavers. The new statutory duties require relevant bodies to consider the needs and experiences of children in care and care leavers when developing policies and delivering services. Corporate parenting is an important part of the government’s response to the recently published Care Leavers’ Deaths Review. DfE requires specialist external support to help relevant bodies understand and implement these duties effectively, build organisational capability and cultural awareness of children in care and care leavers and develop robust delivery plans. Care Leaver Covenant The Care Leaver Covenant is a national commitment by public, private and voluntary sector organisations to provide practical opportunities and support for care leavers aged 16 to 25. The Covenant provides employment opportunities, apprenticeships, mentoring, financial support, discounts and wider assistance that helps young people transition to independent adulthood. DfE requires a provider to continue to grow the Covenant's reach and impact while aligning its work with Government ambitions relating to education, employment and training (EET), relationships, housing and health. The provider will: • Support implementation of Corporate Parenting duties across government and public bodies. • Strengthen understanding of children’s social care and care experience across the public sector. • Ensure lived experience informs implementation approaches. • Secure a refresh of offers from existing signatories and recruit more signatories for the Covenant, particularly in relation to employment, education and training • Continue to build relationships with government departments and others to embed the impact of the Covenant. • Help local authorities to enhance their Local Offer through links with Covenant signatories. • Continue to raise the profile of the Covenant among care leavers so that more sign up to take advantage of offers. • Support delivery of Government priorities relating to children in care and care leavers. Contract Timescale It is anticipated that the contract will be for 2 financial years subject to business planning conformation for Year 2. • 1 April 2027 to 31 March 2028 covering two work strands: the Care Leaver Covenant and Corporate Parenting. • 1 April 2028 to 31 March 2029 covering one work strand: the Care Leaver Covenant.

DHSC will be hosting two virtual roundtable events on the “Living with Cancer” agenda to discuss how employers and other organisations can better support people to remain in or return to work following a cancer diagnosis and treatment, with a particular focus on the challenges faced by small and medium-sized enterprises (SMEs) and spreading best practice across sectors of the economy. The roundtables will take place on: • Tuesday, 27th October 2026, 15:30-16:30 GMT (hosted by the Parliamentary Under-Secretary of State for Health Innovation) • Tuesday, 3rd November 2026, 09:30-10:30 GMT (hosted by DHSC officials) To register your organisation’s interest in one of these events, please complete the following registration form by Tuesday, 20th October 2026 at 11:59 pm: https://forms.cloud.microsoft/Pages/ResponsePage.aspx?id=MIwnYaiRMUyMH-9N6Jc6HHkA63U0d81Ht4WY0oa7NW1UNFZKVktHMU9ZWVhIT01GNDRKMU0zTE9aVS4u Attendance is restricted to one person per organisation. The National Cancer Plan for England recognises the impact that cancer can have on people’s working lives and sets out an ambition to work with employers and impact economy investors to raise awareness of effective interventions, scale good practice and make support more accessible. Too many people are forced to stop working due to cancer. Around 830,000 working age people are living with cancer in England. Cancer can have a significant impact on people’s finances and ability to remain in work: people hospitalised with cancer face nearly £5,000 in lost income, while patients lose an average of 75 days of work across their pathway. People living with cancer are not always able to access interventions that are known to be useful. Through engagement on the National Cancer Plan, we have heard charities, larger companies and practitioners already know which interventions can help people living with cancer to remain in and return to work. However, some sectors of the economy still find it difficult to proactively offer support due to a lack of awareness or easily accessible tools. These challenges are often faced by sectors of the economy which account for a large share of employment, including SMEs. DHSC is therefore seeking to work with purpose-driven businesses, charities and the impact economy to help raise awareness, scale effective interventions and make them more accessible. The Ministerial roundtables will provide an opportunity to hear from organisations about existing approaches, the challenges they face and where collaboration between different organisations could help scale effective support.
