Objectives: The Ministry of Defence (MOD) is seeking Power Purchase Agreements (PPA) to reduce unit electricity costs, increase site energy resilience, limit price volatility risk from its energy portfolio, and support emissions reductions aligned with Government policy. PPA Type: Renewable energy supply for the RAF Wittering site via off-site direct wire connection. Target contract start date: 14/02/28. Volume: Procure power generation to meet up to approximately 2-5GWh/year of electricity consumption for RAF Wittering (total annual consumption of approximately 7.9GWh/year). Provision of higher offtake volumes is dependent on the ability to demonstrate value for money in energy costs achieved and resilience provision. Further, the site demand is expected to grow over the next ~15yrs, potentially 4-fold in electrical demand as more capability is brought onto site and the site decarbonises. Input on ability to support increasing scaling of volume, whilst minimising customer risk is sought. Sites: This procurement is for one site only at RAF Wittering, Peterborough through an off-site arrangement using a private wire. Contract duration: Seeking competitive energy prices for up to 25 years, with potential option to extend. Technology: Open to competitive proposals for Renewable Energy Guarantee of Origin (REGO) compliant technologies. The details provided in this notice are early indicative estimates and may be subject to change/refinement as a result of ongoing analysis and data collection. Previous market engagement: A virtual two‑hour supplier engagement session was held on 04/03/2025 to test early market views on high‑level PPA options and to support MOD’s understanding of market capabilities. Suppliers expressed strong appetite to engage and highlighted key considerations including avoiding over‑specification, clarifying roles and responsibilities, and addressing grid‑connection and MOD site factors that will shape the delivery approach. Social Value (SV): SV is a mandatory consideration in UK Government procurement. Any potential future tender will be assessed against the Government’s Social Value Model themes, ensuring delivery approaches contribute meaningful economic, social, and environmental benefits. Specific Model Award Criteria (MACs) to be utilised within the tender process will be confirmed should the requirement be taken forward. Modern Slavery: MOD must consider the potential of modern slavery at all stages of the procurement lifecycle. Please note this information will be required as part of the procurement process but is not required at this stage.

National Grid manages a portfolio of major transmission infrastructure projects across onshore and offshore programmes. As the scale and complexity of delivery increases, National Grid requires a more integrated and digitally enabled approach to project controls, governance and performance management. The initial phase of the requirement will support the Onshore GGP programme, with the potential to extend to additional delivery programmes and operating models in the future. National Grid is seeking an Integrated Project Management Office (IPMO) capability that provides a consolidated view of project and portfolio performance information across areas such as cost, schedule, risk, commercial management, change management and baseline control. The objective is to improve visibility, assurance and decision-making while reducing reliance on manual and fragmented processes. As part of this requirement, National Grid is seeking a digital solution that supports project controls, commercial, finance, PMO and leadership teams through the integration of data and processes across existing business systems and reporting platforms. The solution is expected to support integrated project controls activities including baseline management, change control, forecasting, contingency management, cost management, cost-value reconciliation and payment management. It should provide auditable workflows, role-based access controls and portfolio-level reporting, while supporting alignment between cost and schedule information through standardised project control structures. National Grid requires a scalable and flexible solution capable of supporting current requirements while providing a foundation for future enhancements in project controls, reporting and analytics capabilities. The solution must integrate with approved National Grid systems and data sources, while ensuring National Grid retains ownership and control of its data. The solution should support appropriate governance, data quality controls, metadata management, historical data retention, multi-currency capability and role-based access management. National Grid is seeking a solution that can evolve over time as business requirements mature and adoption increases, supporting improved portfolio transparency, consistent project controls processes and effective collaboration across multiple delivery programmes and delivery partners.

GMCA are inviting feedback from potential suppliers in relation to the delivery of a stock condition model for Greater Manchester. It is expected that the model/survey would be a desktop survey which would provide modelled outputs. The survey outputs would allow the GMCA and the 10 Greater Manchester local authorities to compare the data produced with historic stock condition data, based on type and level of hazards within the Housing Health and Safety Rating system. It would support Housing Strategies, Climate Action Plans, and Fuel Poverty actions, as well as assist the local authorities to comply with their duties under the Regulatory Reform Order 2002 and the integration of Public Health responsibilities into the Local Authority. The objectives of the potential model/survey are to understand the following: A. The overall stock condition of homes across Greater Manchester by house type, age and tenure of the home. B. Levels of minimum acceptable conditions as set out in the Housing Health and Safety Rating System. C. Estimation of the state of repair, modernity of internal living facilities and thermal comfort as set out in the Decent Homes Standard, however consideration should be paid to the status of the proposed standard. D. Levels of fuel poverty in line with the Government's current Fuel Poverty Strategy and emerging policy. E. How the stock condition across the 10 Greater Manchester local authorities compares with the Survey of English Housing Survey trends to establish to what extent conditions in Greater Manchester follows the national trend over the same period. F. Estimates of retrofit opportunities utilising the Net Zero Housing Retrofit Framework Agreement. G. Understanding levels of overcrowding. The outputs of the model/survey will be used for the following purposes: 1. As a key input into the Greater Manchester Health and Housing model. The data from the stock condition model will be combined with health data in a secure environment. The GMCA/NHSGM and the provider building the health and housing model will work closely with the successful provider to identify how best to integrate the data and note any caveats concerning the data. 2. Support the GMCA to identify locations which would benefit from retrofit interventions to support the 2038 carbon neutrality ambitions of the city region. Greater Manchester as part of the Integrated Settlement has a devolved retrofit budget which is key to meeting these ambitions. 3. Support the development of housing and retrofit strategy and delivery across the ten Greater Manchester local authorities. 4. Visualisation of the outputs on dashboards or similar to allow access to the outputs for decision makers and members of the public. What can and cannot be shared and the format can be negotiated. 5. Support the ten Greater Manchester local authorities to meet their statutory housing duties in regard to understanding the condition of housing stock in their area. This commission potentially contains 2 x elements which views are sought on: - A stock condition model/survey for the whole of Greater Manchester with breakdown of condition as low as possible - ideally address level. - Visualisation tool for the model and an ability for the social housing element to be interrogated and updated. The outputs for the model would need to be in a sharable format which the GMCA and partners can use for visualisation and modelling e.g. a CSV output. The output would be shared with the 10 x local authorities and the University of Manchester. The contract would be for a one off piece of work delivering the model and any associated visualisations. Two costs will be sought for the two parts of the commission and the GMCA reserves the right to commission either both parts of only one part. We are interested in thoughts on the ability to deliver either or both parts.
