The successful Supplier will be required to provide catering services for Pontarddulais Comprehensive School, located in Swansea, Wales. The annual contract value is approximately £300,000 and the initial contract term will be three years, commencing 1 September 2027 and concluding 31 August 2030. The contract will operate on a guaranteed performance basis, offering a fixed annual return and/or subsidy. There will be an option to extend for a further term of three years by mutual agreement. Pontarddulais Comprehensive School is an English medium 11-16 mixed school in the City and County of Swansea. There are currently 850 pupils on roll with approximately 17% of those entitled to a Free School Meal. The School was opened in 1982, with a Specialist Teaching Facility added in 2007 for up to 10 pupils with profound and multiple learning disabilities. It serves a large catchment area that includes Llangyfelach, Pengelli, Pontarddulais, Pontlliw and Penllergaer primary schools. It was noted that "Pontarddulais Comprehensive School is a dynamic and inclusive school where pupils, regardless of background or ability, thrive academically, socially, and emotionally”. The school places great value on their partnerships with parents and carers. They believe that pupils’ success is founded on forging positive relationships through mutual respect, and excellent teaching and learning experiences. Please see PSQ Document for more information. Babies, Children and Young People Modern Service Framework

Early Market Engagement Notice Foreword NHS England is exploring collaboration opportunities with stakeholders from the private, public and voluntary, community and social enterprise (VCSE) sectors who are interested in helping to improve the health and life chances of babies, children and young people. Prior to formally launching this opportunity, we are hosting a virtual engagement forum on Tuesday 6th October, 15:30 – 17:00. This will be a chance for organisations to learn more about our ambitions, feed into the development of our approach and discuss any ideas and suggestions they may have to collaboratively improve the health of children and young people. NHS England recognises the Department of Health and Social Care has recently launched a Child Poverty Market engagement notice https://www.find-tender.service.gov.uk/Notice/062438-2026 . While there are some shared themes, the two initiatives have separate objectives. The DHSC programme is focused specifically on child poverty, whereas this market engagement seeks to explore a broader range of opportunities to improve outcomes for babies, children and young people. Since this is neither a call for competition nor a procurement, for administrative and technical reasons, it's been assigned a monetary value of £0.

Legal Case Management System (CMS)

The British Business Bank is undertaking pre-market engagement to inform a potential future procurement for a Legal Case Management System. The Bank’s Legal team has identified a need to improve how legal matters, disputes, litigation deadlines, correspondence, advice and related documentation are recorded, managed and accessed. Current ways of working rely heavily on email, shared drives, individual knowledge and manual tracking, which creates operational, compliance and continuity risks. The purpose of this engagement is to test market capability and inform the scope, approach and commercial model for a potential Legal Case Management System that can support matter management, deadline tracking, secure document and correspondence management, knowledge reuse, reporting, Microsoft 365 integration and information governance requirements. The estimated contract value will be determined following completion of the engagement exercise, hence the current £0 value within this notice. Supervised Toothbrushing Services

Supervised toothbrushing schemes for nursery and reception age children are evidence-based, effective interventions which reduce young children's experience of dental decay and their associated treatment needs. These schemes enable children in early years' education settings to brush their teeth with fluoride toothpaste after lunch each day they attend, under supervision from staff. Supervised toothbrushing is endorsed by NICE as a priority oral health improvement intervention in areas where children are at high risk of poor oral health, as specified in the following recommendations: • Recommendation 15: Consider supervised toothbrushing schemes for nurseries in areas where children are at high risk of poor oral health; • Recommendation 19: Consider supervised toothbrushing schemes for primary schools in areas where children are at high risk of poor oral health [PH55]. After conducting an assessment of the incumbent provider, taking into account the key criteria and applying the basic selection criteria, NHS Devon ICB is content that the existing provider is satisfying the original contract and will likely satisfy the proposed contract to a sufficient standard. All requirements under Regulation 6(5) have been met, including not breaching the considerable change threshold, and therefore direct award process C has been deemed the appropriate provider selection process. The service is anticipated to commence on the 1st of September 2026 for a contract duration of 1 year until the 31st August 2027 with an optional extension period of up to 1 year, with a total value of £656,398.96. This transparency notice serves as an intention to award the contract to the incumbent provider, using direct award process C under the Provider Selection Regime (PSR). This process has been undertaken by NHS Devon ICB and supported by NHS South, Central and West Commissioning Support Unit (SCW) on behalf of the Commissioners.
