Netherlands – Software-related services – Zelfscan as a Service - Conditionerende Onderzoeken

Westcountry Schools Trust - CAFM System

WeST operates 31 schools serving approximately 15,000 pupils and employing approximately 2,300 staff. The estate comprises 23 primary schools and 8 Secondary schools, the largest of which serves approximately 2,500 pupils. Buildings are mixed in age, construction and condition. The aim is to achieve a coherent service operating through one principal interface and authoritative asset hierarchy. Current thinking is that this may be through a single platform or demonstrably integrated solution covering the following requirements: • Compliance: records, recurring schedules, evidence, audit history, alerts and remediation across fire, water hygiene and legionella, asbestos, electrical condition, gas, radon, emergency lighting, lifts and playground equipment. • Assets and maintenance: hierarchical asset register, condition and lifecycle data, planned maintenance, reactive requests, work orders, mobile working and contractor workflows. • Financial and capital planning: budget and purchase-order attribution, expenditure reporting and forecasting, DfE condition-data import, replacement forecasting and structured export. • Reporting: Trust-, school- and asset-level dashboards, drill-down, configurable reports and governance-ready outputs. The solution should support demonstrable compliance assurance; complete evidence and audit retention; end-to-end maintenance and contractor workflows; expenditure traceability; maintenance and replacement forecasting; self-service reporting; mobile working; scalability; and secure data portability. WeST is considering at least 99.5% monthly availability, prioritised support targets, service credits for material failure and acceptance-based implementation payments. Feedback is invited on proportionality and market practice.

Management Information Systems for Schools in England

This PME does not signify the commencement of any procurement process and does not constitute any commitment by the Department for Education (DfE). If DfE decides to commence any procurement process subject to the Procurement Act 2023 as contemplated by this notice, a separate notice(s) will be published at the relevant time. DfE would like to encourage all relevant organisations, including Small to Medium-sized Enterprises (SMEs) and Voluntary, Community and Social Enterprises (VCSEs), to participate and have made the engagement process as open as possible in order to facilitate this (please see further details in the “Engagement process description” section below). Consideration will be given to consortia and collaborative bids from all forms of organisations subject to confirmation of a competitive tender process. The Purpose: Preliminary Market Engagement is being undertaken to refine DfE's requirements as it looks to establish a route to market for schools under the Procurement Act 2023 for management information systems (MIS) that enables them to analyse, use and report on key data with a focus on interoperability. It is currently anticipated that this will be in the form of an open framework as defined in the Procurement Act 2023. As part of the preliminary market engagement, DfE is keen to work with MIS suppliers in England to explore how we can harness the potential of data to provide new and valuable insights to share with schools, academy trusts, and local authorities in England to improve outcomes for children and young people, parents and carers. This particular initiative has been branded the Data spine and was referenced in the Schools White Paper published in February 2026. It is anticipated that outcomes of this initiative will be included within the remit of aforementioned route to market. Further information on the link between the MIS route to market project and the Data spine will be shared as part of the engagement process, starting with the market engagement webinar (please see further details in the “Engagement process description” section below). We will conduct further market engagement during spring 2026 with a view to using the market engagement and stakeholders views to further inform the specifics of the proposed MIS route to market. By fully engaging in this process, including the Data spine initiative, organisations have the opportunity to feed into the design of the proposed MIS route to market and ensure it is cognizant of market capabilities.

SEND Reform Investments Evaluation - Market Engagement Information

The Department for Education is considering commissioning an independent evaluation of key SEND reform investments designed to strengthen inclusion in mainstream settings and improve support for children and young people with special educational needs and disabilities (SEND). The Department is exploring a single contract comprising three interconnected evaluation components: - An overarching SEND Reform Investments Evaluation - An evaluation of Experts at Hand (EaH) - An evaluation of the Inclusive Mainstream Fund (IMF) The evaluation will assess the extent to which these investments are building workforce capability, inclusive practice, local system capacity and partnerships needed to support future phases of SEND reform. The overarching evaluation will synthesise evidence across a range of SEND reform programmes to understand whether the initial investment period is creating the conditions necessary for successful implementation of a reformed SEND system from 2029/30 onwards. The Department is interested in engaging with potential suppliers to discuss the feasibility, design and delivery of evaluations of this scale and complexity. We anticipate suppliers will require expertise in mixed-methods research, large-scale programme evaluation, and research involving children and young people with SEND, families, education settings and local authorities. Consortium and subcontracting arrangements may be appropriate where they bring together complementary expertise. We welcome engagement from all interested suppliers, including small and medium-sized enterprises (SMEs) and voluntary, community and social enterprises (VCSEs). The project is anticipated to run from early 2027 to late 2029. A maximum indicative budget of approximately £2.5 million is anticipated.
